MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Tuesday, March 27. 2001 1.30 P m
Vice Mayor Michael. W. Hill called the Workshop Meeting to order in Commission
Chambers at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Vice Mayor and Commissioners, John J.
Sorrelli, Robert L. Lowe and Rachael Scala-Pistone were present. Mayor Thomas J.
Reid was absent.
Also present were Town Attorney Thomas E. Sliney and Town Manager Ben Saag, as
were members of the general public.
After roll call, the Pledge of Allegiance was given.
1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
• With no objection, Vice Mayor Hill amended the agenda to formally acknowledge the
newly elected officials on the dais; he congratulated Commissioner Robert L. Lowe on
his re-election and first-term Commissioner Rachael Scala-Pistone, wishing them well
in their service to the Town.
2. PUBLIC COMMENTS AND REQUESTS
Leonard Bell, 2727 S. Ocean Blvd., and Judge James Niehoff, 3212 S. Ocean Blvd.,
added their congratulatory comments to Commissioners Lowe and Scala-Pistone, with
Judge Niehoff also congratulating Mayor Reid on his unopposed bid for a second term.
3. PRESENTATIONS
Vice Mayor Hill noted the Adelphia Cable Update was re-scheduled to the April 3, 2001
Regular Meeting.

6. PROPOSED ORDINANCES AND RESOLUTIONS
DISCUSSION RE: -AGREEMENT BETWEEN PALM BEACH COUNTYAND THE
TOWN OF HIGHLAND BEACH FOR THE FUNDING OF THE HIGHLAND BEACH
LECTURE SERIES.
• Town Manager Ben Saag advised this was an agreement with the county, through PBC
Commissioner Mary McCarty's discretionary fund, wherein the Town would be
reimbursed a total of $10,000 to hold a monthly Library Lecture Series; these monthly
programs (10 in all) would feature a variety of individual authors who would be paid
$1,000.00 each for their participation. Mr Saag noted the series would begin in April
2001 and continue through March 2001. After some discussion, it was the consensus
to move this issue to the April 3 Regular Meeting Consent Agenda.

8. REPORTS -TOWN COMMISSION
Commissioner Rachael Scala-Pistons advised she had been in contact with the
Director of Student Activities at Florida Atlantic University regarding the possibility of
interested students participating in an ongoing clean-up project for the Town's beaches.
During discussion, it was agreed that the Commissioner would coordinate further efforts
in this regard with the Town Manager.
Commissioner Robert L. Lowe had no report.
Commissioner John J. Sorrelli asked the Town Manager to give an update on the
sewer force main project. In response, Mr. Saag read excerpts of a letter sent from
CH2M HILL to Pledger, Inc. (copy attached and made part of these Minutes).
Substantial discussion followed, with the Commission members and some Town
residents asking questions and expressing concern about the status of the project. Mr.
Saag was asked to relay these questions and/or concerns to CH2M HILL. (Note: Mr.
Saag's letter in this regard was transmitted to CH2M HILL immediately following the
Workshop Meeting; a copy is attached for clarification.)
• In answer to Commissioner Sorrelli's request for an update on the reverse osmosis
test/production well, the Town Manager responded that the project was on schedule.
Vice Mayor Michael W. Hill had no report.

There being no further business to come before the Commission at this time, Vice Mayor
Hill adjourned the Workshop Meeting at 2:00 P.M., upon MOTION by COMMISSIONER
SORRELLI/COMMISSIONER LOWE.
