MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, October 30, 2012 1.30 PM
Mayor Bernard Featherman called the Workshop Meeting to order in Commission Chambers at 1:30
PM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor Ron Brown; Commissioner
Doris M. Trinley; Commissioner Dennis J. Sheridan; and Commissioner Louis P. Stern. Also present:
Town Attorney Glen Torcivia (arrived at 1:45 PM); Town Manager Kathleen Dailey Weiser; Town
Clerk Beverly Brown; Finance Director Cale Curtis; Public Works Director Jack Lee; Chief of Police
Craig Hartmann; Assistant to the Manager Zoie Burgess; and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence.
Civility Pledge: The Civility Pledge was recited by the Town Clerk.
1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
Mayor Featherman asked for any additions or deletions. Receiving none, the agenda was accepted
as presented.
2. PUBLIC COMMENTS AND REQUESTS
Carol Stern — 1115 Russell Drive — I would like to thank the Commission for granting me the
authorization and the opportunity to create the first annual Highland Beach Calendar. As you can see
there is one at your seat and they are compliments of Commissioner Stern. It was a challenge and a lot
of fun. The Town people responded by submitting photographs and artwork to help create the
calendar. A special thank you goes to Ruth Samuels whose energy, time and encouragement helped
me make this project a lot easier and a big thank you to Stu Samuels for his graphic computer ability
for which we would not be able to do this. The Town Staff has made working on the calendar a real
joy and I thank them again. With a little luck we will sell a thousand calendars. The calendars go on
sale today for $10.00 and are available for sale at the Town Hall, the Library and they will be on sale
at the Craft Fair on November 30`h. The proceeds for this calendar go for beach cleaning and other
Town projects and I thank you again and this is what the calendar looks like (holding up calendar).

Mayor Featherman — Thank you very much for this hard work you put in. I really believe that we owe
you gratitude and thanks for putting such a fine calendar out and I ask that our members here and in
the community look into buying those because it is a very beautiful town calendar.
Carl Feldman - 3210 S. Ocean Blvd. — I am a little disappointed because the Town of Highland Beach
is losing a tradition that was started by Mayor Hagelmann. It was a lot of fun. It was called "Light Up
the Holidays". We don't seem to have it anymore. The surrounding towns all have it and I don't
know why we can't have it. Emily Firtell that ran the first one has even volunteered. We even had the
Seagate Choral Society sing there. Father Grace was great. We had a local rabbi in for the Chanukah.
It was a lot of fun. If we can't have it this year, can we somehow get it going for next year either
through the Library or through a group of citizens that would like to volunteer to do this? It would
take some funding by the town, but it certainly brought everybody together. It was a lot of fun, and it
brought the community together this time of the year with the rushing around, trying to do everything
and I would like to know if we can do it again?
Dianne Hallberg - 4307 S. Ocean Blvd. — As you all know, we have experienced some devastating
weather in the last five to six days. Many of us on the beach have lost our dunes completely; there is
nothing left. I have tried to find out every way possible to see if the town is coming to the aid, offering
advice, counseling, showing us any direction which we can possibly go to start correcting this
situation. Whether we will be receiving aid from the city, the state, the federal, we don't know. I don't
know if anyone on the town commission has actually witnessed this and taken the buggy up and down
the three miles of Highland Beach coastline. Come to the aid of not only the residents and peril on the
dune, but all the residents who have easement to access the dune. If there is some way we can be
counseled, maybe there is a committee that can be set up. There are many, many residents — hundreds
of us who need some help right now.
Al Giachetti - 1118 Bel Air Drive — I also own property at 4215 S. Ocean Blvd. There are a couple of
other residents in that same complex that I built and I was in front of most of you Commissioners so
you know me. I don't know if anyone has walked the beach recently but if you are on this side, which
I have lived on both sides of A I A in Highland Beach for many years, you cannot imagine that it looks
like a nuclear war zone on my side. We lost the whole dunes and have to restart with $200,000 worth
of stuff. The tide keeps coming up. Can we just have the town come behind us and tell the state to
give us a permit and let us repair and protect our properties. You have no idea what it is going to look
like in another week with this tide. Pools are going to start falling in. Decks are going to start falling
in. People are going to start getting hurt. Why can't the town lean on the state and get us a blanket
permit to protect our property? We pay a lot in property taxes, and everybody else in Highland Beach
has the advantage of us always trying to protect the dunes for them also. The town has to get behind
us because we cannot get anywhere as individuals.
Dennis DiFlorio - 4215 S. Ocean Blvd. — I want to echo the comments of the speaker before me. I do
appreciate your comment that there will be a conversation afterwards. I think the situation is so
serious that it is going to require more than conversation. It will require an immediate call to action. I
think not only for the folks that have beach front property, but this is a potentially significant
economic event for Highland Beach. There is a lot of risk here. If we have major catastrophic damage
resulting from our inability to move and repair this, this will have a lasting impact on property values
and how we are viewed.

