1996.09.24_TC_Minutes_Workshopw ~ ~ . TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesdav, September 24, 1996 1.30 P M Mayor Arlin G. Voress called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor John F. Rand, and Commissioners David Augenstein and Thomas J. Reid were present. Commissioner Arthur Eypel was absent. Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano were also present, as were members of the general public. Following roll call, the Pledge of Allegiance was given. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA The Agenda was unanimously accepted upon RAND/COMMISSION REID after it was amended to • of the September 04, 1996 Regular Meetin inadvertently omitted. 96.1 PUBLIC COMMENTS AND REQUESTS MOTION by VICE MAYOR include consideration. g Minutes, which were Lianne Novack, 3221 S. Ocean Boulevard, requested the Commission reconsider taking action which would afford transportation services for Town residents, a concept she had brought to a previous Commission's attention several years ago after conducting a favorable survey, signed by over 350 residents. Mayor Voress responded, noting that this concept, among others, will be reviewed under the new "Visions '99" Program, which will be showcased at the upcoming Town-wide barbecue on September 27. Jose Echeverria, Turtle Program Coordinator, advised that there were 80.1 nestings for the season, with 220 of those nests still to hatch; he also reported on a recent beach clean-up. 96.2 BOARDS AND COMMITTEES Mayor Voress advised of a vacancy on the Code Enforcement Board. REPORTS - TOWN COMMISSION There were no reports forthcoming from Vice Mayor John F. Rand, Commissioner David Augenstein or Commissioner Thomas J. Reid. Mayor Arlin G. Voress reminded all residents of the complimentary Town-wide barbecue to be held on Friday, September 27 at 5:30 P.M., and invited all to attend. He advised that "Visions '99" would be introduced and explained at this event; immediately following the • barbecue, the ribbon-cutting for the new fire house will take place. The Mayor also advised that the Municipal League, on which he serves as a Member of the Board of Directors (District IV), had been working closely with the County Commission and the School Board in an effort to reach accord regarding the possibility of a proposed one-cent sales tax being placed on the March ballot. REPORTS - TOWN ATTORNEY Town Attorney Thomas E. Sliney advised he was working with Attorney Charles F. Schoech and Peter Czajkowski of Stifel, Nicolaus & Co. to ensure timely implementation of the scheduled timetable for the renovation/expansion. of Town Hall. REPORTS - TOWN MANAGER Under the Town Manager's report, Mary Ann Mariano reviewed the proposed agreement with Harvel for 1996/1997 utility maintenance and construction, advising that even with the requested 6% increase for the upcoming fiscal year, Harvel's rates were still well below competitive rates for last year. After brief discussion, with questions being answered to the Commission's satisfaction, it was the consensus to move the resolution approving the 1996/1997 Harvel Agreement to the October 2 Regular Meeting Agenda. ~ ~ - ~ • Town Commission Workshop Meeting - Minutes September 24, 1996 Pane 3 of 3 Referring to the proposed ordinance regarding "boat basins," Ms. Mariano gave brief background information and noted the Planning Board's recommendation that the Commission approve same. She then turned discussion over to Attorney Sliney, who advised how the Commission needed to proceed regarding required meetings and legal advertisements in order to approve the proposed ordinance, which would be an amendment to the Zoning Ordinance (Chapter 30). Ms. Mariano's report concluded with the Commission's consensus that the annual Boards Appreciation Luncheon be held at the Holiday Inn on Friday, December 6, 1996 at 12 noon; also, on the Town's behalf, that Mayor Voress be the voting delegate, and Ms. Mariano the alternate, at Municipal League meetings, special meetings and/or functions.
