MEETING MINUTES
October 23 2003 9:30 a.m.
Present at today's meeting were:
Resident Neil Burd, Resident Vic Hadeed, Builder Jeff Norman, Condo Manager Mona
Texeira, Town Attorney Tom Sliney, Commissioner John Sorrelli, Building Official Bob
Dawson and Town Manager Ben Saag. Commissioner Sorrelli was absent.
1) Plan Review Fees: Mr. Dawson noted that the building department currently does not
charge a plan review fee. He stated that a reason for charging would be to recoup
money for time spent to review plans and recoup money for time spent to review plans
should the projects never be built. It was discussed that this should be set aside and
look at other ways of charging fees and costs, but then was decided to leave as is.
2) What work requires permits and applicable charges for that work: One of the largest
problems of which permits are not pulled is for tile work and kitchen cabinets (refacing
does not require a permit). It was recommended to add wood flooring. Soundproofing
will be up to individual condo. It was recommended to delete the $2.00 contractor
registration charge. (Next meeting agenda item - Bob's recommendation of how we
charge permits)
3) Should permit fee be different for work done in volume vs. individual occurrences:
Permit fee for volume vs. individual occurrences: i.e. one water heater vs. 50 water
heaters. After discussion it was decided to leave permit fee per unit and not offer a
volume fee.
4) Menu items vs. increases in percentage for permit (attachment):
Proposed fees were discussed.
5) How overhead and profit should play into permit fees - retail value vs construction
value:
Bob Dawson referenced chart on page 3 of the fees package. Mr. Norman noted that
construction value does not included profit and overhead of builder. (This item has been
tabled until the next scheduled meeting)
6) Should the cost of permits be increased: This item tabled until the next scheduled
meeting.
7) Submitting permits as a whole: Permits come in up front .... (audio unclear)
No. 5 & 6 will be carried over to the next scheduled meeting. No. 2 may be rediscussed
should any committee member have additional thoughts. The next meeting was
scheduled for Monday, November 17, 2003 at 9:30 a.m. Meeting was adjourned at
10:45 a.m.

outlet.
Temporary Service --For new construction permit will be $100.00.
Emergency Generators—$50.00; over 10kw $100.00.
Fire sprinklersystem—$35.00 plus $1.00 per sprinkler head.

amendment to a permit be approved until the additional fee, if any, due to additional work, shall have
been paid.

§104.1.1 When required. Any owner, authorized agent, or contractor who desires to construct,
enlarge, alter, re air, move, demolish, or change the occupancy or occupant content of a building or
structure, or any outside area being used as part of the building's designated occupancy (single or
mixed) or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas,
mechanical or plumbing system, the installation of which is regulated by the technical codes, or to
cause any such work to be done, shall first make application to the building official and obtain the
required permit for the work.
The following specific items are included with the above and require a permit:
Any changes to exterior doors or windows.
Any changes to Fire Sprinkler System.
Install ceramic tile, marble, terrazzo, etc.
Replace Kitchen and/or Vanity cabinets.
Changes to and/or replacement of plumbing or electrical fixtures
Permits are not required to:
Paint, wallpaper, install wood flooring, install decorative moldings, reface (not replace) kitchen
and/or vanity cabinets. Replace appliances such as dishwasher, refrigerator, stove, wash
machine, dryer.
If any of these non permit items affect Fire Sprinklers and/or Fire Alarms, they will require a
permit to insure that life safety systems are not comprised.
Contractors:
Contractors are required to have a Certificate of Competency (License) for the type of work
they are performing. The Town registers contractors. Ask to see both the contractors
Highland Beach Registration form and their Certificate of Competency.
Owner/Builder
Chapter 489 Florida Statutes prohibits Owner/Builder permits in multi -family buildings.

Should sales and /or construction trailers have special charges?
Value:
The major difficulty here is how does one determine value, and what does it include?
We could make a statement that the value of a new / replacement dwelling is assumed to be
$200 sq ft.A/c area, $140 sq ft non A/c area under roof.
Or a special category for new/replacement dwelling of so much per sq ft. however it is
somewhat difficult to determine that sq ft fee if a sliding scale is used for the fee. Could base
a sq ft fee on a $1,000,000. value for a 3000 sq ft building
We use terms: New meaning a new building, Replacement meaning a new building replacing
a building that was demolished, Replacement does not have Town impact fees, is not
counted as a new dwelling unit for US Census report.
