TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
REGULAR MEETING
Tuesday January 02, 2001 1:30 P.M.
Mayor Thomas J. Reid called the Regular Meeting to order in Commission Chambers
at 1:30 P.M.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Michael W. Hill, and
Commissioners John J. Sorrelli, Paul R. Kane and Robert L. Lowe were present.
Town Attorney Thomas E. Sliney and Town Manager Ben Saag were also present, as
were members of the general public.
1. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA
Hearing no objection, Mayor Reid declared the Agenda accepted as presented.
2. PUBLIC COMMENTS AND REQUESTS
Joseph Yucht, 4748 S. Ocean Blvd., requested the Town's assistance in getting a
flashing light installed at the Boca Highland crossover to its beach club as an increased
safety measure. Town Manager Saag responded that the Department of Transportation
has concurred that all crosswalks in Town need to be refurbished with a special paint
that will allow the crosswalks to be more readily apparent to vehicular trafFc; however,
he further advised that the DOT has specific standards regarding installation of flashing
lights.
Dave Leonard, a representative of SBA, a wireless Internet equipment company, was
advised to put in writing a request to make a presentation to the Town Commission.
3. PRESENTATIONS
Lieutenant Hal Knabb and Firefighter Ken Thompson of Delray Fire/Rescue, together
with Bernie Fettergreen, a High Point resident, gave a presentation on Community
Emergency Response Team (CERT) training, and requested that the Commission sign
up for the course. At Commissioner Sorrelli's suggestion, Town Manager Saag was
requested to set up a Special Meeting to which residents would be invited to hear about
the program and sign up for the course if they so desired.

4. BOARDS AND COMMITTEES
a) Board Correspondence: None.
b) Board Vacancies:
Barbara Kane was reappointed to a three-year term on the Board of
Adjustment upon nomination by COMMISSIONER SORRELLINICE
MAYOR HILL, followed by unanimous favorable vote.
It was the consensus to continue to table the second vacancy on the Board
of Adjustment at this time.
c) Board Action Report: The BAR for December 2000 was received as
information.
d) Monthly Board Meetings: These were read into the record by Mayor Reid.
5. PROPOSED ORDINANCES AND RESOLUTIONS
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, UPDATING
THE TOWN CODE BY AMENDING, DELETING OR TRANSFERRING THE
LOCATION OF THE FOLLOWING SECTIONS AND ARTICLES OF THE TOWN
CODE:
.Amending Sections 2-46(3) and 2-54.
.Deleting Chapter 2, Article IV (Sections 2-76 through 2-95).
.Amending Section 4-5.
.Amending Section 5-1 and Deleting Sections 5-2, 5-3, and 5-8(c).
.Deleting Section 6-30.
.Deleting existing Chapter 12 in its entirety as currently codified.
.Amending Sections 16-8 and 16-9.
.Deleting Section 18-10(8).
.Amending Chapter 20, Article III.
.Amending Sections 20-124, 20-125, 20-127(5), 20-131, 23-3, 23-7(c),
28-2(t), 28-5(a)2(a), 28-5(a)2(d), 28-5(a)4(c), 28-5(a)4(d)(2)(c),
28-9(a)(2), 28-10(e)(2), 28-12(a)(7), 28-12(a)(8), and 28-16.
.Deleting Appendix B.
.Creating New Chapter 12 entitled "Construction Sites."

There was no further discussion of the preceding proposed ordinance after it was given
final reading. MOTION to approve was made by COMMISSIONER
SORRELLI/COMMISSIONER LOWE, followed by unanimous favorable roll call vote.

8. REPORTS -TOWN COMMISSION
Commissioner Paul R. Kane had no report.
Commissioner John J. Sorrelli had no report.
Vice Mayor Michael W. Hill advised of a picnic Congressman Clay Shaw was hosting
in appreciation of the support he received during the November 2000 election; everyone
is invited to the event, which is scheduled for Saturday, January 6 at Okeeheelee Park,
Osceola Pavilion (west on Forest Hill Blvd. to Turnpike) from noon to 4 P.M.
Mayor Thomas J. Reid congratulated Ben Saag on his favorable evaluation at the
completion of his second year as Town Manager, commenting on the superb job Mr.
Saag has continued to do for the Town. Commission members concurred with the
Mayor's remarks.

10. REPORTS -TOWN MANAGER
Town Manager Ben Saag reported on several issues:
.The Town Attorney has advised of the possibility that the liquidation plan regarding
GRIT (the Town's former Workers Comp carrier) shall "waive all causes of action against
members," which would mean a savings of approximately $80,000 to the Town, along
with possible reimbursement of some other Town monies already paid.
.Advised the Adelphia Cable upgrade is forthcoming very soon, as per Tony Genova,
General Manager.
.Reported that the Town is strictly enforcing the recent water restrictions imposed by the
South Florida Water Management District, with no exceptions or exemptions.
.Advised that defibrillator equipment for the three (3) police cars are on order.
.Thanked the Commission for the vote of confidence given in their individual favorable
yearly evaluations marking the completion of his year as Town Manager.

12. ADJOURNMENT
There being no further business to come before the Commission at this time, Mayor Reid
adjourned the Regular Meeting at 2:10 P.M., upon MOTION by COMMISSIONER
SORRELLI/COMMISSIONER LOWE.
