2000.03.15_TC_Minutes_Special0 TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING SPECIAL MEETING/CANVASSING BOARD Wednesday, March 15, 2000 1.00 P.M. Mayor Thomas J. Reid called the Special Meeting to order in Commission Chambers at 1:00 P.M., advising its purpose was the swearing in of a Vice Mayor and one (1) Commissioner, as well as to certify results of the bond referendum regarding the construction of a reverse osmosis water treatment facility. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Michael W. Hill, and Commissioners John J. Sorrelli and Robert L. Lowe were present; Commissioner Paul R. Kane was absent. Also present were Town Attorney Thomas E. Sliney and Town Manager Ben Saag; only one member of the general public was present. After roll call, the Pledge of Allegiance was given. • Mayor Reid read Resolution No. 753 into the record in its entirety; the Resolution declared the election for a Vice Mayor seat and one (1) Commissioner seat to be held on March 14, 2000 to be unnecessary as the only candidates to qualify were unopposed. Accordingly, the Mayor directed the Clerk to swear in Michael W. Hill as Vice Mayor and John J. Sorrelli as Commissioner. Both were congratulated and took their places on the dias. Mayor Reid next called for the Clerk to read into the record the results of the bond referendum held on March 14, 2000 regarding the construction of a reverse osmosis water treatment facility, as certified by the Supervisor of Elections Office: For Bonds: 837 (90.19%) Against Bonds: 91 (9.81%) Attached to and made part of these Minutes: .copy of Resolution 753 .original oaths of Vice Mayor Hill and Commissioner Sorrell! .certification of bond referendum results Invited by Mayor Reid to share their thoughts, Vice Mayor Hill said he looked forward to • continued service to the Town over the next two years, with growth management being Minutes of Town Commission Meeting March 15, 2000 Page 2 of 2 • a priority. Commissioner Sorrelli echoed the Vice Mayor's remarks and also thanked Mr. Sliney, Mr. Saag and Town Staff for their ongoing assistance. Congratulations were extended to Messrs. Hill and Sorrelli by the Mayor, Commissioner Lowe, Town Attorney and Town Manager. Discussion took place regarding the overwhelming success of the bond referendum, and Mr. Saag thanked the Commission for taking a progressive role in its success. He noted that while there were some questions regarding the advisibility of publishing a full-page ad of Resolution No. 755 in all three major newspapers serving the Town, it was ultimately a wise investment as, while not endorsing the issue, it made clear to residents the Commission's financial intent should the referendum be successful. Mr. Saag also noted that the Town, with only the bond referendum on its ballot, had the highest voter turn -out of neighboring communities, all of which had municipal elections also on their ballots: Highland Beach: 29.13% Delray Beach: 27.46% Boca Raton: 24.52% Boynton Beach: 20.45% (copy of Resolution No. 755, which appeared full-page in The Sun Sentinel, The Palm Beach Post, and Boca Raton News is attached hereto in reduced letter -size . and made part of these Minutes.)
