1998.11.24_TC_Minutes_Workshop•J TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesdav, November 24, 1998 1.30 p m Mayor Arlin G. Voress called the Workshop Meeting to order in Town Commission Chambers at 1:30 p.m. Acting Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Thomas J. Reid and Commissioners David Augenstein and John J. Sorrelli were present. Michael W. Hill was absent. Also present were Town Attorney Thomas E. Sliney, Acting Town Manager Doris M. Trinley, and members of the general public. After roll call, the Pledge of Allegiance was given. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA Hearing no objections, the Mayor accepted the agenda as presented. 98.1 PUBLIC COMMENTS AND REQUESTS The following public comments were presented to the Commission: • Mr. Jason Brodsky of 1545 S. Ocean Blvd. spoke on the beach erosion up and down the stretch of Highland Beach, and stated that the steps he took on his own property to fill under his stairway have been unsuccessful. Mayor Voress replied that the State is the appropriate entity to renourish the beaches, that it would cost $1 million per mile, and the entire stretch would be done, not singular properties. Also, public money cannot be used for private properties; therefore, money would need to be raised by the homeowners. Mayor Voress offered to give Mr. Brodsky contacts with the DEP if he wished to obtain additional information. Mr. Leonard Bell of 2727 S. Ocean Blvd. thanked Mr. Brodsky and suggested other residents bring forth issues to the Commission. Mr. Bell also thanked the Mayor for the fine job he is doing. Mr. Eugene Diliberto of 2234 S. Ocean Blvd. spoke on the following two concerns: The amount of sand on the road in front of the construction site next to town hall, and that because the Highland Beach police have no authority over the road, he has been in touch with Bret Dreuer (DOT) who will attempt to regulate the road conditions. Mr. Diliberto feels that Toscana is maintaining a commercial enterprise with their sales office in a residential area, rather than on the consturction site. Attorney Sliney stated that this is • not a resale trailer, and assumes all permits are in place with the Town Commission Meeting • November 24, 1998 Pane 2 of 4 Building Department. Mr. Diliberto stated he will speak with Mr. Dawson re this. * Presentation re Sales Pavilion for Ocean Grand Proiect Mr. Jeff Norman was present to discuss subject plans and answer any questions of the Commission. There was some concern on the availability of parking spaces, and drainage affecting Town Hall property. After review of plans and questions answered satisfactorily, it was agreed to place this issue on the Consent Agenda for the December 4 Regular Meeting, with the agreement that additional parking places will be added if needed. 98.2 BOARDS AND COMMITTEES It was noted that there is one vacancy on both the Board of Adjustment due to Neil Burd's completion of tenure, and on the Planning Board, due to Mr. Selby's resignation as noted on distributed memo from Jane Dillon. 98.3 PROPOSED ORDINANCES AND RESOLUTIONS None. 98.4 Review Winter Newsletter After review and approval of subject Newsletter, Mayor Voress gave direction that it proceed with printing and mailing. MISCELLANEOUS - ITEMS LEFT OVER The following sets of Minutes were considered and moved to the December 4, 1998 Regular Meeting for further consideration and possible approval: October 23, 1998 - Special Workshop Meeting October 27, 1998 - Workshop Meeting October 27, 1998 - Public Hearing November 04, 1998 - Special Meeting November 04, 1998 - Regular Meeting REPORTS - TOWN COMMISSION Vice Mayor Reid presented a report on the Historical Society and where it's formation is at this point. He requested that the Committee remain as a function of the town, and utilize town services. Each member would receive $25.00 per meeting. Vice Mayor stated that he would resign as Chairman, with election of a successor. L~ .. ` Town Commission Meeting November 24, 1998 Page 3 of 4 Mayor Voress asked that the new Chairman present a proposal to the Town Commission with the Committee's requests, and to also include the request to be established as a budget line item. Mayor Reid stated that this proposal should be ready by the next Workshop meeting. Commissioner David Augenstein reported that due to poor weather conditions, some of the landscaping at Town Hall is in need of being replaced, of which he is in the process of arranging. Commissioner Sorrelli had no report. Mayor Arlin G. Voress reported on the formation of the 50th Anniversary Committee, appointing Terry Colarullo who is active in the Library to assist him; Doris Trinley to provide Town Administration re fire, police, utility; Someone who represents the art community, and may have a photo interest and Pat Cayce who represents the Historical Society. Determination of a one or several day event still remains to be established. Mayor asked the Commission if this was an acceptable proposal to them, and were in favor of same. • REPORTS - TOWN ATTORNEY No report. REPORTS - TOWN MANAGER Acting Town Manager Doris Trinley noted that the Town has completed ten years of being observed as a tree city, and due to the fact that there is no more room for plantings, it would be acceptable to celebrate Arbor Day in another fashion by reading a "poem" into the record, with mandatory Arbor Day Proclamation being signed for same. Mayor has consented to read subject poem, and will be on the Agenda for December 1. Ben Saag visited Town Hall on Friday, November 20 to meet with Department Heads, and it appears to all that he will be a pleasure to work with, and look forward to his arrival on January 5.
