MINUTES OF TOWN COMMISSION MEETING
SPECIAL MEETING
Wednesday, March 21, 2012 9:30 AM.
Mayor Bernard Featherman called the Special Meeting to order in Commission Chambers at 9:30
A.M.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Commissioner Doris M. Trinley;
Commissioner John J. Pagliaro; and Commissioner Dennis J. Sheridan. Absent: Vice Mayor
Miriam S. Zwick. Also present: Town Attorney Glen J. Torcivia; Town Manager Kathleen Dailey
Weiser; Town Clerk Beverly M. Brown; Deputy Town Clerk Valerie Oakes; Library Director
Maria Suarez; Public Works Director Jack Lee; Acting Finance Director Cale Curtis; Lieutenant
Eric Lundberg; Assistant to the Town Manager Zoie Burgess and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was given followed by a minute of silence in
honor of members of the military, both living and deceased.
Civility Pledge: The Civility Pledge was recited by the Town Clerk.
1. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA
Mayor Featherman asked for any additions or deletions. Receiving none, the agenda was
accepted as presented.
2. PUBLIC COMMENTS AND REQUESTS
None Received.
3. CERTIFICATION OF RESULTS:
Town Clerk read the results of the March 13, 2012 Municipal Election into the record:

4. PRESENTATIONS:
A) Acknowledgement of Service -Commissioner John I. Pagliaro
"In Grateful Appreciation for Your Many Years of Dedicated and Loyal Service On
Behalf of the Town of Highland Beach."
Commissioner 2008-2012; Code Enforcement Board 2002-2008
Commissioner Pagliaro stated that he wanted to thank the residents for giving him the
opportunity to serve as a Commissioner. He had no personal agenda and wanted only the best
for the residents of the Town of Highland Beach. Thanked the Town staff for all their
assistance; and wished the best to Ron Brown and Lou Stern. He also stated that he had no

• concerns about the job that they will do. Thanked his wife for her support. Also shared the fact
that they will be moving into the next phase of their life and will be moving out of Highland
Beach.
5. ADMINISTERING OATH OF OFFICE:
Town Clerk Brown administered the Oath of Office to the newly elected Vice
Mayor/Commissioner and Commissioner.
Vice Mayor/Commissioner — I, Ron Brown, do solemnly swear that I will support, protect
and defend the Constitution and Government of the United States and of the State of Florida
against all enemies, domestic or foreign, and that I will bear true faith, loyalty and allegiance to
the same, and that I am entitled to hold office under the Constitution of the State of Florida,
and that I will faithfully perform all the duties of the office of Vice Mayor/Commissioner of
the Town of Highland Beach, on which I am about to enter, so help me God.
COMMISSIONER - I, Louis P. Stern, do solemnly swear that I will support, protect and
defend the Constitution and Government of the United States and of the State of Florida
against all enemies, domestic or foreign, and that I will bear true faith, loyalty and allegiance to
the same, and that I am entitled to hold office under the Constitution of the State of Florida,
and that I will faithfully perform all the duties of the office of Commissioner of the Town of
Highland Beach, on which I am about to enter, so help me God.
6. SEATING OF MAYORCOMMISSIONER AND COMMISSIONER:
Vice Mayor/Commissioner Ron Brown and Commissioner Louis P. Stern were seated at the
dais.
7. NEW BUSINESS;
A) Accept resignation of Marc Saltzberg from Charter Review Board
MOTION: Commissioner Stern moved to accept the resignation of Marc Saltzberg from the
Charter Review Board. Commissioner Sheridan seconded the motion.
Motion passed with a voice vote.
B) Nomination of Mayor's Replacement Appointment to Charter Review Board
Mayor Featherman stated his replacement nominee was Carl Feldman. Mayor Featherman
requested a motion to ratify the appointment. Not receiving a motion, he requested the
reason why.

