1998.04.28_TC_Minutes_Workshop1 _.. TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesdav, April 28, 1998 1.30 P M Mayor Arlin G. Voress called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Thomas J. Reid, and Commissioners David Augenstein, Michael W. Hill and John J. Sorrelli were present. Attorney Thomas E. Sliney was also present, as were members of the general public. Town Manager Mary Ann Mariano was absent. After Roll Call, the Pledge of Allegiance was given. Hearing no objection, the Mayor declared the Agenda accepted as presented. 98.1 PUBLIC CO1~IlriENTS AND REQUESTS The following residents addressed the ..Commission: • .Jose Echeverria [1112 Russell Drive], Turtle Program Coordinator, reported on nesting activity and advised Florida Atlantic University will conduct a marine study of the Town's program. .Felix Goldenson [3224 S. Ocean Blvd.], Library Foundation Treasurer, gave a report on the Foundations's financial standing regarding the recent library renovation: $76,000 in contributions; $12,500 in pledges and $1,200 on hand. .Leonard Bell [2727 S. Ocean Blvd.] thanked Commissioner Hill for his assistance in encouraging Jamaica Manor to replant its property abutting the west side of AlA. Mr. Bell also gave an informal report on the various colors of signage along AIA, prompted by a Community Appearance Board agenda item involving the Villa Mare Condominium. 98.2 BOARDS AND COI~IITTEES Talent Bank Applicant Judith Lee Browner was interviewed by the Commission. Mayor Voress noted one vacancy on the Community Appearance Board, Eugene I. Behrman having completed his 6-year term. There was no Board correspondence to consider. t, w ..- • T Minutes of Town Commission Meeting April 28, 1998 Workshop Meeting Page 2 of 3 PRESENTATION BY REPRESENTATIVES OF THE "OCEAN GRANDE" PROJECT • C~ Representatives for Ocean Grande Land Holdings, Inc. addressed the Commission regarding the Ocean Grande project. They advised that they hoped to close on the Connaught property later this week and appear before the Commission at the May 05 Regular Meeting in company with representatives of Connaught. It was noted the property in question is directly south of Town Hall, where 14 single family homes are proposed to be built, rather than the 40 residential units originally provided for in the Connaught Settlement Agreement; this will require amendment to the Settlement Agreement (Resolution No. 645), which Attorney Sliney has worked on with the attorneys for the principals involved. PROPOSED ORDINANCES AND RESOLUTIONS There were no proposed ordinances or resolutions to consider. MISCELLANEOUS - ITEMS LEFT OVER Four (4) sets of Meeting Minutes were moved to the May 5, 1998 Regular Meeting for further consideration and possible approval: March 31, 1998 - Workshop Meeting March 31, 1998 - Public Hearing April O1, 1998 - Regular Meeting April 17, 1998 - Special Meeting REPORTS TOWN COMMISSION Vice Mayor Thomas J. Reid expressed interest in organizing a historical society in Town and invited resident volunteers to assist in the effort. Coa~u-issioner David Augenstein had no report. Commissioner Michael W. Hill requested an explanation of a Community Appearance Board upcoming agenda item involving Villa Mare Condominium, which prompted Leonard Bell's aforementioned public comments. Building Official Bob Dawson explained the issues, which also included the Villa Costa Condominium, saying he was confident that the Community Appearance Board would resolve them to everyone's satisfaction. Commissioner John J. Sorrelli had no report. Mayor .Arlin Voress expressed interest in establishing a "Welcome Club" for newcomers; several approaches to starting such a club were discussed. r- ~ Y t Minutes of Town Commission Meeting April 28, 1998 Workshog Meeting Page 3 of 3 Town Attorney Thomas E. Sliaey requested direction regarding the Commission's choice of counsel in the suit recently filed by former Police Sergeant William Howe. It was the consensus that Larry Corman of Mr Sliney's office be requested to defend the Town.