Mayor Featherman — In light of what you have said and what the other people have said, I intended to
make a report later in this presentation today in the workshop. I visited a number of condominiums. I
was out there the day after all it happened on Sunday. We have discussed it in the office. There
were meetings in the office here as well. These are private beaches. The Town cannot fund
restoration of a private beach, however, we could possibly work with the county or the state on a long
term basis. I can tell you now that even contacting people like that, your first bet is to go to your
insurance carry and speak to him on any structural damages that took place. The government contracts
for beach re -nourishment projects takes anywhere up to four years to complete. It is a very slow
process. We cannot make any promises on this. Yesterday I was looking at the beaches when the
twenty foot waves came up at night and it is very disconcerting to see that happen to our community.
We should discuss this further. I am going to have "Coffee with the Mayor" on November 5t'. You
are all invited here to visit with us and talk about it. It starts at 9:45 a.m. and will be held at the
Highland Beach Library Community Room.
Town Manager Weiser — The Mayor is correct. When there are private beaches the government is not
going to step in and be sending funding to re -nourish those beaches. I was up and down the beaches
yesterday on the buggy and there is a lot of damage, especially towards the south end. DEP is working
their way down right now. As of yesterday they were still up near Jupiter and there is so much more
damage up there that it is taking them time to get down here. What they can do is let us know if they
will let us issue what is called an emergency order which would allow us to issue temporary permits
for fixing things which I think the gentleman was talking about. Hopefully they will get down here.
They were supposed to be here yesterday and that is how much damage they have towards that end of
the county. As soon as they get down here and assess our damage we will know if we can go ahead
and issue that emergency order we will be able to give temporary permits for fixing things. That is the
update I have at this point.
Mayor Featherman — I also know that two of our Councilmen have been apprised of it; Commissioner
Stern and Vice Mayor Brown. After I made the inspections I got in touch with them because it was
the closest facilities that were to where they were and they got out and also saw what happened.
Maybe Commissioner Sheridan has seen things up north but we are all concerned. We have to look
very closely into this and it is time consuming. We do want you to know that whatever is done will
take time and that is not helping anybody but we are looking into it and we are very concerned about it
as well. Town Manager Weiser — Let me add one other thing, too. A representative from the DEP, as
he has gone down the coast, issued temporary permits on his own being if something is bad enough.
So, when he gets here and we are able to show him specific properties, they may be able to issue a
temporary permit from the State, on the spot, so we will know as soon as they get down here.
Hopefully, again it will be by tomorrow but I can't promise since they were supposed to be here
yesterday. They are working their way down. Mayor Featherman — Commissioner Stern and I have
exchanged a -mails on this and we have been in touch with people from the National Weather Bureau,
too. So we are giving this attention. We are trying to do action. We had a meeting today with the
Police Captain, Town Manager Weiser and our maintenance people to discuss this situation. We are
opening up all aspects of this investigation and we will come back to you again.
Dennis DiFlorio - 4215 S. Ocean Blvd. — My comments are not geared towards any funding, my
comments were geared more along the lines of we need an immediate call to action. We need the

