1999.12.28_TC_Minutes_Workshopr TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesday. December 28. 1999 1 ~30 P M Vice Mayor Michael W. Hill called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Town Clerk Doris Trinley called the roll. The Vice Mayor and Commissioners John J. Sorrelli, Paul R. Kane and Robert L. Lowe were present. Mayor Thomas J. Reid was absent. Town Attorney Thomas E. Sliney and Town Manager Ben Saag were also present, as were members of the general public. After roll call, the Pledge of Allegiance was given. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA • Hearing no objection, Vice Mayor Hill amended the agenda to include draft Minutes of the November 29, 1999 Special Meeting Prior to Attorney-Client Session to the agenda, which will be included with the sets of Minutes to be considered for approval at the January 04, 2000 Regular Meeting. 2. PUBLIC COMMENTS AND REQUESTS Leonard Bell (2727 S. Ocean Blvd.) referred to a recent newspaper article regarding expanded programming on Government Channel 20, and Town Attorney Sliney responded that the creation of a "Television Advisory Board," which would address this issue, would be discussed later in this meeting. Mr. Bell also wished the Commission a Happy New Year, thanking them for their contributions to the Town this past year. 3. BOARDS AND COMMITTEES Vice Mayor Hill advised there was nothing to be considered regarding any of the Boards. 4. PROPOSED ORDINANCES AND RESOLUTONS There were no proposed ordinances or resolutions to consider. i Minutes of Town Commission Workshop Meeting December 28. 1999 Page 2 of 4 5. NEW BUSINESS Discussion re Creation of a Television Advisory Board Substantial discussion took place regarding the creation of a Television Advisory Board. The Town Attorney and Town Manager advised of meeting with Boca Raton Councilwoman Wanda Thayer to discuss how that city's advisory board dealt with various issues pertaining to their public information channel. Town Attorney Sliney and Town Manager Saag suggested the Town's Television Advisory Board consist of five (5) Commission-appointed voting members; two (2) Town Manager-appointed non-voting staff members; and one (1) Adelphia-appointed ex-officio member. The members would interface with Boca, and other municipalities, to determine how appropriate programming on their public information channel was decided, as well as how requirements were met and problems resolved, and report back to the Commission. Given the complexity of the concept, both Messrs. Sliney and Saag also suggested that the Commission proceed slowly and cautiously. • Concluding discussion, it was the consensus that Mr. Saag draft a resolution outlining the framework regarding the creation of such Board, for discussion at the January 04, 2000 Regular Meeting. 6. (Zoning) Regular Meeting Special Meeting (Arbor Day) 7. REPORTS -TOWN COMMISSION Commissioner Robert L. Lowe had no report. Commissioner Paul R. Kane had no report. • • Minutes of Town Commission Workshop Meeting December 28, 1999 Page 3 of 4 Commissioner John J. Sorrelli questioned the Town Manager regarding Toscana's response to Mr. Saag's letter noting certain unacceptable construction conditions. Mr. Saag advised he had met personally with developer Frank Zammiello, in company with Building Official Bob Dawson, wherein, among other related issues, he informed that the site continued to be aesthetically displeasing. Mr. Saag also reminded the developer of the commitment made to Vice Mayor Hill regarding the temporary site wall, and was told by Mr. Zammiello that work would start on the construction of a permanent site wall as of January 03, 2000, which, upon completion, should alleviate a number of problems. Mr. Saag further stated that a draft ordinance amending the requirements for construction sites would be prepared for the Commission's consideration in the very near future. Vice Mayor Michael W. Hill had no report. 8. REPORTS -TOWN ATTORNEY Town Attorney Thomas E. Sliney advised an Attorney-Client Session regarding the Mariano v. Town of Highland Beach litigation is scheduled for Tuesday, January 04, 2000 at 3:00 P.M. in Commission Chambers. • 9. REPORTS -TOWN MANAGER Town Manager Ben Saag reported on several topics: • In the event a bond issue is required for the construction of the planned Reverse Osmosis Water Treatment Plant, bond counsel Charles Schoech is drafting referendum language for the March 14, 2000 election. At Commissioner Lowe's request, the residents will be educated on the issue. • Regarding the purchase of a Town beach vehicle, and the proposal to park it and also have access to the beach at Ambassadors East Condominium, the Town Attorney has sent a draft agreement for review and approval to the attorney for Ambassadors East. • Regarding the upcoming new year, all Town computers, both for essential (police, fire-rescue) services and otherwise, are Y2K compatible; all appropriate personnel will be available via cell phone through the year end. • A Planning Board Workshop is scheduled for Wednesday, January 05, 2000. I~ f Minutes of Town Commission Workshop Meeting December 28. 1999 Page 4 of 4 Mr. Saag concluded his remarks by noting his one-year anniversary as Manager of the Town of Highland Beach would take place on January 05, 2000., and thanked all concerned for a most enjoyable experience. 10.
