2002.04.30_TC_Minutes_Workshopt. • TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING WORKSHOP MEETING Tuesday. April 30. 2002 1:30 P M Mayor Thomas J. Reid called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Michael W. Hill, and Commissioners John J. Sorrelli, Robert L. Lowe and Rachael Scala-Pistone were present. Also present were Town Attorney Thomas E. Sliney and Town Manager Ben Saag, as were members of the general public. After roll call, the Pledge of Allegiance was given. 1. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA • Town Manager Ben Saag requested that the third item under his report (Trihalomethane Discussion) be deleted; hearing no objection, the Mayor declared the Agenda accepted as amended. 2. PUBLIC COMMENTS AND REQUESTS Jean Ellis, 4205 S. Ocean Blvd., suggested that the ordinance pertaining to turtle protection (No. 554) be reviewed and upgraded. Rosemarie Cutrone, 1005 Bel Air Drive, requested the temporary speed bumps on that street be removed. The Town Manager said he is awaiting word from the Town's insurance carrier in this regard (See March 26 Workshop Minutes). Some discussion followed regarding other types of "calming traffic" devices. Turtle Coordinator Jose Echeverria, 1112 Russell Drive, gave an update on nestings thus far. Dean Luce, 4511 S.Ocean Blvd., requested the right to speak when Attorney Sliney gave his report (AMCO litigation). Mayor Reid responded that it would appropriate for Mr. Luce to give his remarks at the May 7 Regular Meeting. Joseph Yucht, Boca Highland, gave the dates of forthcoming meetings regarding the Boca Raton Airport. Mr. Yucht also advised that Department of Transportation representatives he had invited to give a presentation were not in attendance (See PRESENTATIONS). PUBLIC COMMENTS AND REQUESTS (continued) At this time, Commissioner Lowe interjected with the suggestion that a formal policy be put in place regarding how and by whom an item could be placed on a Commission Agenda. Mr. Saag will draft a resolution in this regard. Concluding Public Comments, Jennifer Wood of Delray Beach expressed her opinion on the importance of sea grape trees on the dunes to prevent erosion. 3. PRESENTATIONS (1) DANIEL BATES, PALM BEACH COUNTY ENVIRONMENTAL PROGRAM SUPERVISOR: INHIBITION OF FURTHER BEACH EROSION. At Commissioner Rachael Scala-Pistone's invitation, Mr. Bates' presentation was geared to the idea that certain plantings on the frontal dunes of the Town's beach could inhibit further erosion, acknowledging, however, that most of the beach area was in good condition and only the south end of Town is more readily affected. Mr. Bates estimated that the total cost for the Town's entire 2.9 miles would be approximately $100,000 and, because all areas of the Town's beach are designated as private property, a discussion • ensued regarding expenditure of public funds for private property. Palm Beach County Commissioner Mary McCarty joined Mr. Bates, advising of available county grants for dune restoration, and saying she would work on the Town's behalf, but could not guarantee success. Mr. Bates and Commissioner McCarty also pointed out that in order to apply for the grant, private property owners would have to agree to a "public access" designation; then the county could do the work as well as maintenance. It was suggested that perhaps all beach property owners could be surveyed regarding this "public access" provision. (2) DEPARTMENT OF TRANSPORTATION - A1A CROSSING(S) AT SOUTH END OF TOWN. See Mr. Yucht's remarks under PUBLIC COMMENTS. (3) HELEN HARRALSON, AED/HEART STREAM (PHILLIPS MEDICAL SYSTEMS) CHIEF ROB MORELAND, EMS DIVISION CHIEF, DELRAY FIRE DEPARTMENT: DEFIBRILLATORS AS FIRST RESPONSE. Ms. Harralson and Chief Moreland were invited by Commissioner Scala-Pistone to give a defibrillator demonstration. However, Ms. Harralson, who was to provide the defibrillator, was not in attendance; therefore, Chief Moreland spoke briefly about the Minutes of Town Commission Workshop Meeting April 30. 2002 Page 3 of 6 3. PRESENTATIONS (continued) merits of the equipment. Mr. Saag advised that through the Community Oriented Police Program (COPS) any interested association could request a defibrillator demonstration; he also noted that all Town fire department and police vehicles are equipped, and units have been ordered for Town Hall departments. At this time, it was agreed to address item (1) under Miscellaneous-Items Left Over: (1) CORONADO UPDATE RE MANGROVE ISSUE Coronado resident David Lowe advised the county now has the information it needs, and that Ollie York had replaced Bill Maltz as Chair of the Mangrove Committee. Ms. York said she plans to follow through with the initial DEP recommendation to clean the area; she is expecting a professional estimate shortly, including a plan for the clean-up, as well as the cost of doing the job. 4. BOARDS AND COMMITTEES A) BOARD CORRESPONDENCE: NONE. B) BOARD VACANCIES: ONE (1) ON FINANCIAL ADVISORY BOARD. It was noted that Byron McKinley is eligible for reappointment, and has agreed to serve if reappointed. C) BOARD ACTION REPORT. NONE. D) MONTHLY BOARD MEETINGS: PREVIOUSLY SUBMITTED. 