TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
REGULAR MEETING
Tuesdav, December 1, 1998 1.30 p m
Mayor Arlin G. Voress called the Regular Meeting to order at 1:30
p.m. in Commission Chambers.
Acting Town Clerk Jane Dillon called the roll. The Mayor, Vice
Mayor Reid and Commissioners David Augenstein, Michael W. Hill and
John J. Sorrelli were present.
Town Attorney Thomas E. Sliney and Acting Town Manager Doris M.
Trinley was present, as well as members of the general public.
After roll call, the Pledge of Allegiance was given.
ADOPTION OF AGENDA
Hearing no objection, the Agenda was approved as written.
APPROVAL OF MINUTES
• Upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER HILL, the
following sets of Minutes were unanimously approved:
October 23, 1998 - Special Meeting
October 27, 1998 - Workshop Meeting
October 27, 1998 - Public Hearing
November 04, 1998 - Special Meeting
November 04, 1998 - Regular Meeting
PUBLIC COMMENTS AND RE UESTS
Jose Echeverria, 1112 Russell Drive, in his capacity as Coordinator
of the Turtle Program, thanked the Town Commission and the Town
residents for their support during the 1998 turtle season. He also
mentioned that Toys for Tots is taking up holiday toy collections,
with a collection box at the Police Department, and several condos
in Town.
Mayor Voress thanked Mr. Echeverria for the work he and his wife
have done for the Town.
Mayor Voress introduced Mr. Jay Goldstein as a Talent Bank
Applicant, who offered a brief bio on himself to the Commission.
REPORTS - TOWN COMMISSION
Vice Mayor Reid had no report.

Commissioner Augenstein had no report.
Commissioner Michael W. Hill had no report.
Commissioner John J. Sorrelli had no report.
Mayor Arlin G. Voress stated that Highland Beach has been a Tree
City for the past 10 years and this year he will read both an Arbor
Day Proclamation and an essay, which will qualify Highland Beach as
a Tree City for another year. Mayor Voress proceeded to read
subject essay and proclamation into the record.
Upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER SORRELLI, the
Proclamation was approved. Motion met with unanimous approval.
Mayor Voress expressed congratulations to Chief Cervasio and the
Highland Beach Police officers on behalf of the Town Commission as
well as the residents of Highland Beach, on the most impressive
statistics of 1997 recently released by the Florida Dept. of Law
Enforcement, of which Highland Beach ranked No. 1 in the highest
reduction in crime rate of the 13 municipalities in Palm Beach
County.
• Mayor presented a memo from the Florida Dept. of Transportation,
who are starting a new project to survey travel characteristics in
S.E. Florida. The purpose of the research is to provide data for
long range travel planning models, with surveys of riders on buses
and trains, random telephone surveys, interviews with employees of
train and trucking companies. A public awareness program will be
established to spread this effort and encourage people to
participate. This hopefully will help to reduce some of the
traffic we encounter here in South Florida.
A letter was received from the Office of the State Attorney General
re increase in domestic violence, and that the Attorney General
will be creating an address confidentiality program for the victims
of domestic violence. This program will be housed within the
office of the Attorney General and will be operational as of the
31st of January, 1999. The program allows victims of domestic
violence to be given an address designated by the Atty General to
use as a substitute mailing address for use in creation of state
and government records.
Also received was a letter from the Attorney General with
information in relation to the eligibility and application process
for victims who would like to participate in this program. This
information may be obtained at Town Hall. A workshop meeting re
this program will be held in the next several months.

Town Attorney had no report.

BOARDS AND COMMITTEES
Mayor Voress noted a vacancy on the Board of Adjustment with the
following two nominations being made:
Coamnissioner Augenstein nominated Harold Cohn
Coamnissioner Hill nominated Horace Leng
With no other nominations, Mayor Voress closed the nominations and
asked for a rollcall vote. The following vote was taken:
Commissioner Sorrelli - Horace Leng
Commissioner Hill - Horace Leng
Commissioner Augenstein - Harold Cohn
Vice Mayor Reid - Horace Leng
Mayor Voress - Harold Cohn
Mayor announced that Horace Leng will be appointed to the Board of
Adjustment.
Mayor noted one vacancy on the Planning Board with Eugene Diliberto
being nominated by COMMISSIONER SORRELLI.
With no other nominations, Mayor Voress declared the nominations
closed and announced that Eugene Diliberto will be appointed to the
Planning Board by unanimous consensus of the Commission.
MONTHLY BOARD MEETINGS
Mayor Voress read the scheduled dates for the December meetings
into the record.

Upon MOTION BY COMMISSIONER AUGENSTEIN/COMMISSIONER SORRELLI, the

ADJOURNMENT
There being no further business to come before the Commission at
this time, Mayor Voress adjourned the Regular Meeting at 1:55 P.M.
