MEETING MINUTES
March 1. 2004 2:00 p.m.
Present at today's meeting were: Resident Neil Burd, Resident Vic Hadeed, Builder Jeff
Norman, Condo Manager Mona Texeira, Town Attorney Tom Sliney, Commissioner John
Sorrelli, Building Official Bob Dawson and Town Manager Ben Saag.
Upon Motion by Mr. Hadeed/Mr. Norman, the minutes of the January 20, 2004 meeting
were unanimously approved.
The committee reviewed the proposed modification to Code of Ordinances, Chapter 12;
Construction sites, making several minor changes (attached.) The committee also
reviewed Proposed Fees (attached) and the fifteen (15) recommended changes
(attached.) It was suggested that this information be made available to condo managers
and residents.
The following MOTION was made by MR. BURD/MR. HADEED:
THE BUILDING ORDINANCE COMMITTEE PASSES
RECOMMENDATIONS OF THE COMMITTEE TO THE TOWN
COMMISSION, AND RECOMMENDS SOME TYPE OF BROCHURE BE
PUT TOGETHER TO MAKE AVAILABLE TO CONTRACTORS, CONDO
MANAGERS AND CONDO ASSOCIATIONS.
Motion met with unanimous'approval.
Upon Motion by COMMISSIONER SORRELLI/MR. BURD, the meeting was adjourned

BUILDING AD -HOC COMMITTEE
RECOMMENDATIONS
1. Building permits:
a. change minimum fee for permit from $35 to $40 for up to $1,000 in value
b. change percentage charged for work over $1,000 from 1 percent flat to:
1.5 percent for work up to $500,000
1.25 percent for work above $500,000
c. add $25 fee fro Hurricane shutter certification paperwork
2. Electrical:
a. Currently charge based on size of panel
b. Modify to charge based on value of work using formula from l (b)
c. Other sub -permit fees as attached
3. Plumbing:
a. Currently charge based on $25 per fixture
b. Modify charge based on value of work using formula from 1(b)
c. Other sub -permit fees as attached
4. Fire suppression:
a. Currently charge based on $1.00 per head
b. Modify charge based on value of work using formula from 1(b)
5. Mechanical:
a. Modify to charge based on value of work as follows:
$50.00 fee — change of equipment less than 5 tons
$100.00 fee — change of equipment greater than 5 toms
6. Pools, waterfalls, ponds, and fountains:
a. Modify schedule to charge based on value of work using formula in 1(b)
above
7. Eliminate $2.00 fee charged for State regulated contractors to register with the
Town.
8. Do not modify procedure of charging separate fee for work done in large scale
within a particular condominium building (i.e. water heaters, balconies)
9. Add wood flooring to list of items requiring permit
10. Remove fee for crane work
11. Give building official discretionary powers related to fine associated with
work started or completed without an approved permit.
12. Reduce fee charged for demolition of single family home from $250.00 to
$150.00
13. Add provisions for construction storage units (see attached)
14. Calculate overhead and profit based on retail value of work, not construction
value (no change from present)
15. Do not change regulations related to open house signs (reference Tom
Andrews letter)
Proposed modification to Code of Ordinances, Chapter 12: Construction Sites
Add new section 12-11 as follows:
Sec. 12-11. Construction storage units.
(a) Allowability: construction storage units, defined as a unit not exceeding 200
square feet and not containing any utility service, shall be allowed to be placed on
construction sites. No advertising/signage shall be permitted on said units.
(b) Permitting: construction storage units shall require a permit from the Building
Department prior to placement on the site. No review by the Planning Board will
be required for these units. A general list of contents to be stored in the unit shall
be provided to the Building Department prior to the issuance of a permit. No
flammable materials shall be permitted to be stored in said unit.
(c) Number: No more than two construction storage units shall be permitted on any
one single-family construction site and no more than four construction storage
units shall be stored on any one multi -family construction site.
(d) Screening: All construction storage units shall be adequately screened to insure
that they are not visible from the public right of way.
(e) Tie -Down: all construction storage units shall be tied down to meet hurricane
standards adhered to by the Building Official of the Town. The tie down
requirement shall be at the discretion of the Building Official.
(f) Fee: a fee of $25 shall be assessed for placement of a construction storage unit.
Only one fee shall be assessed per -site -regardless of the number of storage units
placed on the site, provided the number complies with sub -section c above. An
c-k.-d' additional fee of $15 per inspection shall be assessed for inspection of tie down to
comply with sub -section a above.
(g) Removal: all construction storage units shall be removed from the construction
site prior to the issuance of a certificate of occupancy -for -the site. o-j `-f't_�

Should sales and /or construction trailers have special charges?
Define Value:
major difficulty here is how does one determine value, and what does it include?
We could make a statement that the value of a new / replacement dwelling is assumed to be
$200 sq ft.A/c area, $140 sq ft non A/c area under roof.
Or a special category for new/replacement dwelling of so much per sq ft. however it is
somewhat difficult to determine that sq ft fee if a sliding scale is used for the fee. Could base
a sq ft fee on a $1,000,000. value for a 3000 sq ft building
Fe use terms: New meaning a new building, Replacement meaning a new building replacing
building that was demolished, Replacement does not have Town impact fees, is not
iunted as a new dwelling unit for US Census report.

Definition of construction value: The value of all construction, including; but
not limited to, contractor supplied labor and material, subcontractor supplied
labor and materials, owner/decorator supplied labor and materials, and all
associated overhead, supervision and profit. The construction value should be
representative of the market value of construction as established by
comparable construction in the town.
