REGULAR MEETING - MINUTES
Tuesday, May 16, 1989 9.30 A.M.
A Regular Meeting of the Financial Advisory Board was called to order
by Chairman Fred Firstenburg at 9:30 A.M. on Tuesday, May 16, 1989 in
the Commission Chambers at Town Hall.
Members present included Chairman Firstenburg, Mr. Grover Ensley, and
Mr. Victor Page. Mr. Benjamin Cohen and Mr. Richard Brunton were
absent.
Also present for the meeting were Mayor Joseph Boulay, Town Manager
Mary Ann Mariano, Chief Accounting Officer Stanley Novak and Deputy
Town Clerk Redawna Bavender.
The Regular Minutes of April 20, 1989 were approved as submitted. All
members voted AYE.

Discussion re 1989/90 FY Budget
Mrs. Mariano and Mr. Novak reviewed the proposed 1989/90 FY Budget,
noting the overall increase is 3.7%, which includes the anticipated
cost of living and merit increases and additional personnel in the
maintenance department.
Upon questioning regarding the Recreation and Open Space finances, Mrs.
Mariano explained the basic concept of the Recreation and Open Space
Land Ordinance and noted a proposed survey is being prepared to send
out to the community regarding such a park in Highland Beach.
It was noted that the Town Commission salary requirements have
increased this year. Mrs. Mariano explained that the Commission has
shown an interest in increasing their salary, therefore, the additional
funds were included in this budget just to be ready if and when their
request becomes official.
Mr. Novak stated the increase in salary requirements in the Finance
Department is due to the fact that they are requesting the part time
position be made a full time position.
Mrs. Mariano stated she is requesting two additional full time
maintenance employees to specifically work on the landscaping and to
• take over the janitorial services for the Town Complex.

Regarding the Greening Committee donation of $5,000, Mrs. Mariano
stated the money will be placed into a contingency fund and will be
available to the Greening Committee for their use, but the unused
portion will not "roll over" at the end of the fiscal year.
Mrs. Mariano noted the water department and police department have
requested new vehicles for next year.
After further discussion, it was the CONSENSUS of the Financial
Advisory Board to accept the proposed expenditures included in the
1989/90 budget.
Mrs. Mariano stated the only budget transfer for this month was taken
care of administratively being that it dealt with a small transfer
within the library department.
Mrs. Mariano noted that Juno Beach is doing a survey regarding
salaries, fringe benefits, etc., and Mr. Novak has requested a copy of
such report. The Financial Advisory Board will receive a copy when it
becomes available.
The next meeting of the Financial Advisory Board was scheduled for June
13, 1989 at 9:30 A.M.
There being no further business to discuss at thi-s time, the eeting
was adjourned at 10:50 A.M.
