WORKSHOP MEETING

Mayor Bernard Featherman called the Workshop Meeting to order in Commission Chambers at 1:30
PM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor Ron Brown; Commissioner
Doris M. Trinley; Commissioner Dennis J. Sheridan; and Commissioner Louis P. Stern. Also present:
Town Attorney Glen Torcivia; Town Manager Kathleen Dailey Weiser; Town Clerk Beverly Brown;
Finance Director Cale Curtis; Public Works Director Jack Lee; Library Director Mari Suarez; Library
Associate Suzi Hayes; Assistant to the Manager Zoie Burgess; and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence.
Civility Pledge: The Civility Pledge was recited by the Town Clerk.
1. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA
Mayor Featherman asked for any additions or deletions. Receiving none, the agenda was accepted
as presented.
2. PUBLIC COMMENTS AND REQUESTS
Carl Feldman — 3210 S. Ocean Blvd. — This past week I received a letter and I believe the
Commissioners also received the same letter. It was a little concerning because obviously it was
written by some spineless pinhead who didn't sign it. That's the first thing. The second thing is that
there is one paragraph in there that really got to me because it says "This notice of concern is
respectfully submitted as it comes from the Highland Beach residents and property owners who for
some time have observed and alarmed by the negative behavior and attitude and environment at Town
Hall resulting in not only a hostile workplace but dysfunctional government management by our
Mayor, Vice Mayor, Commissioner of Boards, Chairperson and Town Manager." I can't see the
Town Manager even allowing something like that to happen. We all try to do the best for this town.
The only reason I am bringing this up is because at the end of the letter it asks the Commission to
address it as an agenda item, and I do not feel that is appropriate.

3. PRESENTATIONS:
• Legislative Address — Senator Ellyn Bogdanoff
Mayor Featherman announced that Senator Bogdanoff was unable to attend today's meeting due to a
flight delay from Tallahassee.
• "Beyond Books" - Community Outreach Program
Highland Beach Town Library — Director Maria Suarez and Associate Suzi Hayes
Town Commissioner Weiser — Mayor and Commissioners, the Staff of our Library, Director Maria
Suarez and Associate Suzi Hayes are going to give you a presentation called "Beyond Books". This
is an initiative they are starting that they are going to take out to the various condominium
associations in our community. I saw it and I thought it was a fabulous presentation and thought you
should have a firsthand look at it before we go out to the condos. So with that I am going to turn it
over to Suzi.
Suzi Ham — Mr. Mayor, Mr. Vice Mayor, Commissioners, Madam Manager, Mr. Attorney and
fellow residents, as the Manager stated, this is a presentation that we intend to take as "outreach" to
residents of the community. When I first started working here, which was only a few months ago,
during part of my orientation I was discussing with Maria Suarez our Director how the Library
communicated with the residents and how we do "outreach". So we talked about it a little bit and
discussed that many of the traditional ways that Libraries do communication with their residents is
mainly through the schools and businesses. Obviously this doesn't work in this community because
we have no schools or businesses. We thought we would develop something that would go to the
places that we do have in the community; namely the Homeowner's and Condominium Associations.
So that is our plan, and as the Manager has stated, we want to let you see firsthand what we are
communicating to the residents so in case any of them provide any feedback or ask you any
questions, you will have some idea of what we are talking about.
With that I will begin our world premiere of our presentation called "Beyond Books". I am Suzi
Hayes a staff member at the Highland Beach Library. I am going to make a short presentation to tell
you about the books and many other things we have in our Library. Today's Libraries are community
hubs and that is especially true in Highland Beach. The first thing I want to do is tell you where to
find us. We are a little bit hidden because we are located behind the Town Hall. However, that is
actually an advantage because it gives us an excellent view of the Intracoastal Waterway and that is
really a very nice restful thing to look at while you are visiting the Library. This is a picture of our
reading room as it looks out over the Intracoastal Waterway. I also have listed here our website,
which is pretty easy to remember, www.highlandbeachlibrar .00rg and if you bookmark it in your
computer it will be even easier to remember.
A few of the things I am going to talk about today are shown here. This is just a quick overview.
Rather than to tell you what I am going to tell you, in sort of the traditional manner, we thought we
would give you a little bit of a visual. Now Libraries do have a brand. Everyone knows that Libraries
mean books. So even though this presentation is called "Beyond Books", I want to start by saying a