Town behind us so we can, in fact, get these permits in a heartbeat so that we can at least prevent some
of the damages that are occurring. November 5`h is a couple of days away and I think time is of the
essence here as the tides have not receded. The ocean is still pretty ugly out there. Town Manager
Weiser — If you have any structural damage be sure to call the Building Dept. so our Building Official
can get out there.
Ira Oaklander — 1000 Russell Dr. — Would there be any objection from the Building Dept. if we just
repair or replace what was already approved in the past? Town Manager Weiser — You have to go
through permitting but if we get permission from the State to issue temporary permits we can go ahead
and do that.
Al Giachetti — Can we waive the permit fees and get immediate permits if we get relief from the State?
Let the town be on our side on a local level and not go through all the paper chase so we can make the
repairs necessary as quickly as possible.
Beverly Knight — My husband and I built homes here in Highland Beach. I spoke with Mark Taynton
yesterday from the DEP. Manalapan got hit worse than Highland Beach and they had to submit a state
of emergency which gave them open permit to make repairs immediately. I think you will have to
make this a state of emergency and Mark will back you up. It gives you carte blanche to make
immediate repairs.
Commissioner Stern — There is no question that Manalapan had bigger damage and did make the
news. Our damage did not make the news but that does not mean that we are not going to be behind
you and the Town. Some of the things that were said here today about permits and fees make a lot of
sense to me. Commissioner Sheridan — I agree with Commissioner Stern that the Council should be
100 percent behind these people who need drastic relief and I am a firm believer in waiving all town
fees at this time so they can get back on their feet. Beverly Knight — Mark will work with Highland
Beach and he knows most of us here. The dunes will not come back by themselves. Commissioner
Triple v — I agree with what Commissioners Stern and Sheridan have said; particularly that all permit
fees be waived in these cases. Vice Mayor Brown — It is really devastating and I agree with everybody
that we need to do something and I think we need to do it legally and run it through our Town
Attorney before we make any snap decisions.
Town Attorney Torcivia — What I am hearing is the consensus the Commission wants to waive the
fees and I will work with the Town Manager and bring back either an ordinance or a resolution for the
next meeting and retroactive if it needs to be to the date of the storm.
Al Giachetti — We are lucky this storm happened late in the season and if we don't get it repaired we
can get another northeasterner. A man on our beach walk was hurt by a wave that came from the
ocean through the access between The Ambassador and Ocean Place Estates. Commissioner Stern —
That particular wave that you are referring to not only went past Ambassador's South, it crossed AIA
and hit the wall on the opposite side. I have seen the damage and we are behind you.
Jack Lee, Public Works Director — I have been in contact with Mark Taynton since yesterday morning.
He was supposed to be here but was unable to make it because he is swamped. There are three
inspectors working the whole east coast from here to Jacksonville. I have pictures that were taken by

the Town Staff and there is severe beach erosion and a lot of structural damage. From what I have
seen, most of the damage is from Toscana south. My understanding is that we could possibly declare
a state of emergency and that would waive the permitting process and Mark is coming here to make
that evaluation.
Town Attorney Torcivia — Depending on what Mark says if we actually meet the criteria, but if you
want to go ahead and make the declaration of an emergency and if he verifies it, your declaration is
passed. I can draft it up. Beverly and I traded drafts of Manalapan yesterday so we are familiar with it
and we can change it quickly and you can adopt that. Jack, do you think that makes sense? Director
Lee — I tend to agree with that because Manalapan has already declared a state of emergency and Mark
hasn't even gotten out of Palm Beach County yet. I don't know if Manalapan did it on their own. My
understanding from Mark is that he wanted to investigate it and look at it. Town Attorney Torcivia —
Can you give a consensus to direct us to prepare a declaration of a state of emergency for the next
meeting? Vice Mayor Brown — Can you bring us all the ramifications of doing that? What a state of
emergency does; all the legalities of it. Town Attorney Torcivia — Generally what it does for DEP
purposes, it allows you to expedite permitting, cut through the red tape. There is a slim chance there
might be some grant money associated with that. Jack Lee, Public Works Director — If we declare a
state of emergency, it gives the Building Dept. the right to issue permits so these folks can start
restoring their ocean side property.
Commissioner Trinley — Jack, did you say this gentleman wants to survey the damage before a
declaration of emergency. Director Lee — Yes. Commissioner Trinley — How do we handle that?
Director Lee — We will take him to some of the condos that have access to the beach or ride him on the
beach on the beach buggy. They will have to come in on the north end because there is no beach
access from the south end due to the big boulders that are there that were never visible before.
Commissioner Trinley — If he comes here and surveys the damage and calls a state of emergency, how
do we do that since we will not need it until next Tuesday? Town Manager Weiser — Per our Code of
Ordinances, in an emergency the Mayor can declare it.
Mike Ferrara — A declaration of emergency has to be made. Forget the requirements. The worse that
could happen is that somebody would say it was an improper thing to declare a state of emergency.
An emergency is something you cannot anticipate. You don't have time for legalities; you just have to
do it.
3. PRESENTATIONS:
40TH Anniversary of the Highland Beach Police Department — November 1, 2012

Mayor Featherman - I want to congratulate the Chief and the Highland Beach Police Department along
with the Boca Raton and Delray Police Departments on the excellent job they did regarding the
robbery that took place the other day and the arrest of the two armed robbers found in the Bel Lido
section of our town.

