2002.09.17_TC_Minutes_Special TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING PUBLIC HEARING/SPECIAL MEETING Tuesday. September 17.2002 5:01 P. M. Vice Mayor Michael W. Hill called the Public Hearing/Special Meeting to order in Commission Chambers at 5:01 P.M. stating its purpose was to hold an advertised Public Hearing/Special Meeting for the purpose of considering adoption of the 2002/2003 fiscal year budget and its corresponding ordinances. Town Clerk Doris Trinley called the roll. The Vice Mayor, and Commissioners John J. Sorrelli, Robert L. Lowe and Rachael Scala-Pistone were present. Mayor Thomas J. Reid was absent. Town Manager Ben Saag and Finance Director Stan Novak were also present. For the record, Vice Mayor Hill noted a millage levy of 4.0000 (3.7029 operating mils; .2971 mils debt service - a 5.98 increase of the roll back rate of 3.4940) He then called for a MOTION to open the Public Hearing (COMMISSIONER • SORRELLI/COMISSIONER LOWE). Only Earl Ruth, 1005 Russell Drive, was present; his question regarding a tax increase was satisfactorily answered by the Vice Mayor and Town Manager. The Public Hearing was then closed upon MOTION by COMMISSIONER SORRELLUCOMMISSIONER LOWE. Opening the Special Meeting, Vice Mayor Hill directed the Clerk to give final reading, by title only, to the Levy ordinance: AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, TO EFFECT A TAX LEVY BASED UPON THE 2002 TAX ROLL OF THE TOWN OF HIGHLAND BEACH. The ordinance was unanimously approved upon roll call vote, following MOTION by COMMISSIONER SCALA-PISTONE/COMMISSIONER LOWE. Vice Mayor Hill then directed final reading, by title only,of the Appropriation (Budget) ordinance: AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH,FLORIDA, APPROPRIATING FUNDS FOR THE FISCAL YEAR 2002-2003 • BEGINNING OCTOBER 1, 2002 AND ENDING SEPTEMBER 30, 2003. The taxable value of a home covered by the Save Our Homes assessment cap will increase no more than 1.6 percent. Tuesday's vote was 4-0; May- orThomas J. Reid was out of town.
