FINANCIAL ADVISORY BOARD
QUARTERLY/REGULAR MEETING MINUTES
Wednesday, November 17 1999 10:00 A.M.
Chairman Felix R. Goldenson called the Regular Meeting to order in
Commissioner Chambers at 10:00 A.M.
Town Clerk Doris Trinley called the roll. The Chairman and Members
Byron McKinley, Charles Cohn and Marianne Salibello were present.
Also present were non -voting members Town Manager Ben Saag and
Finance Director Stan Novak.
Solid Waste Consultant Tim Hunt was present; however, no members of
the general public were in attendance.
NEW BUSINESS
Year -End Financial Statement
The Preliminary Balance Sheet and Revenue Expenditure Report was
reviewed, and all questions were answered to the members'
satisfaction.
• Discussion of Solid Waste Services
Mr. Saag gave background information regarding previous problems
with Browning & Ferris, Inc. (BFI) caused by re -organization of
their operation, as well as ongoing overcharges regarding
condominium landscape debris removal. Mr. Saag also advised that
BFI was interested in the firm renewing its contract with the Town.
He enumerated several areas in which BFI had entered into
negotiations with the Town regarding renewal of the contract, with
Mr. Hunt as consultant, which will result not only in improved
service, but an approximate 30% savings to the Town. Mr. Hunt
explained that, rather than go out to bid, it would be to the
Town's advantage to renew the contract with BFI because of its
familiarity with the Town, as well as the Town's contiguity with
Delray Beach, which BFI also services (Boca Raton has its own city -
run service). Also, Mr. Saag noted that state law does not require
going to bid when a "continuing service agreement" is being
considered.
Concluding discussion, Mr. Saag advised this issue will be
presented to the Town Commission in the near future.

OTHER
Mr. Saag advised that Mr. Novak had been awarded a "Certificate of
Excellence in Government Accounting" by the Government Finance
Officers Association.
ADJOURNMENT
There being no further business to come before the Board, Chairman
Goldenson adjourned the Quarterly/Special Meeting at 10:50 A.M.
upon MOTION by MR. MCRINLEY/MR. COHEN.
