MINUTES OF TOWN COMMISSION MEETING
REGULAR MEETING
Tuesday, October 2, 2012 1.30 PM
Mayor Bernard Featherman called the Regular Meeting to order in Commission Chambers at 1:30
PM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor Ron Brown;
Commissioner Doris M. Trinley; Commissioner Dennis J. Sheridan; and Commissioner Louis P.
Stern. Also present: Town Attorney Glen J. Torcivia; Town Manager Kathleen D. Weiser; Town
Clerk Beverly M. Brown; Finance Director Cale Curtis; Public Works Director Jack Lee;
Assistant to the Town Manager Zoie Burgess; and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence.
Civility Pledge: The Civility Pledge was recited by the Town Clerk.
1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
Mayor Featherman asked for any additions or deletions. Receiving none, the agenda was accepted
as presented.
2. PUBLIC COMMENTS AND REQUESTS
Carl Feldman — 3210 S. Ocean Blvd. — On today's Consent Agenda we have the authorization of
the Financial Advisory Board to have their meetings in the Commission Chambers. I think that is
a fantastic thing, as there is a real value to this Board, not only to the Town, but to the residents in
general because we hear of a lot of things that we might not know about such as the interest rates;
what's happening with real estate; where the economy is going in general. We've got a group of
people on this Board that are phenomenal; and we get a lot from this Board. I don't know if all the
residents can attend the meetings, but I understand that this Board is allowing them to meet here.
Does it also mean that they can broadcast the meetings?

HIGHLAND BEACH, FLORIDA, AMENDING THE TOWN CHARTER AT
ARTICLE II "MUNICIPAL POWERS", SECTION 2.01 "ENUMERATION OF
POWERS", SUBSECTION (11) TO LIMIT THE PROVISION AND
REGULATION OF CABLE, TELECOMMUNICATIONS AND
ELECTRONIC SERVICES TO WITHIN THE TOWN AND IN
ACCORDANCE WITH LAW AND AMENDING SUBSECTION (30)
REGARDING FUNDING LIMITATIONS TO REQUIRE COMMISSION
APPROVAL OF TOWN PROJECTS DEPENDING UPON THE COST OF

7. MISCELLANEOUS — ITEMS LEFT OVER:

8. REPORTS — TOWN COMMISSION:
A) Commissioner Louis P. Stern — State Senator Ellyn Bogdanoff, who is running again
for office, is conducting a "Meet and Greet Bike" from Fort Lauderdale to Boston's in Delray
Beach on Saturday, October 13"'. They are planning a stop about every five miles. They will
stop in Highland Beach at approximately 10:30 a.m. and thanks to Commissioner Sheridan, he
got us permission from the Holiday Inn to have them stop in their parking lot on the
Intracoastal side of A 1 A. Everyone is invited.
B) Commissioner Dennis J. Sheridan — Just a brief reminder to our residents regarding the
notices of all activities here in the town. In the local section of the Sunday Palm Beach Post, it
lists all of the activities going on in Highland Beach every week.
C) Commissioner Doris J. Trinley — No Report.
D) Vice Mayor Ron Brown — No Report.
E) Mayor Bernard Featherman - I would like to make two comments. The first is many
people who are residents here have told us that they cannot reach into the mailbox in front of
the Town Hall when they are in their car. If they will notice, we have removed the two poles
so now they can pull the car up and drop the mail in.
The second thing, which is interesting that was said about the Finance Advisory Board, is that
we have nice people on that Board; very bright people. However, I have heard comments that
we don't want to have a show and tell. We don't want people to hear the things we are talking
about and yet they have a taped recording of the show without anything on TV. All of the
other shows have been taped on the Boards and I am at odds in understanding when we said,
the meeting before last, that the organization of the Financial Advisory Board would try out a
few meetings under a tape; and now, at the last meeting, they reversed themselves and said
they would come into this facility but not have it tape recorded. The residents of Highland
Beach are owed that commitment that they see what is going on and who says what. I believe
the Financial Advisory Board should be on film like every other Board and people then will
see who says what. It is not that secretive that we have to hold it where people aren't told who

says what. I believe it is very important that they adhere to the rest of the Boards' directions
that they have it on film as well.
9. REPORTS — TOWN ATTORNEY:
No Report.
10. REPORTS — TOWN MANAGER:
I have two things. The Highlander is going in the mail this week so watch for that in your
mailbox. Also, the 2013 Highland Beach Calendar, I believe, went to print, so pretty soon we
should have that for sale. The 2013 calendar includes photographs of our lovely Town.

12. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT
MEETING
Ron Clark — 4750 S. Ocean Blvd. - I just want to thank the Board and congratulate you for the
due diligence that you have spent with regard to the Charter Review and the Charter work that
was done by your selected five members of the Charter Review Board. Since many of you
attended our meetings, you know, that I was selected Chairman. The Charter Review Board
that the Commission appointed was a good selection of citizens who spent a lot of time talking
about the items that this Board had previously discussed. I am very happy to be able to speak
for the board to say in general we are pleased with what was passed on and how you have
handled the aspect of making the recommended changes. My second comment is in regard to

the Financial Advisory Board. As you know, the Charter Review Board also was held in small
workshops. This Financial Advisory Board has asked to have the option of meeting in the
Commission Chambers or in the small conference room, plus have the option of broadcasting if
they should so desire. Speaking as Chairman of the Charter Review, I know that the work that
was completed was completed quickly and in a very quick time. If these meetings had been
broadcast, we might still be meeting and talking about things. In some instances, the
committees do have an opportunity in a small workshop to get far more things accomplished in
a faster time than sitting in front of a camera worrying about who is watching you. But thank
you again for your work.
13. ADJOURNMENT
There being no further business to come before the Commission, Mayor Featherman
adjourned the Regular Meeting at 2:50 PM upon a MOTION by Commissioner Stem;
seconded by Commissioner Sheridan.
