2002.07.30_TC_Minutes_Workshop• TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesday. July 30.2002 __ 1:30 P.M. Mayor Thomas J. Reid called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Michael W. Hill and Gommissioners Robert L. Lowe and Rachaei Scala-Pistons were present. Commissioner John J. Sorrelli was absent. Town Attorney Thomas E. Sliney was also present, as were members of the general public. Town Manager Ben Saag was absent. After roll call, the Pledge of Allegiance was given. 1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA • Hearing no objection, Mayor Reid declared the Agenda accepted as presented. 2. PUBLIC COMMENTS AND REQUESTS Joseph Yucht, Boca Hi, addressed the Commission regarding (1) trouble spots regarding stormwater drainage on A1A and (2) the possibility of an additional ordinance expounding on the Board of Adjustment "findings of fact." Commissioner Scala-Pistons advised that problem stormwater areas on A1A have already been identified in anticipation of upcoming DOT work on the installation of bike lanes. Town Attorney Sliney advised it was his opinion that the Board of Adjustment "findings of fact" element was adequately covered by the existing documents dealing with each specific request for variance. 3. PRESENTATIONS NONE. 4. BOARDS AND COMMITTEES 1) BOARD CORRESPONDENCE: MEMORANDUM FROM FINANCIAL ADVISORY BOARD RECOMMENDING ACCEPTANCE OF 2002/2003 FY BUDGET. . BOARDS AND COMMITTEES (continued) Mayor Reid acknowledged receipt of the Financial Advisory Board memorandum recommending approval of the FY 2002/2003 Budget, including the millage rate. The Mayor advised that a Special Meeting to set the tentative millage, as well as schedule Public Hearings regarding the upcoming budget would be held immediately following the Workshop Meeting. B) BOARD VACANCIES: NONE. C) BOARD ACTION REPORT: NONE. D) MONTHLY BOARD MEETINGS: PREVIOUSLY DISTRIBUTED. 5. PROPOSED ORDINANCES AND RESOLUTIONS AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, AMENDING CHAPTER 4, SECTION 4-8, ENTITLED "LIGHTING RESTRICTIONS FOR PROTECTION OF SEA TURTLES." • Resident Jean Ellis, 4205 S. Ocean Blvd., who had requested this proposed ordinance - based on a Department of Environmental Protection model, and drafted by Town Manager Ben Saag -addressed the Commission with certain concerns she had with the ordinance text. After some discussion, it was suggested that Mrs. Ellis talk with Mr. Saag and present her concerns in this regard. 6. NEW BUSINESS NONE. 7. MISCELLANEOUS -ITEMS LEFT OVER (1) DISCUSSION RE EXECUTION OF LIBRARY GRANT AGREEMENT WITH THE STATE OF FLORIDA. After substantial discussion, it was the consensus to move this item to the August 6 Consent Agenda. (2) MINUTES FOR APPROVAL: It was the consensus to move the following sets of Minutes to the August 6 Regular Meeting for further consideration and possible approval: Minutes of Town Commission Workshop Meeting JuIy30.2002 Page 3 of 4 7. REPORTS -TOWN COMMISSION Commissioner Rachael Scala-Pistone - no report. Commissioner Ro~rt L. Lowe - no report. Because of a schedule conflict, Vice Mayor Michael Hil! requested consideration of a change in dates regarding an Executive Session and subsequent Public Hearing on Police negotiations, i.e. Executive Session on 9/23 or 9/27 and Public Hearing on 9/24 or 10/1. • Attomey Sliney will forward these dates to the parties involved and advise. Mayor Thomas J. Reid addressed the appointment of a Town resident to a newly formed 5-member Boca Raton Airport Advisory Committee. After some discussion, it was agreed that Joseph Yucht would be the Town's appointee. Mr. Yucht advised he would serve, and the item was moved to the August 6 Consent Agenda. (Other representatives: Palm Beach County, Delray Beach, Boca Raton, Deerfield Beach) 9. REPORTS -TOWN ATTORNEY Town Attomey Thomas E. Sliney - no report. 10. REPORTS -TOWN MANAGER NONE. 11.
