TOWN OF HIGHLAND BEACH, FLORIDA
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, Mav 25, 1999 1:30 P.M.
Mayor Thomas J. Reid called the Workshop Meeting to order in
Commission Chambers at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor
Michael W. Hill, and Commissioners John J. Sorrelli, Paul R. Kane,
and Robert L. Lowe were present.
Town Attorney Thomas E. Sliney and Town Manager Ben Saag were also
present, as were members of the general public.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
There were no additions or deletions to the Agenda and, hearing no
objection, the Mayor declared it accepted as presented.
99.1 PUBLIC COMMENTS AND REQUESTS
Board of Adjustment Chairman James F. Neihoff (3213 S. Ocean Blvd.)
• advised that in order to facilitate the work of the BOA, it was
important that immediate attention be given to determining how the
height of a residence is measured. After some discussion, it was
the consensus that the Planning Board consultant give this issue
priority.
Turtle Program Coordinator .Jose Echeverria (1112 Russell Drive)
gave an update on nestings thus far.
Violet Falcone (3301 S. Ocean Blvd.) offered a plan for expansion
of parking facilities in the rear of the Town Hall complex.
99.2 BOARDS AND COMMITTEES
Mayor Reid announced one (1) vacancy on the Community Appearance
Board.
99.3 PROPOSED ORDINANCES AND RESOLUTIONS
There were no ordinances or resolutions to consider.

Commissioner Robert L. Lowe referred to the salary survey presented
to the Commission by Town Manager Saag and suggested that the
Financial Advisory Board meet before the start of the budget
process to review same. After some discussion, it was the
consensus that the FAB hold a special meeting in this regard,
transmitting their recommendations to the Commission as soon as
possible so that appropriate considerations may be included in the
budget process.
Commissioner Paul R. Rane had no report.
Commissioner John J. Sorrelli referred to the heavy traffic,
including construction vehicles, on State Road AlA and suggested
that for safety's sake the Town take steps to get the speed limit
reduced from 40 MPH to 35 MPH. It was agreed the Commissioner
would meet with the Town Manager to discuss this possibility
further.
Vice Mayor Michael W. Hill led discussion regarding a possible "No
Wake" zone being imposed on that portion of the Intracoastal that
runs through the Town. He referred to correspondence received from
• the Monterrey House condominium in this regard (attached to and
made part of these Minutes).
The Vice Mayor briefly touched on the Town's Code regarding dogs on
the beach (allowed if on leash). He also suggested that perhaps an
All Terrain Vehicle (ATV) might be considered for police to
accommodate easy access when responding to a beach emergency,
Responding to Vice Mayor Hill's suggestion that renters be sent a
copy of the current "Citizen Survey" so their ideas might also be
included, it was noted any renter who is interested in taking part
may do, as copies of the survey are available at Town Hall.
Mayor Thomas J. Reid said he concurred with taking steps to have a
"No Wake" zone imposed on the Town`s section of the Intracoastal.
Mayor Reid also noted the hazardous conditions created by
bicyclists riding on AlA in other than single file; in this regard
it was Attorney Sliney's suggestion that the Town Manager discuss
the issue with the Department of Transportation to determine if a
solution was possible, as it would come under their jurisdiction.
REPORTS - TOWN ATTORNEY
Town Attorney Thomas E. Sliney advised all related matters
regarding Robert J. Corsino's resignation from the Police
Department were in order; it was agreed this issue be moved to the
June 1 Regular Meeting Consent Agenda.

REPORTS - TOWN MANAGER
Town Manager Ben Saag advised on several issues:
.With Commissioner Sorrelli, Mr. Saag had arranged for the
architect to submit detailed plans for the renovation/expansion of
the maintenance garage and expansion of parking facilities. These
were explained in detail to the Commission by Mr. Saag and, after
some discussion, it was the consensus to move approval of the
projects to the June 1 Regular Meeting Consent Agenda.
Because the possibility of adding a second floor to the maintenance
garage had previously been discussed, Mr. Saag was directed to get
a price on the cost of a structural analysis of the building.
.To assist in ongoing dealings with BFI, the Town's solid waste
contractor, Mr. Saag requested that the Commission allow for the
hiring of Tim Hunt, former Regional Director of the Solid Waste
Authority. It was the consensus that Mr. Hunt be hired as a
consultant in this regard.
.The results of the Citizen Survey would be made available to the
Commission at the June 1 Regular Meeting.
• .The Department of Transportation had advised plans for the start
of work to be done on AlA had been switched from April 2002 to
April 2001; CH2M Hill had advised there would no problem in
completing the upgrade of the Town's wastewater system to meet this
new date.
.Library Director Mari Suarez would make a presentation, under Mr.
Saag's report, at the June 1, 1999 meeting.
.Regarding the recent salary survey, Mr. Saag clarified that rather
than re-address the entire Long report, he was of the opinion that
the Financial Advisory Board need only review the ranges for
certain positions.
ADJOURNMENT
There being no further business to come before the members at this
time, Mayor Reid adjourned the Workshop Meeting at 2:25 P.M. upon
