MINUTES OF TOWN COMMISSION/
SPECIAL AND CANVASSING BOARD MEETING
Wednesday, March 13, 2013 1 PM
Mayor Bernard Featherman called the Special Canvassing Board Meeting to order in Commission
Chambers at 1:30 PM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Commissioner Doris M. Trinley;
Commissioner Dennis J. Sheridan; and Commissioner Louis P. Stern. Vice Mayor Ron Brown was absent.
Also present: Town Attorney Glen Torcivia; Town Manager Kathleen D. Weiser; Town Clerk Beverly M.
Brown; Finance Director Cale Curtis; Deputy Town Clerk Valerie Oakes; Assistant to the Town Manager
Zoie Burgess; Police Officer Paul Shersty; and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence.
Civility Pledge: The Civility Pledge was recited by the Town Clerk.
1. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA
Mayor Featherman asked for any additions or deletions. Receiving none, the agenda was accepted
as presented.
2. PUBLIC COMMENTS AND REQUESTS
Jim Jiovanazzo, 3700 S. Ocean Blvd — I have a major concern. I feel that there was a horrendous lack of
transparency in the amendment that was presented to the voters of our community. I would hope in the
future, the Commissioners would try, for the goodness of the people in this Town, to do their best to make
sure that lack of transparency does not happen again when the people are asked to vote.
Rhoda Zelniker, 3912 S. Ocean Boulevard — In the past, we had police officers on a bicycle and I noticed
that I haven't seen any policemen on a bike. I thought that might help us in a number of ways. First, the
police officer on the bike can control more of the bikers. I feel if they see a policeman on a bike, and there
are five people across the road, another biker is coming up to them. Second is the problem we have with
people crossing the street. I feel they could have tickets in their pockets, stop at the crosswalks and

monitor people crossing. In addition, I do agree with James. It was very confusing to a lot of people. 1,
myself, told people that if you don't understand it vote "no ".
3. COMMISSION ACTING AS TOWN'S CANVASSING BOARD:
A) Review of Any Questionable Ballots.
Town Clerk Beverly Brown — I have four ballots in a sealed box. I need a motion from the Town
Commission to authorize the Deputy Town Clerk and myself to unseal the box, and review the ballots, as
instructed by the Supervisor of Elections last evening.
MOTION: Commissioner Stern moved to authorize the Town Clerk to open the sealed ballot box and
open the ballots. Motion was seconded by Commissioner Trinlev.
A voice vote was taken with all in favor.
Town Clerk Brown and Deputy Clerk Oakes opened the sealed box and reviewed the ballots.
B) Certify Results of March 12, 2013 Election and Authorize Town Clerk to Submit
Results to Palm Beach County Supervisor of Elections.
Town Clerk Brown — We received one Provisional Ballot and the person was not registered to vote either
in Palm Beach County or Broward County; so it was an invalid ballot. We received three Absentee
Ballots electronically. They were to have put their voter's certification on the front of the envelope, and
they did not. The Supervisor said as long as it was inside the envelope, signed and dated, it was a good
ballot. We had three good Absentee Ballots. The final count for Commissioner, with ballots cast, was
Ron Clark with 317 and Carl Feldman with 422; and on the question, we had 395 yes votes and 263 no
votes. I need a motion to accept the results.
MOTION: Commissioner Stern moved to accept the final total results of the election: Ron Clark — 317
and Carl Feldman — 422; Referendum Question: Yes — 395 and No — 263. Motion was seconded by
Commissioner Sheridan

4. PRESENTATION:
A) Acknowledgment of Service: Commissioner Trinley
Town Clerk Brown — Commissioner Trinley started work with the Town of Highland Beach on July 18,
1988 as a Secretary. She was promoted to Deputy Town Clerk on July 3, 1989 and appointed by the
Town Commission as Town Clerk on January 13, 1995. She retired under the service from the Town of
Highland Beach on January 5, 2007 as Town Clerk. She has served on the Charter Review Board in 2001,
as a Commissioner from 2007 to 2013, and her two terms for election she never had any opposition.
Unfortunately, she is term limited and could not run again. During this past week, I visited with some of
the employees and elected officials throughout the Town and asked for different comments. Comments I
received were: she was an outstanding employee; she was a mentor; she was a voice of reasoning; she's
warm, outstanding, sincere, compassionate and exceptional. My comment is she is a good friend. Doris,
we are going to miss you and wish you the best of luck.
Commissioner Trinley — I thank you all very much; and as I previously said, my employment with the
Town has been the highlight of my working life. It has always been my pleasure. Thank you all for your
continued cooperation and willingness to do what's best for the Town of Highland Beach. I appreciate all
of you. Thank you so very, very much.
5. ADMINISTERING OATH OF OFFICE:
A) Commissioner -elect Carl Feldman
Town Clerk Brown administered Oath of Office to elected Commissioner Carl Feldman.
6. SEATING OF COMMISSIONER:
Commissioner seating at the dais was re- arranged in accordance of seniority.
7. REPORTS OF COMMISSIONERS:
A) Commissioner Carl Feldman — It is an honor to replace Doris Trinley on this Commission. I
first met Doris thirteen years ago when Lois and I moved to Highland Beach. Doris made us feel at
home, or as if we were back in the small town of Simsbury, Connecticut. Doris made our transition
one of ease, guiding us to the supermarkets, shopping malls, theatres, etc. This was a classic election
between two candidates; no mud- slinging; a campaign where each candidate presented their platform
and the residents made their choices. Ron Clark is a great guy and I thank him for running a great

