TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, Mav 26, 1998 1:30 P.M.
Mayor Arlin G. Voress called the Workshop Meeting to order in
Commission Chambers at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor
Thomas J. Reid, and Commissioners David Augenstein, Michael W. Hill
and John J. Sorrelli were present.
Town Attorney Thomas E. Sliney and Attorney Larry Corman were also
present, as were members of the general public. Town Manager Mary
Ann Mariano was absent.
After roll call, the Pledge of Allegiance was given.
Because the legislative session had been concluded, at Mayor
Voress' suggestion consideration of the proposed resolution
supporting House and Senate Bills pertaining to eminent domain was
deleted from the agenda. It was the consensus to do so and, with
no objection, the Mayor then declared the agenda accepted as
• amended.
98.1 PUBLIC COMMENTS AND REQUESTS
Jose Echeverria, Turtle Program Coordinator, advised of new
nestings and warned of the presence of sea lice in the ocean.
98.2 BOARDS AND COMMITTEES
After advising of one (1) vacancy each on the Code Enforcement and
Community Appearance Boards, Mayor Voress further advised that both
David Yarosh (CEB) and Abraham Futernick (CAB) were eligible for
reappointment.
There was no Board correspondence to consider.
98.3 PROPOSED ORDINANCES AND RESOLUTIONS
For the record, consideration of the following resolution (title
only) was removed from the agenda for the reason noted earlier in
these Minutes:
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
SUPPORTING THE METROPOLITAN PLANNING ORGANIZATION OF PALM
BEACH COUNTY IN ITS RECOMMENDATION TO OPPOSE HOUSE BILL
3313, HOUSE 3583, AND SENATE BILL 92, WHICH IS A PROPOSED
AMENDMENT- TO THE EMINENT DOMAIN LAWS; PROVIDING FOR
DISTRIBUTION; AND PROVIDING FOR AN EFFECTIVE DATE.

further consideration and possible approval:

REPORTS - TOWN COMMISSION
Vice Mayor Thomas J. Reid advised of a posted May 29, 1998
organizational meeting at 9:30 A.M. to discuss creation of a
Highland Beach Historic Society. The Vice Mayor also requested
that the recently received Management Audit prepared by Cody &
Associates be placed on the June 2 Regular Agenda for review.
Commissioner David Augenstein had no report.
Commissioner Michael W. Hill suggested that newly hired Library
Director, Maria Suarez, be invited to the June 2 Regular Meeting
for introductory purposes.
Commissioner John J. Sorrelli had no report.
• For the record, Mayor Arlin G. Voress noted Town Manager Mary Ann
Mariano's continued absence from work and questioned the Town
Attorney as to how the Commission might address this issue.
REPORTS - TOWN ATTORNEY
Town Attorney Thomas E. Sliney responded to Mayor Voress, saying
that Attorney Larry Corman had been working on issues relevant to
this area. He also noted that a mediation session is scheduled for
Thursday, June 25, 1998, pertaining to Ms. Mariano's EEOC case.
Because the EEOC case is pending litigation, Attorney Sliney said
he would like to schedule a closed attorney-client meeting with the
Commission, in accordance with F.S. 286.011(8), to seek their views
regarding settlement negotiations and strategy related to
litigation expenditures. Attorney Larry Corman concurred with Mr.
Sliney's remarks. It was the consensus to hold such meeting in
conjunction with the June 2 Regular Meeting.
ADJOURNMENT
There being no farther business to come before the Commission at
this time, Mayor Voress adjourned the Workshop Meeting at 1:45 P.M.
upon MOTION by COMMISSIONER AUGENSTEIN/VICE MAYOR REID.