Chief Craig Hartmann — We have had several issues to deal with over the last few days with Hurricane
Sandy regarding injuries to some of our residents as well as our Police Officer Alvarez. I want to
thank you for the time you are giving us regarding our 40th anniversary. Bill Cecere, our first Police
Officer and our second Police Chief who retired in 1995 is here with us today. It is our 40th
anniversary this year and there is a lot going on in the Police Department. You will see our new
vehicles with a new look and some new colors. We will begin our accreditation process to get us state
certified, do a lot of training policy and different things that need to occur internally as a Police
Department. We will also report on the Police Foundation that will be up and running this year and
we have gotten a lot of support from the community and the Board of Directors that were established.
I want to thank you and the community for your great support.

5. PROPOSED ORDINANCES AND RESOLUTIONS
A) RESOLUTION NO. 12 — 006 R
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND
BEACH, FLORIDA, CONCERNING AMENDMENT 4 TO THE FLORIDA
CONSTITUTION WHICH, IF ADOPTED, WOULD CREATE ADDITIONAL
INEQUITIES IN FLORIDA'S TAX SYSTEM BY GRANTING CERTAIN TAX
BREAKS TO SOME TAXPAYERS AT THE EXPENSE OF OTHER TAXPAYERS.
Town Clerk Brown read Resolution No. 12-006 R, title only, into the record.
Mayor Featherman stated the Town was asked to adopt this Resolution by the Florida League of Cities
and the Florida League of Mayors.
Town Manager Weiser - What Amendment 4 does: 1) Reduces the current assessment limitation on
commercial property, vacant property and second homes; 2) Gives first-time home buyers an
additional homestead exemption; 3) Allows the Legislature to prohibit increases in the assessed value
of homestead property if the just value of the property deceases; and 4) Applies the assessment cap
only to city and county taxes, not to school taxes. In other words, we would have to increase our taxes
to overcome all the exemptions.
Consensus was to include Resolution No. 12-006 R on the November 12, 2012 Consent Agenda.
6. NEW BUSINESS
A) Discussion Regarding Purchase of a Replacement Drinking Fountain in front of
Town Hall.
Town Manager Weiser — We have provided you with a memo with four quotes for the replacement
cost of the fountain out front which would include a pet drinking fountain, the lowest being the Most
Dependable Fountain, Inc. at a cost of $2,890.00 plus shipping. They also indicated that if we wanted
to wait a year we could take home the model that they bring to the Florida League of Cities
Convention next year and they would sell it to us at a cost of $2,500.00.
Commissioner Sheridan — We saw this at the Florida League of Cities Convention and feel it is a good
idea since our present water fountain is old and has been leaking so it must be replaced and thought it
would be a good idea to have a little dog fountain at the same time. I am in favor of ordering a new
one and having it shipped directly to us for installation. Commissioner Stern — I concur. The cost is a
few hundred dollars difference. I think it is a good idea to have a new fountain delivered with a
warranty. Commissioner Trinley — I vote new not used. Vice Mayor Brown — Will they install it?
Town Manaizer Weiser — We will have to install it. The existing fountain is usable. This is a newer
model and has the pet drinking fountain. There are different colors available. Vice Mayor Brown — I
agree.