little bit about the books. The Print Collection comes in both standard and large print and we have
fiction and non-fiction books. The newest books are kept in a special area that makes them very easy
to find. We also have an extensive magazine collection and you can check those out and take them
home to read at your leisure; except for the very most recent issue that we keep so that everybody gets
a chance to look at it. Talking Books is a service of the State Library of Florida and actually a service
of the Library of Congress. It is not something that we provide directly in the Library, but we wanted
to provide information to you in case you have anybody in your family or you yourself who cannot
hold onto a book or you cannot read a book. This service provides equipment and audio materials to
you, for free, and is done by the mail but you do have to sign up for it. We have the information in the
Library and how to sign up for that. Our Electronic Book Collection comes in different forms. First
of all you can download books to your own reader whether you have an iPad, Kindle, Nook or any
other type of reader or you can just put it on your home computer. We also have a collection of the
Nooks which are the E-Readers provided by Barnes & Noble and we have books preloaded on there,
about eighty books at any one time. If you are thinking that you might want to have an electronic
reader but you are not sure you want to spend the money on them to begin with, come check one out
from the Library, try it and find out if it is actually for you. They are very handy for traveling when
you have weight restrictions or otherwise you don't want to lug around a big book, so they are kind of
fun to use.
Now I am going to move on to some of the other things we have in the Library. We have over 7,000
movies including travel videos, documentaries even TV Series. You can borrow them for three days
at a time and they are free. Our Music collection specializes in Jazz and Classical. So if you want
something that is not in your own collection, or you are just tired of listening to commercials, come in
and get some nice soothing music from the Library. One of our most popular activities is our Friday
movie showing. Every Friday at 1pm we show one of our current movies unless it is something that
we are doing specially such as a foreign film festival where we might have older movies, but generally
they are very recent releases. We have a hi -definition surround sound theatre in the Library's
Community Room. It is free so you are welcome to come and join us any Friday at one o'clock.
We also have programs and materials for children. If you have children of your own or grandchildren,
whether they live with you or just visiting, they are invited to come to some of our fun programs. For
most of the children's programs, it would be appreciated if you would give us a phone call and let us
know you are coming so we could be sure that we have enough materials on hand, and they are ready
for you when you come in. The programs are listed on the website and in our newsletter. We have
special programs at holidays and other special events such as magicians, storytellers, artists, musical
entertainers; plus we have people from a museum or the Palm Beach Zoo. These are held throughout
the year. So, a visit to the Library with a grandchild is a good rainy day activity when you can't be at
the beach or you just have had enough sightseeing.
On our website, you can access information about the Library including looking at the catalogue if you
want to know if we own a particular book. You can find out what programs are coming; monthly
newsletter is listed there; our Friday movie listings and we also have book reviews done by the staff.
If you don't know what to read and want some ideas, maybe we can suggest something for you. You
can also access many of our resources. For those of you who prefer Facebook, most of the same
information is there so you have your choice of media. We have computers in the Library so if you
don't have one you can certainly come and use ours; or if you don't have one and you have a visiting

