TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
SPECIAL MEETING - MARCH 10, 1999 MUNICIPAL ELECTIONS
Wednesday, March 10, 1999 1:00 P.M
Mayor Arlin G. Voress called the Special Meeting to order, advising
its purpose was the swear in the Mayor and Vice Mayor who were
unopposed for the seats, and for the further purpose of confirming
the certified results of the March 09, 1999 municipal election for
two (2) Commission seats and swearing in those successful
candidates.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor
David Augenstein and Commissioner John J. Sorrelli were present.
Town Attorney Thomas E. Sliney and Town Manager Ben Saag were also
present, as were members of the general public.
Mayor Voress read Resolution 730 into the record by title only.
The resolution declared the mayoral and vice mayoral elections to
be unnecessary as the only candidates to qualify were unopposed.
MOTION to adopt was made by VICE MAYOR AUGENSTEIN/COMMISSIONER
SORRELLI followed by unanimous favorable vote. Mayor Voress then
signed the resolution and directed the clerk to swear in Thomas J.
Reid as Mayor. (Copy of Resolution No. 730 attached to and made
part of these Minutes.)
Following his swearing in, Mayor Reid took his seat on the dais and
directed the clerk to swear in Michael W. Hill as Vice Mayor.
Following his swearing in, Vice Mayor Hill took his seat on the
dais.
Mayor Reid next directed the clerk to read into the record the
results of the election for two (2) Commission seats, as certified
by the Supervisor of Elections Office. Results were as follows:
Charles D. Cohn....384 votes
Paul R. Kane.......741 "
Robert L Lowe......684 "
MOTION to confirm the certified results was made by COMMISSIONER
SORRELLI/VICE MAYOR HILL, followed by unanimous favorable vote.
Mayor Reid next directed the clerk to swear in the successful
candidates, Paul R. Kane and Robert L. Lowe, after which they took
their seats on the dais. (Certified copy of results from
Supervisor of Elections Office attached to and made part of these
Minutes.)

Mayor Reid invited comments from the newly seated members.
Commissioner Kane and Commissioner Lowe thanked those who voted for
them, saying they looked forward to serving the Town and would give
their best efforts on behalf of the residents. In addition to
thanking residents for their support, Vice Mayor Hill also
expressed appreciation to those who turned out to vote, noting
Charles Cohn's candidacy had made the election possible and
complimenting him on his campaign.
After thanking residents for their support and goodwill, Mayor Reid
noted short term goals, i.e., expanded space for the library, as
well as long term goals, i.e., working with the Department of
Transportation as regards AlA projects such as bike lanes, and
speed limits on the Intracoastal Waterway.
Concluding his comments, Mayor Reid then read into the record
Resolution No. 731 honoring former Vice Mayor David Augenstein, and
Resolution No. 732 honoring former Mayor Arlin G. Voress. Both
were approved upon MOTION by COMMISSIONER SORRELLI/COMMISSIONER
BANE, followed by unanimous favorable vote, with Mayor Reid making
the respective presentations. (Copies of Resolutions 731 & 732
attached to and made part of these Minutes.)
There being no further business to come before the Commission at
this time, Mayor Reid adjourned the Special Meeting at 1:25 P.M.

