2002.11.23_TC_Minutes_Special~. • TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING SPECIAL WORKSHOP MEETING Saturday, November 23. 2002 9:30 A.M. Mayor Thomas J. Reid called the Special Workshop to order in Commission Chambers at 9:30 A.M., advising its purpose was as follows: (1) Review Recommended Amendments to Town Charter, as presented by the Charter Review Board. (2) Town Manager Discussion of November 26, 2002 Workshop Agenda Issues. Town Clerk Doris Triniey called the roll. The Mayor, Vice Mayor Michael W. Hill, and Commissioners John J. Sorrelli, Robert L Lowe and Rachael Scala-Pistone were present. Town Attorney Thomas E. Sliney and Town Manager Ben Saag were also present, as was Joseph Yucht, a member of the Charter Review Board. • After roll call, the Pledge of Allegiance was given. Before addressing the agenda, discussion took place regarding postponement of the Hoffmann/Siemens Public Hearing/Special Meeting scheduled for December 3, 2002, immediately following the Town Commission Regular Meeting. It was hold a Special Meeting following the November 26 Workshop Meeting to discuss this issue. It was agreed that review of the recommended Charter amendments be done page-by- page. Commission consensus was as follows: Pages 1 and 2 - No Change. Page 3 -Section 1.06: (1) ..."and three (3) Commissioners, all of whom are to be elected by seats." (2) ...and two (2) other Commissioners, seats 1 and 2, for terms of two (2) years." ...and one (1) other Commissioner, seat 3, for terms of two (2) years." ~. • Minutes of Town Commission Special Workshop Meeting November 23 2002 Page 2 of 3 (Town Manager Ben Saag will secure a copy of the Dundee, Florida charter, which addresses the "seat" approach. Page 3 -Section 1.06 (continued) (3) re three (3) successive terms: "whether they be full terms or not." (4) Change "designate" and "appointed" to "employ." Pages 4 thru 10 - No changes. Page 11 -Sec. 3.01: Change "appoint" to "employ." Page 12 -Sec. 3.02: Change "Appointment" to "Employment;" delete "by the Mayor and/or the Town Commission, or by other Boards of the Town related to their duties." (1) Delete "General Duties" in its entirety; place in Town Code Chapter 1 • "Administration." Pages 13 and 14 - No changes. Page 15 -Sec. 4.03 .In title, change ""Appointment" to "Employment." .Change "appoint" to "employ." Pages 16 and 17 - No change. Page 18 -Sec. 6.01: correct spelling of "catastrophe." Page 19 - "Section 7.06" was deleted; delete "Reserved" also. Pages 20 and 21 - No changes. Concluding review, Town Attorney Sliney advised the following amendments would most likely be referendum items: .Section 1.06 -Commissioner "seats" (1, 2 & 3), rather than "at large." .Section 2.01 (41) -Funding re "10% of regular operating budget," rather than "$350,000." .Section 3.05 -Amounts deleted for "Mayor & Commissioners salaries." Minutes of Town Commission Special Meeting November 23, 2002 Page 3 of 3 Because he would not be available for the November 26 Workshop, Town Manager Ben Saag then discussed some items of import that would be on the Agenda: The developers of the Azure condominium would appear to ask for certain considerations that he felt could only be granted by the Commission. .After discussion, it was the consensus that the Executive Session regarding Police negotiations scheduled for December 2 be postponed until after the first of the year. .Gave a brief overview of the Boca Raton Educational Television (BRET) contract,which the Mayor will address at the Workshop Meeting. Advised of a financial windfall which resulted in approximately $220,000 (revenues over expenditures), and requested the Commission consider an approximate $20,000 expenditure in this year's budget to purchase a much needed third police cruiser. It was the consensus to forward this issue to the December 3 Regular Meeting Agenda. There .being no further business to come before the Board at this time, Mayor Reid adjourned the Special Workshop Meeting at 11:30 A.M. upon MOTION by COMMISSIONER SORRELLINICE MAYOR HILL. dmt APPROVE: «~ ~ Thomas J.
