Director Jack Lee, Acting Finance Director Cale Curtis, Assistant to the Town Manager
Zoie Burgess, Deputy Town Clerk Valerie Oakes, and members of the public.
CALL TO ORDER — PLANNING BOARD MEETING:
Chair Stem called the Workshop Meeting to order immediately following Coffee with the
Mayor at 10:29 AM. Roll call was taken by Deputy Town Clerk Oakes followed by the
Pledge of Allegiance.
PRESENTATIONS:
• Overview of the Town's Three Year Strategic Plan, Member Ilyne Mendelson
Member Ilyne Mendelson gave a brief overview of the Town's Three -Year Strategic Plan
and its process.
STRATEGIC PLAN RECOMMENDATION BY THE RESIDENTS:
Chair Stem called on residents to voice their recommendation(s) for the Town's Strategic
Plan.
Ruth Samuels — Toscana
Mrs. Samuels explained the history of the Municipal Special Taxing Unit (MSTU)
District and expressed her support to establish the MSTU to have the beaches cleaned
Arnold Bank — President of Boca Highlands Beach Club & Marina
At the Boca Highlands Beach Club & Marina Board of Director's meeting on October
27'h, by unanimous vote the Board approved a resolution to object to the establishment of
the MSTU. There are 557 units in the condominium, which is the largest community in
Town. Toscana is the only condominium that wants the MSTU. Per the resident survey,
the residents do not want the MSTU. This item will need to be on a referendum, which
costs. The referendum will be voted down.

Catherine Wolf — 1005 Russell Dr.
Ms. Wolf expressed the importance of establishing a minimum wake zone on the
Intracoastal Waterway.
Peter (last name unidentified) — Coronado
Requested that the sidewalks on the south end of Town be repaired.
George Kelvin — Braemer Isles
Mr. Kelvin suggested installing a sign advising bicyclist to use the shoulder not the road.
Arlin Voress (Former Mayor)— 4403 Intracoastal Dr.
In favor of hiring a building official that is employed by the Town of Highland Beach,
not contractual.
Carl Feldman — 3210 S. Ocean Blvd.
Independent Inspections Limited receives 50% of the building permits issued. The Town
could afford a full-time building inspector. Michael Desorcy is doing a good job, and I
would vote to hire Mr. Desorcy as the full-time building official for the Town.
Rosalind Svenstrup, Beaches & Shores Advisory Board Chair — Sea Gate
If there is not a minimum wake zone, then the speed limit needs to be enforced. The
Police Department should investigate if Boca Raton and Delray Beach would participate
in a joint effort to patrol the Intracoastal Waterway. The waterway could be patrolled for
16 hours on the weekend.
John Ackerman — Future resident of 4202 Intracoastal Dr.
The minimum wake zone is a problem everywhere. Boca Raton and Delray Beach patrol
boats just sit in water.
Arlin Voress (Former Mayor) — 4403 Intracoastal Dr.
The Intracoastal Waterway borders the City of Boca. Raton and the City of Delray Beach.
The Town needs to get both of the cities in agreement; I do not think you will be able to
accomplish this.

NEXT MEETING:
Chair Stem announced that the regular meeting on Wednesday, November 16, 2011 and
December 14, 2011 have been cancelled. There will be a meeting on January 11, 2012.
