TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, July 28, 1998 1:30 p.m.
Vice Mayor Thomas J. Reid called the Workshop Meeting to order in
Town Commission Chambers at 1:30 p.m.
Acting Town Clerk Jane Dillon called the roll. The Vice Mayor and
Commissioners David Augenstein, Michael W. Hill and John J.
Sorrelli were present. Mayor Arlin G. Voress was absent.
Also present was Town Attorney Thomas E. Sliney, Acting Town
Manager Doris M. Trinley, as well as members of the general public.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
Hearing no objection, Vice Mayor Reid declared the Agenda accepted
as presented.
98.1 PUBLIC COMMENTS AND REQUESTS
• The following resident addressed the Commission:
Jose Escheverria, 1112 Russell Drive, in his capacity as
Coordinator of the Turtle Program, presented an update on subject
program.
98.1 (a) SPRINT PROPOSAL RE INSTALLATION OF TELECOMMUNICATIONS
EQUIPMENT
As a representative from Sprint was unavailable to present the
proposal to the commission, there was some general discussion on
what Sprint is requesting. Ms. Trinley stated that she would be in
contact with Sprint to ensure that a representative would be
present at the August 4 Regular meeting.
98.2 BOARDS AND COMMITTEES
It was noted that there were no board vacancies or correspondence
to consider at this time.
98.3 PROPOSED ORDINANCES AND RESOLUTIONS
Vice Mayor read into the record the following proposed Resolution:
A Resolution of the Town of Highland Beach, Florida, urging the
Florida Legislature to provide financial assistance or
• reimbursements to school districts that utilize pro-active measures
in the design, construction and remodeling of local schools for
Town of Highland Beach July 28, 1998

enhancement of safety concerns; authorizing and directing the town
clerk to forward a copy of this resolution to attorney general
Janet Reno, the Florida Legislative Delegation, the Palm Beach
County legislative delegation, the school board of Palm Beach
County, the Florida League of Cities, and all municipalities in
Palm Beach County; and providing an effective date.

98.4 Review Summer Edition of Community Newsletter
The Community Newsletter was given approval with a minor change in
the Lights Out for Turtles segment, changing "oceanfront lights
Must be turned off", to "oceanfront lights shall be shielded,
screened or turned off."
The Local Mitigation strategy was moved to the August 4 consent
agenda.
MISCELLANEOUS - ITEMS LEFT OVER
The following sets of Minutes were considered and moved to the
August 4 Regular Meeting for further consideration and possible
approval:

REPORTS - TOWN COMMISSION
Vice Mayor Thomas J. Reid had no report.
Commissioner David Augenstein reported that the new Town Clock has
been delivered, and will be installed Wednesday morning, July 30.
Commissioner Michael W. Hill had no report.
Commissioner John J. Sorrelli had no report.
REPORTS - TOWN ATTORNEY
Attorney Sliney introduced Jim Park who discussed the amendments to
the Comprehensive Plan, and which need to be addressed via the
Planning Board and Town Commission. The changes would need to be
submitted to the DCA by October of this year.
Attorney Sliney stated that an advertised Public Hearing is needed
before approval by the Commission on the Ramses Castle project, and
suggested a hearing be held at 2:00 p.m., or immediately following
the August 4 Regular Meeting.

Town Manager Doris M. Trinley
Ms. Trinley stated that on July 21 she and the Mayor met with
Richard Black, of the Florida League of Cities, who presented
various ways in which to hire a new Town Manager. Mr. Black will
appear at the August 4 Regular Meeting to present same to the
Commission. There will be no charge to the Town for Mr. Black's
services.
Ms. Trinley stated that beepers have been ordered for all
department heads in order to have immediate access to one another
in case of an emergency. The cost is minimal, at about $40 a month
total plus FCC taxes.
Ms. Trinley stated that Community Tree Service has been hired to
trim all the town trees, as it has been several years since this
service has been done. Work will begin approximately August 1.
With no further business to come before the Board at this time,
Vice Mayor Reid asked for motion to adjourn the meeting, with
Motion being made by COMMISSIONER AUGENSTEIN/COMMISSIONER HILL at
2:03 p.m.

A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH,
FLORIDA, URGING THE FLORIDA LEGISLATURE TO PROVIDE FINANCIAL ASS/STANCE OR
RE/MBURSEMENTSTOSOHOOL DISTRICTS THAT UTILIZE PRO-ACTIVEMEASURESIN THE
DESIGN, CONSTRUCTION AND REMODELING OF LOCAL SCHOOLS FOR ENHANCEMENT
OF SAFETY CONCERNS; AUTHORIZING AND DIRECTING THE TOWN CLERK TO FORWARD
A COPY OF THIS RESOLUTION TO ATTORNEY GENERAL JANET RENO; THE FLORIDA
LEGISLATIVE DELEGATION, THE PALM BEACH COUNTY LEGISLATIVE DELEGATION, THE
SCHOOL BOARD OF PALM BEACH COUNTY, THE FLORIDA LEAGUE OF CITIES, AND ALL
MUNICIPALITIES /N PALM BEACH COUNTY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Town of Highland Beach, Florida is interested in taking apro-active role in
assuring safety in our schools and on our school campuses; and
WHEREAS, the Town of Highland Beach, Florida feels it is imperative to afford the students,
teachers and staff the safety and protection needed to insure a secure teaming environment; and
WHEREAS, to that end, we are requesting that the state and national legislatures provide 1:rnancial
assistance or reimbursements to school districts that utilize pro-active measures in the design,
construction and remodeling of local schools to enhance safety measures;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COMMISSION OF THE TOWN OF
HIGHLAND BEACH, FLORIDA:
• SECTION 1. That the Town Commission of the Town of Highland Beach, Florida
formally voices its concern regarding this matter of great importance and request that our state and local
Legislators provide financial assistance or reimbursements to school districts that utilize pro-active
measures in the design, construction and remodeling of local schools to enhance safety measures.
SECTION 2. A copy of this Resolution shall be provided to Attorney General Janet
Reno; The Florida Legislative Delegation, The Palm Beach County Legislative Delegation, The School
Board of Palm Beach County, The Florida League of Cities, and all Municipalities of Palm Beach County.
PASSED AND ADOPTED in Regular Session this -day of August 1998.