Consensus was to include purchase of a replacement drinking fountain on the November 6, 2012
Consent Agenda.
B) Cancellation of the December 25, 2012 Commission Workshop Meeting.
Town Manager Weiser - The regularly scheduled Workshop meeting of the Town Commission for the
month of December falls on Christmas Day, December 25 h. This is a legal holiday, and Town Hall
offices are closed. In past years, the Town Commission has seen fit to cancel this meeting, which
general falls between Christmas and New Year's, because Commission members, staff, and the
general public are celebrating the holidays with family and friends. If the Commission is in agreement,
it can be placed on the Consent Agenda for the November 6, 2012, Regular Meeting.
Consensus was to cancel December Workshop and place item on the November 6, 2012 Consent
Agenda.
7. MISCELLANEOUS — ITEMS LEFT OVER
A) Discussion of Town Slogan
Town Manager Weiser — We gave you a list of the slogans at the last workshop and asked you to
come back with your favorite and we are open to your suggestions. There is no rush since it is at
least a year off. Mayor Featherman — If that is the case I think we should hold off until next year
because right now our beaches have to be corrected. Commissioner Trinley — I have no opinion.
Vice Mayor Brown — I would like to see it incorporated when we do our "streetscape" and looking
forward to talking about that for next year. Commissioner Sheridan — If the majority of the
Commission would like to put this off until next year, I agree. Commissioner Stern — I concur.
Until we are ready to do the entranceway and/or the "streetscape", I think we should hold off. I
think we should revisit it in January of 2013. Mayor Featherman — I will agree with the
Commissioners and hold off until early next year.

S. REPORTS — TOWN COMMISSION
A) Commissioner Sheridan — I wish to concur with Carl Feldman with regard to "Light Up
the Holidays". I am in favor of going ahead with it this year, not waiting to next year. I am sure
the minimal cost for the benefit that is derived for the people of the town would be well worth the
expenditure. I would be happy to work with the committee. The second thing is that I was told
that Carol Stern was the head of the committee to develop this lovely calendar and there will be a
booth at the Craft Fair in the Library and there will be a charge of $150.00 Carol Stern — It was
said there was no upfront charge. A booth is $150.00. We will be given a card table and the
maximum we would be paying is $75.00 and that would depend on what we sell the calendars
for. Commissioner Sheridan — I don't see any reason why there should be any charge. These
funds will be going back to the town. I oppose the charge.
B) Commissioner Trinley — No report.
C) Vice Mayor Brown — I want to thank Carol Stern for all the work she did with this
calendar and hope you meet your goal in selling 1,000. I would also like to thank the Police
Chief for notifying everybody and letting us know what was going on during the police chase
the other day and doing such a great job.
D) Mayor Featherman — I would also like to thank the Police Department for a job
well done and Carol Stern for her hard work on the Town calendar. This past week, I
attended the Advanced Institute for Elected Officials. The talks were about Land Use
and Zoning, Financing our Municipal Government, Building Team Action and it brought
out today the very thing we have to do on this terrible calamity that happened to most of
the municipalities and Municipal taxation.
E) Commissioner Stern — I would like to send my prayers to the four people who
were injured in this particular tide of water that came in and injured them. Let's all pull
together and help to make sure this town comes back quickly.
9. REPORTS — TOWN ATTORNEY GLEN TORCIVIA:
If the town wants to adopt a campaign free zone on the Town Hall complex or wherever they
would like to extend it, people could not wear tee shirts or buttons and couldn't campaign. Vice
Mayor Ron Brown — What about the League of Women Voters who hold a political discussion in
our Library? Town Attorney Torcivia — I will look into that. If the league is not campaigning
and simply providing information, that would be okay. Vice Mayor Brown — They have all the
candidates that are running for local elections.
There was a consensus to move forward on the campaign free zone and create the correct
exemption for the League of Women Voters.

