2002.09.25_TC_Minutes_Special• TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING PUBLIC HEARING Wednesday. September 25.2002 9:30 A. M. Mayor Thomas J. Reid called the Public Hearing to order in Commission Chambers at 9:30 A.M., advising that pursuant to section 447.403, Florida Statutes, its purpose was the resolution of the disputed collective bargaining impasse issues between the Town of Highland Beach and Florida State Lodge, Fraternal Order of Police, Inc. Town Clerk Doris Trinley called the roll. The Mayor and Commissioners John J. Sorrelli, Robert L. Lowe and Rachael Scala-Pistone were present. Vice Mayor Michael W. Hill was absent. Others present were the Town's Labor Attomey, Charles Robinson Fawsett; Town Manager, Ben Saag; FOP Labor Attomey Mark Richard, and FOP Representative Joseph Puleo. Officer Carlo Angelillo was also present, as were a number of police officers and • members of the general public. After roll call, the Pledge of Allegiance was given. An opening statement was given by Attorney Richard ,with Attomey Fawsett responding. It was agreed that the booklet presented by the FOP ("Impasse Materials")would be used for the Commission's voting purposes. The Commission voted on the following FOP impasse issues with each Motion followed by roll call. The majority of the issues were rejected.by the Commission. Issue 1, Article 8: FOP Representation. REJECT (Commissioner Sorrelli/Commissioner Lowe; Commissioner Scala-Pistone voted to accept) Mayor Reid recessed the meeting at Noon; it reconvened at 1:30 P.M. with all principals present. Issue 26, [no article noted]: Physical Fitness. REJECT (Commissioner Sorrelli/Commissioner Lowe) Mayor Reid called fora 10-minute break at 3:20 P.M. After the break, Attorney Fawsett advised the Commission needed to vote on the Articles which the Town had declared at impasse. Each article was voted on, affirming the Town's position; each Motion was followed by unanimous roll call: Article 3: Management Rights.