guest who needs to print a boarding pass or something like that, we have workstations for both adults
and children. If you have a laptop that doesn't have internet access, we have free Wi-Fi access so you
can access your own materials.
Now I mentioned we have some Research. There are a few things that we wanted to tell you about.
The first is something new for us; it is called Ancestry.com. It is an excellent way to research your
family history. It has a good genealogy collection in there. You have to use it inside the Library. It is
not something you can use at home. If you are planning on doing a lot of research, we recommend
that you bring your own flash drive so you can save the material. The data base provides lots of charts
so you can keep track of where you have been, and even plot your family tree. The Florida Electronic
Library is a free service from the State Library of Florida. It has more than fifty publications which
include magazines, newspapers and book chapters on all kinds of topics. It is free and you can use it
from either home or inside the Library, and it is really good for homework projects or your own
research. If you see something on TV and you want to know more about it; that is the place to go. We
have another service called Byki which stands for "Before You Know It". It offers you the
opportunity to learn some seventy different languages; so if you are taking a trip and want to learn
hello, goodbye, please, thank you or something a little more advanced, you can use that at home as
well providing you sign up and get your free password at the Library first. Before there was Google;
before there was Bing; before there was Yahoo; there were Librarians. Librarians are the first search
engines, so be sure and come and ask us if you need help in finding information.
We also have a lot of other kinds of activities that are not necessarily related to books. We have some
cultural activities such as exhibits and concerts. We have a little archive of Highland Beach if you
want to know more about our history. We have some physical activities that you can use to tune up
your body or to relax your body and we also have some things to stimulate your mind; different kind
of discussion groups or puzzles and games to keep you motivated and alert. For most of these all you
have to do is come to the Library at a specific time which is announced on our website and in our
newsletter and you canjoin in on all the fun and festivities. If you have an idea on some other activity
that you would like to do please let us know. We are open to suggestions.
As I mentioned, we have a nice staff. We start with Mari, our Director in the middle, and then the rest
of the staff is shown around here. We are all friendly, approachable people. We are glad to see you;
we are glad to help you with your information needs and will spend as much time with you as you
require.
The Library is funded by your tax dollars. Checking out books and using the computers are things that
are exclusive to you as taxpayers. If you have a renter, or you are a renter, there is a small fee to
access the services I just mentioned. The Friends of the Library support our music concerts and our art
exhibits, and we would appreciate it if you would remember to send in your donation every year when
they send out their annual mailing so we can keep up our excellent programming. As you can see, we
are open several evenings a week and Saturday mornings so hopefully there is a time either morning,
afternoon, evening or weekend when you can come into the Library at your convenience. At this point
in the presentation I will ask if anybody doesn't have a Library card and I will have applications
available so we can sign them up right on the spot. Thank you very much for the opportunity to tell

Discussion:
Town Attorney Torcivia — This is the same ordinance that you have already approved on second
reading. I really don't think you need to have another second reading but since the gentleman raised
that question I thought discretion is the better part of valor, and I will ask you to approve it again since
you already approved it once.

Discussion:
Town Attorney Torcivia — By consensus you are going to move the two ordinances forward to the next
meeting? Mayor Featherman — It is going to be scheduled for a second reading and a public hearing at
next week's regular meeting.
Vice Mayor Brown — This is the second reading. I think all we need to do with that is move it to the
consent agenda for next Tuesday's meeting and not have another public hearing or another reading
because this is a second reading. Town Attorney Torcivia — As an ordinance, it is supposed to have a
public meeting part of it so you really can't put ordinances on consent. Vice Mayor Brown — So we
are not doing it on a consent agenda, we are going to read it again. Town Attorney Torcivia — Yes.
6. NEW BUSINESS
A) Broadcasting the Financial Advisory Board Meetings
Mayor Featherman - Clerk have you distributed the minutes from the Financial Advisory Board?
Town Clerk Brown — Yes I have. Everybody has them in front of them.
Mayor Featherman — What did the Advisory Board request from the Commission?
Town Manager Weiser — Mayor and Commissioners, as you are aware this has been a topic that has
gone back and forth as to where the Financial Advisory Board is going to meet; whether or not they
are going to broadcast their meetings. At their, I guess it was two meetings ago, they had a consensus
to come over here and ask you if they could meet in here and broadcast the Board meetings. They
brought it up again at the last meeting and there is some discrepancy on the Board. Some feel it