RESOLUTION NO. 730
• A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLOR/DA,
DECLARING THE ELECT/ON FOR THE MAYORAL SEAT f2-YEAR TERMI
AND VICE MAYORAL SEAT l1-YEAR TERM 1 TO HAVE BEEN HELD ON
THE 9th DA Y OF MARCH 1999, TO BE UNNECESSARY SINCE THE ONL Y
CAND/DATES WHO QUAL/PIED WERE UNOPPOSED.
WHEREAS, the fine/ filing dais for the candidates to the office of Mayor (two-year term) and Vice
Mayor (1-year term/ was 12:00 noon on Tuesday, February 9, 1999; and
WHEREAS, the only candidates to qualify during the filing period were namely:
THOMAS J. RE/D for MAYOR
M/CHAFE W. H/LL for V/CE MAYOR ;and
WHEREAS, Florida State Statute, Chapter 101.151 161, states:
Except for justices of the Supreme Court and Judges of District Courts of
Appea/, the names of unopposed candidates shall not appear on the
genera/ a%ction be/Mt. Each unopposed candidate steal/ be deemed to have
voted for himself; and
WHEREAS, the a%ction for the Mayors/ seat (2-year term) and V;ce Mayors/ seat (1-year terml
which was to have been he/d in the Town of HJgh/and Beach, Florida, on the second Tuesday in March,
1999, i.e., March 9, 1999, is now declared to be unnecessary in accordance with Florida State Statute
• 101.151 l6/ ss cited above.
NOW, THEREFORE, BE?RESOLVED by the Town Commission of the Town of Highland Beach that
the candidates who have qualifted, namely:

are hereby dec/aced to be a%cied to the offices for which they have filed, beginning on March 10, 1998.

RESOLUTION 731
A RESOLUTION OF THE TOWN OF H/GHLAND BEACH, FLORIDA,
HONORING FORMER VICE MAYOR DAVID AUGENSTEIN
WHEREAS, David Augenstein has served the Town Commission well for six (6)
years, having first been elected Commissioner in 1993 and most recently
serving as Vice Mayor from February 10 to March 9, 1999; and
WHEREAS, previous to service on the Commission, he was a member of the Board of
Adjustment from 1985 to 1992, and then was appointed to the Code
Enforcement Board, serving from 1992 to 1993; and
WHEREAS, during fhe course of his long service to the Town, David Augenstein has
assisted in providing leadership fo fhe Town and wholeheartedly
participated fo ensure a frtting quality of life for its residents, including
steadfast efforts regarding construction of a new fire station and
renovation of the Town Hall complex and, in conjunction with the
renovation, was also personally responsible for the re-landscaping of fhe
complex, as well as the installation of the Town complex clock; and
WHEREAS, during the course of his Commission term he has also served as liaison to
Building and Grounds; and
WHEREAS, the Town has benefitted from David Augenstein's devoted labor, counsel
and perseverance, and wishes to thank him for his dedicated efforts on its
behalf, it is proper that a measure of appreciation be inscribed in the
official records of the Town.
NOW, THEREFORE, BE !T RESOLVED, that a copy of this statement be incorporated
into the archives and become a permanent record of gratitude to David
Augenstein for his long-standing and unselfish commitment to the Town
of Highland Beach, and that this Resolution be presented to him.

RESOLUTION 732
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
HONORING FORMER MAYOR ARL/N G. VORESS
WHEREAS, Arlin G. Voress has served the Town Commission well for eight (8) years,
having first been elected Commissioner in March 1991 and then elected Mayor
in March 1993, 1995 and 1997; and
WHEREAS, previous to service on the Commission, he was a member of the Board of
Adjustment and also served as Chairman of the Water Resources Advisory
Board; and
WHEREAS, during the course of his long service to the Town, Arlin G. Voress has
intelligently and steadfastly participated to ensure and enhance its stability and
premier quality of life through diligent application of his time and talents,
including issuance of a 10-year water use permit from South Florida Water
Management Districf, interlocal agreement with the City of Delray Beach for a
bulk water contract, upgrade of the water treatment plant, construction of the new
fire station, and renovation/expansion of the new Town Hall complex; and
WHEREAS, he has also served as liaison to the Utilities Department, Chair of fhe
Coastal Communities Coalition, and in various capacities at the county level:
WHEREAS, the Town has benefitted from the outstanding /eadersh~p he has provided
as weU as his unwavering commitment, dedication and guidance; and
WHEREAS, it is fitting and proper that a measure of appreciation for his abiding and
tireless service to be inscribed in the ofFcial records of the Town.
NOW, THEREFORE, BE IT RESOLVED, that a copy of this statement be incorporated
into the archives and become a permanent record of gratitude to Arlin G. Voress
for his long-standing and unselfish commitment to the Town of Highland Beach,