10. REPORTS — TOWN MANAGER KATHLEEN DAILEY WEISER:
The items that I have are items that did not get put in the budget but we talked about doing them
and I want to be sure you are approving those expenditures.
• Hosting of Palm Beach County League of Cities General Membership Meeting on March
27, 2013 and the cost of that last year was under $4,500.
Mayor Featherman — Would it be too soon to have this in one year? I would like to see us know
how many other towns are in it because spending that money right now ($4,500) I think it is too
soon to have it. Commissioner Stern — A number of towns do combine to do it. I don't know if a
year is too soon but ours was considered one of the most successful luncheons they had this
current year. It cost other towns more because they are paying for the site as well. The Church
donates the site. Commissioner Sheridan — I believe that this was the first time that Highland
Beach has extended it to other towns in the League of Cities. Town Manager Weiser — We could
approach the other small communities along the Coast to see if they would be interested in co -
hosting with us. They need to plan their agenda for next year. They are doing it now so they
need us to approve a date if we are going to go ahead and host it. Commissioner Stern — I don't
think it is too soon and we can host it again. Commissioner Trinley — I like the Town Managers
idea of checking in with the other communities to see if they want to participate. Vice Mayor
Brown — Once we commit, we have to do it. I think somebody would step up and help us out.
Commissioner Sheridan — Could it not be contingent on these others before we make our final
plans? Town Manager Weiser — It could be. They are already setting up their calendar for next
year and they are looking for people to host it and it may take some time. I have already
approached the Mayor of Ocean Ridge and we can approach Gulf Stream but we need to give the
League an answer. Commissioner Stern — Contingency would be great if we could buy ourselves
another month. Mayor Featherman — I will agree with the Commissioners that you should look
into getting someone else to join us.
• Discussion Regarding Rejoining the Boca Raton and Delray Beach Chambers of
Commerce.
Town Manager Weiser — Boca Raton Chamber membership is $370.00 annually and Delray
Beach Chamber membership is $300.00 annually.
Mayor Featherman — I believe it does bring goodwill to our neighbors and would like to see our
Commissioners partake in this. Commissioner Stern — I concur that we should belong to both
Chambers. Commissioner Sheridan — I had a question whether we need to belong to both because
I am sure that the needs of each community are equal, especially the two larger communities, but
if it is beneficial to the Town and goodwill then I will agree. Vice Mayor Brown — What are we
getting out of the Chamber of Commerce for Highland Beach? Mayor Featherman — You do
interface and network with people in the Chamber for various reasons. Town Manager Weiser —
Generally when governments join a Chamber of Commerce we don't do business. It is a goodwill
measure. It is not a big amount of money; it's not a huge benefit but it is a benefit in that we do

business with these people. There is a tie there and we know the different businesses that
surround our community.
The consensus to include this item on the November 12, 2012 Consent Agenda.
• Town Hall Annual Food Drive to benefit Boca Helping Hands.
The food drive will begin November 1st and will go through November 16th. We are collecting
non-perishable items. Any questions you can contact the Clerk's Office.
• Bike ride going through the town November 4th. It is the 2012 Dolphin's Cycling
Challenge and raising money for the cancer research at the University Of Miami Sylvester
Cancer Center.
• New truck purchased for the Water Plant Operator is out front.
• The calendars are available at the Town Hall and the Library. It is a consensus that you do
not want them charged for the booth.
• "Light Up The Holidays"
It is not a budgeted item. The cost last time the Town spent around $4500. Town Clerk Brown —
We paid professional actors and actresses to come in to sing and dress in costume. We can go
down about $3,000 on that expense. The expense for the Trolley is still about $1,000. We have
to rent chairs and lighting.
Commissioner Stern — I would like to see it happen this year. Commissioner Sheridan — So
would I. Vice Mayor Brown — So would I. I think we can get some local talent. Commissioner
Trinley — Yes, this year. Town Manager Weiser — We have a consensus. We will put it on the
agenda for approval.

12. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT
MEETING
_Mike Ferrara of Boca Highlands — I just want to say that this is a tremendous calendar and I want to
thank Carol Stern and the committee for their efforts.
Arlin Voress — Looking at the pictures that Jack Lee presented relative to the damage along the beach
and you look at what Palm Beach County has for beach re -nourishment, they are miles apart. If you

are planning on getting Highland Beach involved, you need to take advantage of having somebody
from the Commission fully assigned to that area and working with the Town and the County on that.
I think the Florida League of Cities is a great organization and a great idea to sponsor a lunch because
it is a great help for towns like us. I believe there should be no restrictions on sponsoring this
luncheon.
Ron Clark — 4750 S. Ocean Blvd. — I want to thank the Commission for putting together a new
fountain. I would also like to commend the Police Department. As a Manager for a Condominium
Association it is nice knowing that our Police Department reaches out to the associations, making
personal phone calls to us just to make sure we do not need help from an emergency situation in any
situation especially with regard to what was going on during the storm and the issue we had with the
robbers.
Carl Feldman — 3210 S. Ocean Blvd. — It is very important that we all get out to vote on this election
day. Some people in this town cannot get transportation to the polls. I have volunteered myself to
pick up people at the condos or in their private homes and take them to the polls and bring them home.
We are not affiliated with any republican or democratic candidate.

There being no further business to come before the Commission, Mayor Featherman adjourned the
Workshop Meeting at 3:10 PM upon a MOTION by Commissioner Sheridan and seconded by
Commissioner Stern.
