MINUTES OF TOWN COMMISSION MEETING
SPECIAL MEETING

Mayor Arlin G. Voress called the Special Meeting to order in
Commission Chambers at 9:30 A.M., advising its purpose was to
consider the awarding of a bid for the elevated water tank
rehabilitation project.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor
Thomas J. Reid, and Commissioners Michael W. Hill and John J.
Sorrelli were present. Commissioner David Augenstein was absent.
Town Attorney Thomas E. Sliney and Town Manager Mary Ann Mariano
were also present, as were Utilities Director Jack W. Lee and
representatives of CH2M HILL. No one from the general ,public was
in attendance.
At the Mayor's request, Ms. Mariano gave a brief background of the
project and advised that the bid opening was held on April 2, 1998.
She then asked Steve Lavinder, CH2M HILL Project Engineer, to
address the bids received and to answer any questions the
Commission might have.
Mr. Lavinder reported that four (4) firms were invited to bid and
two (2) declined because of already busy schedules. Of the two (2)
bids received, it was CH2M HILL's recommendation, in conjunction
with Tank Industry Consultants, Inc., to award the base bid, and
additive alternates, to G & M Painting Enterprises, Inc. in the
amount of $163,300. ,This price included a $7,300 credit for
removal of existing roof stiffeners, rather than cleaning and
painting them. The Commission was assured that the stiffeners were
necessarily installed as part of the initial erection process and
served no purpose at the present time.
Technical and financial discussion followed, with questions being
answered to the Commission's satisfaction, including Town Attorney
Sliney's notations on overruns/penalties, and insurance issues as
advised by Burke, Bogart and Brownell. Concluding discussion, the
following MOTION by COMMISSIONER SORRELLI/VICE MAYOR REID was
unanimously approved by roll call vote:
THE TOWN COMMISSION ACCEPTS G & M PAINTING ENTERPRISES,
INC. BASE BID, AND ADDITIVE ALTERNATES, FOR THE ELEVATED
WATER STORAGE TANK REHABILITATION PROJECT IN THE AMOUNT
OF $163,300.00.
Town Manager Mariano noted that because the bid amount exceeded the
$90, 000 originally budgeted for the project, there would need to be

a transfer of funds at the end of the fiscal year to account for
the difference.
There being no further business to come before the Commission at
this time, Mayor Voress adjourned the Special Meeting at 9:50 A.M.
upon MOTION by VICE MAYOR REID/COMMISSIONER HILL.
Note: A copy of CH2M HILL's April 15, 1998 letter and a copy of
Tank Industry's April 8, 1998 letter are attached hereto and made
part of these Minutes.

Subject: Recommendation of Award for the Elevated Storage Tank Rehabilitation
Project- Recoating Interior Wet and Dry Areas of the Elevated Tank
The bid opening for the above-referenced project was held April 2,1998. Two bids were
received and CH2M HILL, in association with Tank Industry Consultants, has reviewed the
bids for conformance with the bidding specifications. Both of the contractors who sub-
mitted bids are considered to be highly qualified tank painting contractors who are capable
of completing the work specified in this project and within the time frame identified. A
summary of the bids is provided below:

Tank Industry Consultants evaluated these bids and each bid is in conformance with the
bid requirements. A copy of their bid evaluation is attached.
The base bid cost as provided by each contractor is reasonable based on the Engineers
estimate of $146,000. It should be noted that the work included in the base bid of this project
is more than that identified in the original tank evaluation report prepared by Tank
Industry Consultants and used by the Town to develop the $90,000 budget for this project.
During the preparation of specifications for this project, additional work items were recom-
mended to be added into this project to take advantage of having a contractor on-site and to
complete work that was closely associated with painting the interior wet portion of the
tank. The additional work items and conditions included in the base bid that contributed to
the higher bid prices include:

• Spot repairs of existing damaged exterior areas
• Access tube ladder extension and slip-resistant rungs
• New roof manhole
• New pedestal screens
• Accelerated painting schedule to allow the tank to be painted before hurricane season
begins
• Use of a high quality paint
Although these items increased the cost of the base bid, we believe that the Town will
receive the added benefits of completing this work now rather than deferring these costs to
the future.
In addition, it is recommended that the additive alternate work, which included a new
access tube extension with new manhole and spot rehabilitation of the interior dry surfaces,
be also included in the project. T'he prices obtained for this work were considerably lower
• than that estimated by Tank Industry Consultants and are reasonable for the work speci-
fied. Each contractor has been contacted and has verified that their bids are accurate and
will include the work specified for each additive alternate.
It is recommended that the Town award the contract for both the base bid and additive
alternate work to G&M Painting Enterprises, ~vho submitted the low cost bid for the total
work of $170,600. In addition, G&M Painting Enterprises submitted a deductive alternate
for only removing the existing roof stiffeners in the tank rather than cleaning and painting
them by offering a credit of $7,300. The roof stiffeners were required as part of the initial
erection process and currently serve no purpose. Accepting this credit, it is recommended
that the Town award this project to G&M Painting Enterprises for a total cost of $163,300.

We received your bid tabulation and copies of the bids for the two bidders. TIG
has reviewed the bid information which you sent us and both bids appear to be in
order. The other two potential bidders uldtcated that they were too busy this
spring to take on any new projects.

Corona, California Amount Bid, then TIC recommends that the Town award the contract to
909!273-3427 ; Security Painting Company for the amourn of $141,890.
• If the Town wants to award the alternate bid items to extend the access tube,
spot clean and spot paint the interior dry (as opposed to merely spot cleaning and
spot painting the interior dry areas damaged during the repairs), and remove the
interior roof stiffeners, then TIC recommends that the Town award the contract
to G&M Painting Enterprises for the amount of $163,300. I have contacted
G&M Painting Enterpnseg and Kim Gugudis assured me that he would do the
work for the price bid. Mr. Gugudis also indicated that Alternate Bid Item 9 is a
~' deduct of $2,800 to remove the interior roof stiffeners and not have to clean and
paint the stiffeners.