campaign. I would especially like to thank my wife Lois for editing the English and spelling of all my
campaign literature. I have a special thank you to my campaign election angel, as I call her, Rhoda
Zelniker. I met Rhoda and Marc last July after one of my presentations at the Town Commission
meeting regarding the increase of gap spending. There was no stopping Rhoda's enthusiasm and zest.
I can't say I won this election; I have to say we won this election; especially the residents of Highland
Beach. I will continue to be the voice of the people. I hope you will contact me, email me or phone
me. I will be at your beckon call and that is not political gibberish. Thank you again, the residents of
Highland Beach. I will live up to your expectations.
B) Commissioner Louis P. Stern— I would like to offer my congratulations to Carl Feldman and
welcome you to the Commission. You will be a great asset. With our gain we have a great loss; my
very dear friend Doris Trinley. She found me sort of wayward around town, got me involved in
working with this Town, and I have been involved ever since we met. I thank you. I would like to
compliment both candidates. I drove through the town today and see that you have picked up all your
signs in Highland Beach but not in our neighboring towns..
C) Commissioner Dennis I Sheridan — I would also like to welcome Carl to the podium and to
the Commission. We wish you the best and we plan on working together in harmony. To my dear
friend Doris, my thoughts are the same. You have been my mentor. You invited me to join the Board
and everything I have attained was because of you, and I thank you for it.
I would like to reiterate what both Jim and Rhoda said about the Resolution that was on the ballot
yesterday. I found it to be extremely difficult to interpret; very difficult to understand on each part of
it; and I thought it should be broken down. I would like to suggest that any future resolutions to be
placed on the ballot for the voting public be completely reviewed, and approved by the Commission,
before it is going to print. That being said, I would like to thank the entire Charter Revision
Committee for a job well done, and I am very happy that it has passed. I would also like to let the
residents know that these changes were presented to our Commission, for its approval, and it was
approved unanimously by all Commissioners.
D) Vice Mayor Ron Brown — Absent.
E) Mayor Bernard Featherman — I would like to say congratulations to Commissioner Trinley for
a job well done. You have our admiration and respect for what you have done these few years while I
have served on the Board, and what you have done for our Town itself, for which we thank you.
Just to support what Commissioner Sheridan said, there was a concern on the Resolution that was put
on the ballot where there wasn't enough time or explanation. I think that should be changed in the
future, so we have our citizens know what they are voting for, rather than to have six lines and say yes
or no. We are starting a new session here and we certainly want to congratulate Carl Feldman on
becoming a Commissioner. I want to thank the people out there, on both sides, because we had an
election that was run ethically and fairly.

8. REPORTS — TOWN ATTORNEY:
I would also like to say it has been a pleasure sitting next to Doris. She has always been an
inspiration to serve the public and welcome to Mr. Feldman. I am looking forward to working with
you as a new Commissioner.
9. REPORTS — TOWN MANAGER:
I would like to publically announce that we did receive an offer on our Boca properties of 3.5
million for both pieces. That is within the amount of the last appraisals that we had on the property.
I move forward with a letter to Boca Raton to tell them they have 30 days to let us know if they want
to exercise their right of first refusal; and hopefully, I will have an answer for you by our next
Commission meeting. Then I will be coming to you to ask the attorney to draft a contract for sale.
I want to thank Doris for the number of years she served in this government which are admirable.
Not only has she served as an elected official but she was the Town Clerk for many years. I truly
enjoyed working with you and from the bottom of my heart we love you and are going to miss you.
Commissioner Feldman we welcome you, and on behalf of Staff, we look forward to working with
you, meeting with you and getting you up to speed with everything that is going on.
10. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT
MEETING:
No additional comments.
11 ADJOURNMENT:
There being no further business to come before the Commission, Mayor Featherman adjourned
the Special/Canvassing Meeting at 1:57 PM upon a MOTION by Commissioner Stern; seconded by
Commissioner Feldman