should be here; some like the idea of a more roundtable discussion. Their general consensus was they
would like discretion from the Board whether or not where they held their meetings and they would
like me to bring that recommendation to you.
Commissioner Trinley — Town Manager did you say that they discussed having it broadcast? Town
Manager Weiser — Yes. Commissioner Trinley — What was the consensus there? Commissioner
Sheridan and Commissioner Stern — It was mixed. Town Manager Weiser — The first one they did
have a consensus that they would like it broadcast. The second one, they brought it up again and that
is when they decided they would like discretion because some feel one way and some feel the other.
Mayor Featherman — Madam Town Manager, I reviewed these that are outlined and I think we should
go over the statements because all of the people on that Board did vote to have it broadcast and all of
our Commissioners were there with the exception of Commissioner Trinley. Town Manager Weiser —
They had a consensus that they wanted to meet in the Chambers, not a consensus as to whether they
wanted to broadcast the meeting. Mayor Featherman — Could we go over the minutes again because I
somehow recall .... Town Clerk Brown — These minutes were verbatim. That was two meetings ago
and they brought it up again this past meeting. The minutes in front of you are verbatim. They would
like to meet in here, but it was not agreeable that they wanted to have it broadcast. Manor
Featherman — I see but they did vote on it. Commissioner Sheridan — Yes. Mayor Featherman — I
would like to ask for comments from the Commission.
Commissioner Stern — If I may sir I would like to reserve my comments until I hear from my fellow
Commissioners and have the opportunity to speak later.
Commissioner Sheridan — I would like to agree with the Chair and also Mr. Buchsbaum. It didn't
bother them whether they moved or not but neither one of them were in favor of having it televised. I
have no objection to the moving of the location. I seem to think they are more comfortable with their
dialogue in the other room. If they want to move it for more space that's fine but I don't think I am in
favor of having it televised.
Commissioner Trinlev — I think this has been discussed before over and over. They seem to want to
try and do a good job for us but they would be more comfortable, certainly it would be a public
meeting advertised, but they do not want it broadcast so they could chit chat more informally.
Vice Mayor Brown — I agree with Commissioner Sheridan. We should leave it at their discretion. I
like the fact that it would be in here because there is more room but as to whether or not they want it
broadcast that should be at their discretion.
Commissioner Stern — I also think that the creativity of this Board is amazing and I don't want to see
us dwarf it in any way so I think not broadcasting it is to their advantage and to ours.
Mayor Featherman — I did not attend the last meeting but I did attend the previous meeting where they
voted to put it here. However, you have a Sunshine Law and they are being taped. People have asked
in the past could they say who is saying things at that meeting because they are very bright people and
they are a part of our Boards and they should be seen in public. However, my colleagues feel that they
shouldn't be broadcast for whatever reason then they're doing what no other Board has done and the

other Boards are all public. They are all being taped and put on film. I don't know what is quite so
important that they have to not be seen because people have asked me in the past that they would like
to see who is saying what even though it is very difficult to get the wires on their tape recording to see
who is saying things, and there doesn't seem to be an interest in it otherwise. So I am passing that
back to my colleagues.
Commissioner Stern — I think that the minutes that I have read and the minutes that are in front of us
now are very concise. It talks about Chair Gitner; it talks about Member Giacoma; it catches all of
them. So, if you want to read, you would know because I think the staff person there, who is Valerie,
is doing an excellent job catching all of the people saying what they want to be said without it being
broadcast. These people feel a lot more comfortable saying things that they don't want to get in
trouble if they say them out loud. They just don't want to get caught and yet they are so bright I don't
understand half of what they say. It's terrific, they are so good.
Commissioner Triple y — I just want to remind you that it is an advertised public meeting so there is no
trouble with the Sunshine Law.
Mayor Featherman — Is there a consensus that they come here but not be filmed? Commissioner Stern
— I for one would say not to have them broadcast but come here. Commissioner Sheridan — Mayor, it
was also discussed that they would like to try it out here and see how it works out just to have them
here and have their meeting. They may not be comfortable with the surroundings here and they may
ask to go back there. That is okay with me, also. Mayor Featherman — Do they have enough room to
have people sit in if they do have the meeting at the other place or if additional people come would
there not be enough room there? Commissioner Sheridan — That's true sir. Vice Mayor Brown — I
think it's their discretion whether it's this room or whether it's that room and I go along with
everybody else. I don't think it should be televised if that's their desire. Commissioner Triple y — I am
looking down at one of Chair Gitner's remarks and he says "Let me make a suggestion. Let us try it a
couple of times and then we will have a dialogue just like this and we will see how much participation
we get and how many show up in ties and long pants". So evidently they don't get a lot of interest
from the public.
Mayor Featherman — Is there a call to a consensus on this? Vice Mayor Brown — Yes, I think we
should move it to next week's Consent Agenda.
B) Discussion of Town Slogan
Mayor Featherman — I would like to refer this to the Town Manager, if I may, to discuss the Town
Slogan.
Town Manager Weiser — If you recall, earlier in the year, the Staff called upon the residents to submit
their ideas of a few good words to describe our Town and the hope of this is to come up with a slogan
for our Town. These aren't supposed to be just catchy phrases or something cute that could apply to
any coastal community. It's supposed to be a phrase that is unique to Highland Beach. Entries were
submitted by July 31 st and we had a total of forty-two (42) unique submissions that we received. What
we are looking from you is some kind of direction as to how you would like to proceed with this. My