5. PROPOSED ORDINANCES AND RESOLUTIONS (1) A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ENTERING INTO AN INTERLOCAL COOPERATION AGREEMENT BETWEEN PALM BEACH COUNTY AND THE TOWN REGARDING COMMUNITY DEVELOPMENT BLOCK GRANT ACTIVITIES WITHIN PALM BEACH COUNTY. •.~. (2) A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, REQUESTING A PORTION OF THE COUNTY EMERGENCY MEDICAL SERVICE GRANT AWARD PROGRAM FUNDS. Town Manager Saag advised that these resolutions were routine, done on a yearly basis. It was the consensus to approve at the May 7 Regular Meeting. NEW BUSINESS (1) DISCUSSION RE: - DELRAY FIRE/RESCUE CONTRACT RENEWAL Town Manager Saag addressed the amendments to the current contract and answered questions to the Commission's satisfaction. The renewal will be considered at the May 7, Regular Meeting. (A copy of Mr. Saag's "Summary of Significant Changes" is attached hereto and made part of these Minutes). (2) DISCUSSION RE: -UPGRADE OF COMMISSION CHAMBERS AUDIO SYSTEM. The Town Clerk advised that a representative from Peerson Audio had reviewed the sound system in Chambers on April 15, and subsequently submitted a quote for the upgrade. It was advised that the Town of Palm Beach, per its Clerk, has had a long and satisfying working relationship with Peerson; the company also did the audio upgrade for St. Lucy's Church. After some discussion, it was the consensus to move this item to the May 7 Consent Agenda. • (3) APPOINTMENT OF MAYOR THOMAS J. REID TO NOISE COMPATIBILITY ADVISORYCOMMlTTEE FOR BOCA RATON AIRPORT. Responding to the committee's decision to have two (2) representatives from neighboring communities designated to serve, it was unanimous that Mayor Reid be the second Town appointee. (Joseph Yucht was appointed February 5). The item was moved to the May 7 Regular Meeting Consent Agenda. 7. MISCELLANEOUS -ITEMS LEFT OVER (1) CORONADO UPDATE RE MANGROVE ISSUE. See Section immediately following (3) PRESENTATIONS. (2) MINUTES FOR APPROVAL: The following sets of Minutes were moved to the May 7 Regular Meeting for further consideration and possible approval: MARCH 26, 2002 WORKSHOP MEETING APRIL 2, 2002 REGULAR MEETING APRIL 29, 2002 EXECUTIVE SESSION (POLICE NEGOTIATIONS) Minutes of Town Commission Workshop Minutes April 30. 2002 Page 5 of 6 8. REPORTS -TOWN COMMISSION Commissioner Rachael Scala-Pistone thanked all those involved with the recent events she had scheduled -the beach environmental meeting on April 4, and the Kiwanis "Key Club" beach clean-up on April 13. The Commissioner noted that both events were successful, and there were more beach clean-ups planned for the future. Commissioner Robert L. Lowe had no report. Commissioner John J. Sorrelli had no report. Vice Mayor Michael W. Hill had no report. Mayor Thomas J. Reid advised that Father Gerald Grace, Pastor of St. Lucy's Church, had given permission for employee parking in the Church lot during construction of the Reverse Osmosis Water Treatment Plant. The Mayor further advised that the Town had been designated a "Tree City USA" by the National Arbor Day Association for the 14th consecutive year. • Responding to the Mayor's question about the status of support from the neighboring communities regarding a "No Wake Zone" on the Intracoastal throughout the Town, Mr. Saag advised that Boca Raton had referred the request to their Marine Advisory Board, and Delray Beach had not yet replied. Mayor Reid also noted that Television Advisory Board Chair Arlin Voress had requested that the Board go on hiatus until further notice. There was no objection from the members. ' 9. REPORTS -TOWN ATTORNEY Town Attorney Thomas E. Sliney requested that the Commission schedule an Attorney-Client Private Session regarding the AMCO litigation immediately following the May 7 Regular Meeting. There was no objection. 10. REPORTS -TOWN MANAGER Town Manager Ben Saag reported on several issues: .Mari Suarez had transmitted to each member a copy of the Library Donations Policy. (Attached to and made part of these Minutes). • .Three (3) firms have been selected to serve the Town's future engineering needs: CH2M HILL, Ekler and SFRN (Shalloway et al); depending on the issue at hand, various areas of expertise will be available. .Beginning Monday, May 6, the back portion of Town Hall property will be blocked off and unavailable for parking due to the start of first-phase construction for the R.O. plant.