Commissioner Stern — Do not choose to select him.
Commissioner Sheridan — Do not wish to select him.
Vice Mayor Brown — Choose not to select him.
Commissioner Trinley — Choose not to select him.
Mayor Featherman — Town Attorney Torcivia — Does someone appointed to the Charter
Review have to be a resident? Reply — Yes. Mayor — Well one nominee is not a resident.
Commissioner Trinley — Who is that person? Mgyo — The Town Clerk was appointed and
she does not live in Highland Beach. Would like to request a motion that the meeting of the
Charter Review be held off until we have a five -member Board.
MOTION: Commissioner Stern moved that the Charter Review Board delay their meeting
until the five members have been appointed and confirmed. Commissioner Sheridan
seconded the motion.

8. REPORTS — TOWN COMMISSION:
A) Commissioner Louis P. Stern — Requested that the Town Attorney explain the two
forms of government found in Florida.
Attorney Torcivia — Two forms of Government found in Florida: Strong Mayor — In
the strong -mayor form of government, a mayor is elected at -large by the electorate.
The Mayor acts as the municipality's CEO with almost total administrative authority.
West Palm Beach is an example of the Strong Mayor form of government.
Commission — Manager — In the Commission -Manager form of government, the
manager is appointed by the Commission and is the chief administrator of the
municipality with the full responsibility for day-to-day operations of the government.
The commission is responsible for policy decisions. Pursuant to Section 3.01 of its
Charter, the Town of Highland Beach has a Commission Manager form of government
wherein the "affairs of the Town are administered by the Town Manager who is the
chief administrative officer." The Town Manager hires and fires, not the Commission.
The position of Mayor is basically ceremonial — cutting ribbons, etc.
Commissioner Stern- In other words, we each have one vote including the Mayor and
Vice Mayor. Reply — Yes, you are all equal. No one Commissioner has any more
authority than the next one.

B) Commissioner Doris M. Trinley — Welcomed Vice Mayor Brown and Commissioner
Stern to the Commission. They both are fine examples of people needed to serve on the
Commission.
C) Vice Mayor Ron Brown - Thanked everyone for their support in electing him to the
position. Looking forward to working with the Commission and the Town staff.
D) Commissioner Dennis J. Sheridan - Thanked Miriam Zwick and John Pagliaro for
their dedicated service to the Town. Wished both good luck in the future. Welcomed
Ron Brown and Lou Stern to the Commission.
E) Mayor Bernard Featherman — Welcomed the newly elected gentlemen to the
Commission.
9. REPORTS — TOWN ATTORNEY:
Sunshine Law — Not stating that the Commissioners cannot socialize, but in following the
Sunshine Law do not have any communication or discussions on items that will come before
the Commission.
10. REPORTS — TOWN MANAGER:
Welcomed and congratulated Vice Mayor Brown and Commissioner Stern. Looking
forward to working with both of you. Wished the best to John and Gerry Pagliaro on their
move.
11. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED
AT MEETING:
Arlin Voress — 4403 Intracoastal Drive
Under the Charter, the Police Chief and Town Clerk are appointed by the Commission.
John Sorrelli — 3420 S. Ocean Blvd.
This past election, all the candidates did a great job. Congratulated Ron Brown and Lou Stern
on their election. Did not see a Talent Bank application for Carl Feldman on file. Town
Attorney Torcivia — Each member of the Commission can recommend an appointment to the
Charter Review Board. It was not necessary to complete the form.
Mike Ferrara — Dalton Place
As a resident of Highland Beach for over thirty years, Highland Beach is a unique Town.
How pleased I am as a taxpayer to thank the two outgoing Commissioners for their service.

I would also like to thank our Town Clerk and former clerk Commissioner Trinley for their
knowledge and willingness to serve the residents of Highland Beach. Would also like to thank
Mrs. Brown and Mrs. Stern who have made sacrifices to let their husbands run for office.
To the Commission — you are the custodians of this Town, and I do not envy the decisions that
will come before you. Also congratulated the former Commission for appointing this Town
Manager.
12. ADJOURNMENT:
There being no further business to come before the Commission, Mayor Featherman
adjourned the Special Meeting at 10:00 AM upon a MOTION by Vice Mayor Brown and
seconded by Commissioner Stern.