suggestion would be that since you just got this list perhaps you take a month and we come back at the
next Workshop and, if you can narrow it down by talking to people, talking to your family, submit
your top five. Then maybe we can have some kind of consensus and decide where we would want to
go with those once we have it narrowed down from the forty-two (42).
Mayor Featherman — Is there any other discussion on this? Commissioner Stern — No just a comment
on the article that you put in the Journal Tribune which is very apropos today. You said "Welcome to
Biddeford and Saco." It's a nice greeting but it's not quite strong enough to attract tourists, business
or new residents to our two cities. You were correct, just as "Welcome to Highland Beach" doesn't say
anything so it really behooves us to work on this over the next couple of months. Mayor Featherman —
I understand we have over forty slogans already. Is that correct? Town Manager Weiser — Yes they
are in your packet what people submitted and I don't want to say it is limited to these forty-two (42).
This is what was submitted and as you go through them you need to think, could this apply to
Manalapan, could this apply to Ocean Ridge or another city. You want to look at things that would be
unique to Highland Beach and, by all means, if you get any other unique suggestions in the next month
or so we can add them to the list. At some point we need to narrow these down and decide what
process we would want to take to come up with a single slogan for our Town. Commissioner Stern —
Some of these names are terrific. So making up a smaller list, is not going to be difficult. Moor
Featherman — I suggest you continue on the course that you have. Town Manager Weiser — We will
bring it up at the Workshop next month and in the meantime I would ask that you run it by your
neighbors and your associations and see if you could come back in a month with maybe your top five.
Commissioner Sheridan — Can we put it in the Highlander and maybe get more participation from the
unit owners regarding those top five? Town Manager Weiser — We can do whatever process you
want. We are not in a rush with this slogan. One of the things we talked about doing is that when we
are ready to do the entryway signs into town to do something with the slogan. We are not in any kind
of rush and as the Mayor has pointed out this is one of those things that sometimes it is worth taking
your time and getting it right. So we will re -agenda it in a month and talk it over with your neighbors.

8. REPORTS — TOWN COMMISSION
A) Commissioner Stern — No report today.
B) Commissioner Sheridan — Just a few words on behalf of our Public Works Department. I
would like special thanks to go to Bill Moore. I had requested that there was a sign on one of our

Mangroves that was down and also the fence surrounding Pump Station No. 2 was kind of
dilapidated and a third was when they put the signs back on our A 1 A they forgot the sign in front of
the Monterey House. Within a week all three have been corrected and I publicly want to thank them
for it.
C) Commissioner Trinley — No report.
D) Vice Mayor Brown — No report.
E) Mayor Featherman —I would just like to read a letter that we received. Someone had asked us
about cars going over their property and it was taken care of rather quickly. We put up a sign "No
Outlet" on that street because people were turning around and going on the lawn and there were
some children in those homes and they were worried about them. Mayor Featherman read the letter
from Silvio who lives on Highland Beach Drive.
9. REPORTS — TOWN ATTORNEY GLEN TORCIVIA:

10. REPORTS — TOWN MANAGER KATHLEEN DAILEY WEISER:
I just want to let you know that as you are aware you sent out a request for proposals for commercial
real estate services. We only received one proposal and that was from an out of town real estate
professional and I would like to formerly announce that we are cancelling that particular request for
proposal. We find that it is in our best interest to exercise our right to reject all proposals submitted
and cancel request for Proposal No. 2012-FOI I. The Town may restructure and re -solicit the RFP at a
future date.
