Mayor Bernard Featherman called the Budget Public Hearing to order in Commission
Chambers at 5:01 PM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor Ron Brown;
Commissioner Doris M. Trinley; Commissioner Dennis J. Sheridan; and Commissioner
Louis P. Stern. Also present: Town Attorney Glen Torcivia; Town Manager Kathleen D.
Weiser; Town Clerk Beverly M. Brown; Public Works Director Jack C. Lee; Library
Director Mari Suarez; Finance Director Cale Curtis; Building Official Michael Desorcy;
Building Office Manager Carol Holland; Assistant to the Town Manager Zoie Burgess; and
members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of
silence in honor of those who lost their lives during the attack against our country on
September 11, 2001.
Civility Pledge: Town Clerk Brown recited the Civility Pledge for the Commission and

Town Manager Weiser — Mayor and Commissioners, as this is our final public hearing on
our upcoming budget I am going to turn it over to Cale Curtis your Finance Director who is
going to give you, one last time, a summary of the budget and where we are.
Finance Director Curtis — Thank you Town Manager Weiser, members of the Commission
and public. My name is Cale Curtis and I am your Finance Director. As our Town
Manager said, I am going to give you another real quick rundown as to where we are today
with regard to our budget and hopefully we will be able to get our Resolutions passed and
get everybody out of here.
I am going to begin with giving the budget process in review. Way back in May, Staff
actually began the leg work in putting together our Budget Document that you have. Then
later on in July the Town Manager distributed that initial draft to the Commissioners and
released it to the public. Shortly after, on July 20'' the Commission held a special meeting
where they received their first presentation on the Budget and they set the tentative
maximum millage rate. We've held two Budget Workshops in August; went through the
details of the Budget; ins and outs; made changes and added things. Just last September
7t' we had our first Public Hearing and here we are today with our second Public Hearing
for final adoption.
You were given this budget update on September 7ffi. Just real quick, we've had a total
change in General Fund Revenues; a decrease of $750,000 and that is balanced out on the
expenditure side with a decrease of $750,000 as well.
I gave this slide to you two weeks ago as well. It shows us where the 2012 proposed tax
distribution is going. Again the majority goes to public schools; a quarter of the tax bill
goes to the County; Highland Beach receives twenty-four percent (24%); and the other
special districts receive twelve percent (12%). Overall if each taxing authority goes with
the rate they proposed, we are only looking at a .5% increase in the total tax rate. It is very
small.
Again, just kind of our housekeeping, what we need to do today is discuss the millage rate;
announce the percentage change over the rollback rate. When we get to that Resolution,
after discussion, we will have a motion to adopt the millage rate and have a final vote on it.
The next order of business would be to discuss your 2012-2013 Budget; any further
questions you have on it and again open it up to a Public Hearing. Ultimately we would
have a motion to adopt the Budget and a vote on that Budget.

A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF
HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL MILLAGE RATE
OF 3.95 MILS FOR THE TOWN'S GENERAL OPERATING FUNDS FOR
THE FISCAL YEAR BEGINNING OCTOBER 1, 2012 AND ENDING
SEPTEMBER 30, 2013; PROVIDING THAT THE FINAL MILLAGE RATE
OF 3.95 MILS IS 17.63 PERCENT GREATER THAN THE COMPUTED
ROLLED -BACK RATE OF 3.3579 MILS; PROVIDING FOR
SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE

THE FISCAL YEAR BEGINNING OCTOBER 1, 2012 AND ENDING
SEPTEMBER 30, 2013; DETERMINING AND FIXING THE AMOUNTS
NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR
THE ENSUING YEAR; PROVIDING FOR SEVERABILITY, CONFLICTS
AND AN EFFECTIVE DATE.

Mayor Featherman — I understand the good intentions of the Commission
supporting the proposal but I feel with so many of our residents of Highland Beach
feeling economically squeezed right now, I must vote "No" for such a large
proposal.

5. REPORTS — TOWN COMMISSION:
A) Commissioner Louis P. Stern - I only have one request of our Town Manager.
When we were down at the League of Cities at the Diplomat in Hollywood, most
of us saw a wonderful water fountain for the front of our Town Hall building.
It was three tiers; it had a high level for the walkers; it had a middle level for
children and bikers and a lower level for dogs. It was really very attractive and I
think reasonably priced and I am asking, please, that the Town Manager
investigate the cost of it and get us two other estimates and see if it is something
we can afford for the Town

9. ADJOURNMENT
There being no further business to come before the Commission, Mayor Featherman
adjourned the Special Budget Public Hearing at 5:14 PM upon a MOTION by
Commissioner Sheridan; seconded by Commissioner Stern.
