1998.12.29_TC_Minutes_Workshopf TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesdav, December 29, 1998 1.30 p m Vice-Mayor Thomas J. Reid called the Workshop Meeting to order in Town Commission Chambers at 1:30 p.m. Acting Town Clerk Jane Dillon called the roll. Vice Mayor Thomas J. Reid and Commissioners David Augenstein, Michael W. Hill and Jahn J. Sorrelli were present. Mayor Arlin Voress was absent. Also present were Town Attorney Thomas E. Sliney, Acting Town Manager Doris M. Trinley, and members of the general public. After roll call, the Pledge of Allegiance was given. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA ,~ Hearing no objections, the Vice-Mayor accepted the agenda as presented. 98.1 PUBLIC COMMENTS AND REQUESTS Presentation re Dune Walkover by Robert Baron Mr. Baron presented a new type of dune walkover structure which has been widely used in other areas for ten years or more. He came before the Commission today to introduce structure and educate the Commission on its versatility, easy installation and success, so as to possibly have the Town Code changed to allow other than an elevated walkover. Mr. Baron had a request from a resident for such a walkover, and while the state approved same, the Town code does not allow for same. This is a structure which consist of short boards, attached via a rope and laid flat on the dune. This would allow for walking on and not disturbing the dune, yet sand could eventually cover it, making it unobstructive. The structure may be rolled up and out again if it needs to be replaced or resurfaced. With favorable response to this structure, Vice-Mayor Reid suggested it move to the Planning Board for the required Advertised Public Hearing for amendment change. Mr. Al Bresnahan of Seagate, stated that at one point a dune walkover item was shown to the Planning Board but had not come back for approval. Mr. Leonard. Bell, 2727 S. Ocean Blvd. spoke on the following: . A thank you to Commissioner Sorrelli for having the fence fixed across from the Fire Station, which was an eyesore. . A thank you to Acting Town Manager for having the fence at Holiday Inn fixed. .Town Commission Workshop Meeting December 29, 1998 Paae 2 of 4 . Suggested having a study done on how many signs are allowed at, i.e. Ocean Place and other locations, and if this multitude of signs is allowed and necessary. . The Historical Society is having a coffee on January 11 at 10:00 a.m., and all residents are invited and urged to participate, especially those who have been longstanding in Town. A personal thank you to Acting Town Manager Doris Trinley for her terrific work in her role of Acting Town Manager, and welcome her back to the position of Town Clerk. . Mr. Bell wishes everyone a happy new year. 98.2 BOARDS AND COMMITTEES Vice-Mayor Reid stated one vacancy on the Board of Adjustment, with James F. Niehoff eligible for reappointment, and carried this over to the consent agenda for approval. A memorandum to the Town Commission from the Chairman of the Planning Board recommending changes to single family building heights. Mr. Sliney stated that the Planning Board has been looking at various codes for possible revision, with building height in particular, and recommends addressing in particular, section one of . the memo. He also recommeded that a consultant be brought in to assist the Planning Board in their review of the codes. Mr. Sliney stated that an advertised public hearing is planned for January 13, 1999. . Mr. Dawson expressed concern with the way the height measurement evolved at a workshop meeting of which he and Attorney Sliney were absent. . Mr. Victor Hadeed, Planning Board member, felt part 2 & 3 of subject memo need some more consideration by the Planning Board. . Vice Mayor Reid suggested it go back to the Planning Board for further review. 98.3 PROPOSED ORDINANCES AND RESOLUTIONS There were no ordinances or resolutions to consider. MISCELLANEOUS - ITEMS LEFT OVER The following sets of Minutes were considered and moved to the January 5, 1998 Regular Meeting for further consideration and possible approval: November 17, 1998 - Executive Session November 23, 1998 - Special Meeting November 24, 1998 - Workshop Meeting November 24, 1998 - Special Meeting December O1, 1998 - Regular Meeting Town Commission Workshop Meeting December 29, 1998 Page 3 of 4 REPORTS - TOWN COMMISSION Commissioner David Augenstein had no report. Commissioner Michael W. Hill stated a concern on the construction fence at Toscana and that someone was going to contact Toscana re a Union Bank sign and planting a hedge in front of the fence. Mr. Dawson stated that they were to remove the sign, and that he did not believe there is anything in the ordinance about planting at a construction fence. Commissioner John J. Sorrelli's report consisted of adding to Commissioner Hill's concern that Toscana was told to place landscaping at the fence, as it would be a 2-3 year project, and that they agreed to doing so. Vice Mayor Thomas J. Reid stated the objection of signs in Town has been reported to him, and in as far that all of our buildings have signs, a sign advertising a bank or financial institution underwriting a project is totally out of order and should be removed. Vice Mayor Reid also acknowledged the Historical Society coffee on Monday, January 11 at 10:00 a.m. and suggested that anyone can • become involved to help with the committee. REPORTS - TOWN ATTORNEY Attorney Sliney thanked Doris Trinley, that it has been a pleasure to work with her as Acting Town Manager and that he appreciated all her help. Ms. Trinley thanked Attorney Sliney in return. REPORTS - TOWN MANAGER Acting Town Manager Doris Trinley referred to a memo requesting consideration of bullet proof vests for the Police Department, and that Chief Cervasio had been in touch with the manufactures representative asking for a demonstration to the Commission of their usefulness. The representative was not able to be here today and Ms . Trinley hopes that he will be able to be available next week at the Regular Meeting to give a presentation. Ms. Trinley also spoke on the date of the 50th anniversary festivities, which will be Thursday, Feb. 18, 10:00 a.m. - 3:00 p.m. The Department of Community Affairs has approved the Comprehensive Plan Amendments. Vice Mayor Reid offered his heartfelt thanks to Doris Trinley and the expert work she has done. Commissioners Augenstein, Sorrelli and Hill also joined suit in expressing thanks to Doris.
