TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, November 26, 1996 1:30 P.M.
Mayor Arlin G. Voress called the Regular Meeting to order in
Commission Chambers at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor
John F. Rand, and Commissioners Arthur Eypel, David Augenstein and
Thomas J. Reid were present.
Also present were Town Attorney Thomas E. Sliney and Town Manager
Mary Ann Mariano, as were members of the general public.
Following roll call, the Pledge of Allegiance was given.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
With no objection, the Agenda was amended to move review of plans
for the Sales Trailer regarding the "Yacht Club at Highland Beach"
project to immediately follow Public Comments.
• 96.1 PUBLIC COMMENTS AND REQUESTS
Jose Echeverria gave a final report on the turtle season (a total
of 802 nestings), after which Mayor Voress extended thanks to Jose
and his wife, D.J., for their ongoing efforts on behalf of the
Town. Mr. Echeverria also requested that residents consider
contributing to the "Toys for Tots" program this holiday season.
Leonard Bell, President of the Highland Beach Library Foundation,
requested to address the Commission when the Winter edition of the
Newsletter was reviewed.
96.5 REVIEW PLANS FOR SALES TRAILER RE "YACHT CLUB AT
HIGHLAND BEACH" (3608 SOUTH OCEAN BOULEVARD)
Building Official James W. Duvall gave a brief overview of the
sales trailer, advising it met all code requirements. Mr. Duvall
and the developer's representative, Robert Hall, reviewed the plans
with the Commission,. with all questions being answered to the
Commission's satisfaction. It was the consensus to move approval
of the sales trailer to the December 3, 1996 Regular Meeting
Consent Agenda.

96.3 PROPOSED ORDINANCES AND RESOLUTIONS
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH,
FLORIDA, AMENDING THE TOWN CODE, CHAPTER 22
ENTITLED "SEWERS," SECTION 22-2 ENTITLED
"SERVICE CHARGES," AND CHAPTER 29 ENTITLED
"WATER SYSTEM," SECTION 29-10 ENTITLED "CHARGE
FOR WATER SERVICE."
Mayor Voress advised this proposed ordinance had been given first
reading November 06, published November 20, and would be given
final reading at the December 03 Regular Meeting, followed by
possible adoption. There was no discussion.
96.4 REVIEW WINTER 1.996 EDITION OF NEWSLETTER
After brief review of the Newsletter, Mayor Voress complimented
Deputy Town Clerk Jane Dillon on the fine job she had done in its
preparation, followed by a consensus that it be transmitted for
mailing.
Leonard Bell, President of the Highland Beach Library Foundation,
• requested that an invitation from the Foundation to residents be
included with the Newsletter mailing, inviting them by RSVP, 30 at
a time, to visit the Library for coffee and donuts on each Tuesday
morning of January 1997.
After substantial discussion, including consideration of probable
disruptions as regards Town Hall renovations being in progress, it
was the consensus to accommodate Mr. Bell's request, with a
disclaimer in the Newsletter referring to both the nature of the
request and the fact that the Foundation would bear the appropriate
share of expense for the mailing.

Vice M~-yor Jro'~ F.Rand noted several members of various boards will
ha~Te completed their 6-year terms in the early months of 1997, and
suggested residents be encouraged to submit applications to ensure
• an ample Talent Bank.

As a note of interest, Vice Mayor Rand said he had read that
American Airlines planned to install defibrillators on certain of
its aircraft, and remarked that the Town Commission had taken a
similar precautionary action sometime ago, i.e., at the Vice
Mayor's suggestion, it had voted to install a portable
defibrillator in the Town's aerial chassis fire truck, in addition
to the one installed in the fire rescue truck, which would ensure
the availability of such emergency equipment to residents at all
times.
Commissioner Arthur Eypel reported on a recent Beaches and Shores
meeting wherein a majority vote gave control of the westward
movement of the Coastal Construction Control Line to the State
rather than the County. Although this vote was expected, the
Commissioner said the record will reflect that the Town's vote was
cast in support of the County.
Commissioner Eypel further advised that the Department of
Environmental Regulation Management (DERM) has increased its staff,
at an approximate $50,000 cost to taxpayers, to more closely
monitor adherence to County ordinances that apply to turtle
nesting, particularly as regards lighting restrictions. Brief
discussion followed regarding how these restrictions might
detrimentally affect proper owners' rights.
Commissioner David Augenstein reported that during a recent walk on
the bike path, he had a near-collision with a cyclist travelling
too fast; had noticed many plaques missing from dedicated trees;
and had witnessed a number of raccoons which exhibited no fear of
humans. The Commissioner was advised that the missing tree plaques
will be ordered shortly; regarding the Commissioner's other
experiences, lack of consideration for fellow residents, as well as
lack of good citizenship were again noted.
Commissioner Thomas J. Reid referred to Commission Eypel's remarks
regarding the County's expanded role in monitoring the turtle
program, particularly as regards lighting requirements, and
commented on the ever-increasing restrictions imposed on property
owners by non-owner entities.
Mayor Arlin G. Voress reported he had been advised that the State
will hold at least one Public Hearing before the new Coastal
Construction Control Line is positioned; the line will approximate
that first proposed in 1992.
Mayor Voress advised the interior of the water tank will be painted
in the near future, with the cost for the project being budgeted in
the 1997/1998 fiscal year. Because the tank itself is structurally
• sound, the Mayor said this painting should last for many years.

The Commission was unanimous in wishing everyone a Happy
Thanksgiving Holiday.
REPORTS - TOWN ATTORNEY
Town Attorney Thomas E. Sliney advised that he and Town Manager
Mariano had been working together to coordinate all steps necessary
to implement the Town Hall renovation, and referred the Commission
to the revised time schedule previously transmitted to them.
REPORTS - TOWN MANAGER
Town Manager Mary Ann Mariano reminded the Commission of the Boards
Appreciation Luncheon on December 6, and the Belle Glade Municipal
Barbecue on December 13.
Ms. Mariano also advised of a 26% increase in employee health
insurance rates (Travelers), which had prompted the Town to inquire
about more affordable plans; in this regard, all employees will be
invited to attend the next Financial Advisory Board meeting, at
which time several alternative plans, already researched, will be
discussed.
There being no further business to come before the Commission at
this time, Mayor Voress adjourned the Workshop Meeting upon MOTION
by COMMISSIONER REID/COMMISSIONER EYPEL at 3:05 P.M.
