2002.10.01_TC_Minutes_Regular. TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING REGULAR MEETING October 1 2002 130 P.M. Mayor Thomas J. Reid called the Regular Meeting to order in Commission Chambers at 1:30 P.M. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Michael W. Hill and Commissioners John J. Sorrelli, Robert L. Lowe and Rachael Scala-Pistone. Town Attorney Thomas E. Sliney was also present, as were members of the general public. Town Manager Ben Saag was absent. After roll call the Pledge of allegiance was given. 1. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA With no objection, Mayor Reid declared the Agenda accepted as presented. • Before addressing the agenda, the Mayor introduced the following candidates, who are running for office in the November 5 election. Each was given a 5-minute limit to introduce themselves and speak to their issues of interest/concem: Steve Nichol -Democratic Candidate for Palm Beach County Commission, District 4 Adam Hasner -Republican Candidate for State Representative, District 87 2. BOARDS AND COMMITTEES Mayor Reid read the fol{owing into the record: A) BOARD CORRESPONDENCE: NONE. B) BOARD VACANCIES: NONE. C) BOARD ACTION REPORT FOR MONTH OF SEPTEMBER. D) MONTHLY BOARD MEETINGS FOR OCTOBER. 5. PROPOSED ORDINANCES AND RESOLUTIONS AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, AMENDING THE TOWN CODE, CHAPTER 29, ENTITLED "WATER SYSTEM," SECTION 29-10 ENTITLED CHARGE OF WATER SERVICE (first reading) • Finance Director Stan Novak advised this was the first rate increase in six (6) years, and was necessary because, as the audited financial statement showed, revenues do not support expenditures. Mr. Novak also advised that the increase in no way involved the reverse osmosis water plant ; it was necessitated because revenues have decreased and expenditures have increased. Vice Mayor Hill requested that Mr. Novak prepare a comparison of revenues/expenditures for the Commission's review. 6. NEW BUSINESS NONE. 7. MISCELLANEOUS -ITEMS LEFT OVER (1) SET PUBLIC HEARING DATE FOR HOFFMAN/SIEMENS PROJECT It was the consensus that the Public Hearing be set for October 29, immediately following the Town Commission Workshop Meeting. In addition, at Commissioner Scala-Pistone's request, an Executive Session will also be held on October 29, starting at 10:00 A.M. REPORTS -TOWN COMMISSION Vice Mayor Michael W. Hill had no report. Commissioner John J. Sorrelli had no report. Commissioner Robert L. Lowe had no report. Commissioner Rachael Scala-Pistone had no report. ~ Mayor Thomas J. Reid advised the Charter Review Board had completed its work and a draft copy of their suggested changes (deletions in strike-through; additions in bold) would be ready for Commission review by early in the week of October 7. The Mayor asked that each member carefully review and be prepared to discuss at a Workshop/Special Meeting, which was agreed to be held on November 13 at 9:30 A.M. Mayor Reid further advised the Charter Review members would be present should the Commission have any questions of them. 9. REPORTS -TOWN ATTORNEY Town Attorney Thomas E. Sliney had no report. 10. ADJOURNMENT There being no further business to come before the Commission at this time, Mayor Reid adjourned the Regular Meeting at 2:35 P.M., upon MOTION by COMMISSIONER.
