PUBLIC SAFETY ADVISORY BOARD
MEETING MINUTES
March 8, 2004 9:30 a.m
Chairman Anthony J. Casale opened the meeting at 9:30 a.m. in Commission Chambers.
Present were Lawrence R. Pitzer, Alfred Bresnahan and Harold Hagelmann. Dr.
Jonothan Wiener was present via speaker phone. Non -voting members present were
Assistant Fire Chief Charles Stravino, Officer Bob Gorman and Assistant to Town
Manager Sue Gray.
APPROVAL OF MINUTES
Upon MOTION by Mr. Hagelmann/Mr. Bresnahan, the minutes of the February 9, 2004
meeting were unanimously approved.
OLD/NEW BUSINESS
Officer Bob Gorman spoke with the members about the Police annual report and
organizational chart for the Highland Beach Police Department.
• Captain Tony Arajuo spoke with the members, and Mark Gish of the PBC
communications center gave a powerpoint presentation regarding the operations of the
dispatch center and how it works with Highland Beach. It was noted that the center
receives 85,000 calls a month with 35,000 of those being 911 calls.
Katie Hartman, dispatch communications for the fire department noted that their center
receives 20,000 calls a month, and answered questions from the board.
As Delray Beach provides service to Gulfstream and Ocean Ridge also, Chairman
Casale asked Sue Gray to obtain a report from Gulfstream on their operations with
Delray. This will be on the next meeting agenda.
There was discussion re bike riders and debris in the roadway. The Board felt the Town
needs to do a better job enforcing debris cleanup, either by police patrol or maintenance
patrol.
Resident Michael Marino (Seagate) spoke on the now wake zone in front of Seagate,
and how boaters getting in and out of their boats are knocked around from the wakes
of speeding boats. He would like a no wake sign placed in front of the marina.
Chairman Casale asked Sue Gray to check with the Coast Guard for the following:
1) can coast guard put any more official signs up to remind people of what speed limit
is.
is2) can coast guard step up enforcement in that segment of Intracoastal within the Town

of Highland Beach.
3) is there anything that precludes private property individuals or associations from
erecting signs on their own property asking people to observe speed limit.
The Board elected to visit the Delray Beach and Sheriff Dept's dispatch offices in the
next month. Sue Gray will coordinate several available days for this, and members may
go on an individual basis. There will be no April meeting, and at its May 10 meeting the
members will discuss their visits.
Dr. Wiener also asked for the next agenda that there be discussion re police and fire
rescue water based criminal activity.

With no further business to come before the Board, MOTION to adjourn was made by
MR. BRESNAHAN/MR. HAGELMANN at 11:10 a.m.
