FINANCIAL ADVISORY BOARD
REGULAR MEETING - MINUTES
Tuesday, July 11, 1989 9.30 A.M.
A Regular Meeting of the Financial Advisory Board was called to
order by Chairman Fred Firstenburg at 9:30 A.M. on Tuesday, July
11, 1989 in the Commission Chambers at Town Hall.
Members present included Chairman Firstenburg, Vice Chairman
Benjamin Cohen, Mr. Richard Brunton and Mr. Victor Page. Mr.
Grover Ensley was absent.
Also present were Mayor Joseph A. Boulay, Town Manager Mary Ann
Mariano, Chief Accounting Officer Stanley Novak and Deputy Town
Clerk Doris Trinley.
The Regular Minutes of June 13, 1989 were approved as submitted,
all members voting AYE.

Review of May Financial Statement
A review of both the revenue and expenditure portions of the May
Financial Statement was given by Mr. Novak. He noted that all
departments are within budgetary guidelines, with the exception of
the Finance Department which is about $5,000 short due to an
increase in salary needs (one permanent part-time position going
to full-time). Town Manager Mariano also informed the Board of a
possible additional expenditure under "Professional Services
Other" as it relates to outside attorney fees when the Hidden
Harbor suit goes to court in about four (4) weeks. Said outside
attorney was hired in accordance with the Town Commission's
wishes, she added. Mr. Novak stated that overall the Statement
was on target, with six (6) billing periods left in the current
fiscal year.
Discussion re 1989/90 FY Budget
A general discussion took place regarding the Board's final review
of the 1989/90 FY Budget. Chairman Firstenburg asked about the
charges for Palm Beach County Fire Rescue services and if there
was a possibility that they could cancel the Town's contract with
them due to annexation activities by neighboring areas, etc. Town
.Manager Mariano explained that the contract calls for a 16-month
advance notice by either side should the Town or the county decide
to cancel the contract. Mrs. Mariano further stated that she is

awaiting a copy of the legislaton that Palm Beach County Fire
Rescue says exists regarding their not paying rent on their
facilities here. Depending on the outcome of this request, Mrs.
Mariano explained that an additional source of revenue may be
realized.
In answer to a question by Mr. Brunton regarding reserve funds,
Mr. Novak responded that the general increase in overall reserves
would be $339,598.
Town Manager Mariano noted that "Total Proposed Operating Expendi-
tures" would increase from 3.4% to 5.6% due to county fire rescue
rates.
Mr. Cohen addressed the topic of re -assessment. Town Manager
Mariano responded that the county is responsible for same and does
not need to notify the Town. She added that the Town could only
benefit from such an action.
The proposed millage rate for fiscal year 1989/90 was then
addressed by the Board. After some discussion, and upon MOTION
made by Mr. Cohen and seconded by Mr. Page, the Board recommended
a rate of 2.6917.
Since their final review of the Fiscal Year Budget for 1989/90 was
completed, it was the CONSENSUS of the members that the date of
their next meeting not be scheduled at this time.
Upon proper MOTION, Chairman Firstenburg, sec nded by M�. Cohen,
