1988.12.13_FAB_Minutes_RegularTOWN OF HIGHLAND BEACH, FLORIDA 0 FINANCIAL ADVISORY BOARD REGULAR MEETING - MINUTES Tuesday, December 13, 1988 9.30 A.M. A Regular Meeting of the Financial Advisory board was called to order by Chairman George Harbin at 9:30 A.M. on Tuesday, December 13, 1988 at Town Hall. Members present included Chairman Harbin, Fred Firstenburg, Richard Brunton, Grover Ensley and Benjamin Cohen. Also present for the meeting was Mayor Betty Jean Stewart, Town Manager Mary Ann Mariano, Chief Accounting Officer Stanley Novak and Deputy Town Clerk Redawna Bavender. A MOTION was made by Mr. Ensley/Mr. Firstenburg to approve the minutes of the November 14, 1988 Regular Meeting as submitted. All members voted AYE. Election of Officers Mr. Firstenburg was nominated for Chairman by Mr. Ensley and seconded by Mr. Brunton. As there were no other nominations, Mr. Firstenburg • was announced as the new Chairman of the Financial Advisory Board. Mr. Cohen was nominated for Vice -Chairman by Mr. Ensley and seconded by Mr. Brunton. As there were no other nominations, Mr. Cohen was announced as the new Vice -Chairman of the Financial Advisory Board. Correspondence Town Manager Mariano addressed her memorandum dated December 8, 1988 regarding Requests for Information, etc. and stated it has become a problem with some of the other boards and elected officials. It is her belief this should control the problem. OLD BUSINESS: Water Rates at Holiday Inn Mrs. Mariano and Mr. Novak first addressed the sewer rates for Holiday Inn. Mrs. Mariano noted Ordinance No. 543 and quoted in -part: "The Holiday Inn sewer bill is billed on the basis of one hundred (100) per ceryt of water use....The amount of consumed water multiplied by the actual cost of _treatment will constitute the one hundred (100) per cent." • FINANCIAL ADVISORY BOARD • Regular Meeting - Minutes December 13, 1988 Page 2 of 3 As the Finance Department is presently billing for the water treatment fees ($.75 per 1,000 gallons) rather than the sewer treatment fees, ($1.42 per 1,000 gallons, as charged by Delray Beach) Town Manager Mariano has directed the Finance Department to bill Holiday Inn for the sewer treatment fees. Mr. Novak related the information in the Analysis of Water and Sewer Rates for Holiday Inn based on November/December 88 billing sheet. Mr. Novak noted the potential total increase in annual sewer revenue with Delray Sewer System costs would be approximately $4,900 per year. In discussing the water rates for Holiday Inn, Mrs. Mariano noted that the Town could not charge a per unit charge inasmuch as the Town Code presently states "dwelling unit". Mr. Novak and Town Manager Mariano advised that if the Town Code was to be amended to remove the word "dwelling" and a unit charge was made on the Holiday Inn for water bills, the total potential increase in annual water revenue would be approximately $4,176 per year. A MOTION was made by Mr. Ensley/Mr. Firstenburg to concur with the Town Manager's recommendation to remove the word "dwelling" from the phrase "per dwelling unit" from Chapter 29, Section 29-10 of the Town Code entitled "Charge for Water Service". The MOTION carried unanimously. . Status of Insurance Package Evaluation Town Manager Mariano noted that Town Employees currently have a $5,000 life insurance policy which is part of the Municipal Health Trust Fund. Mr. Firstenburg questioned if employees would be willing to contribute to buying more life insurance if they desired more. Mrs. Mariano noted that she and Mr. Novak are currently looking at several different options, and after the first of the year, will be able to get more detailed information regarding such plans. This evaluation was deferred to the next agenda when more information will be available. Status of Salary/Merit Ranges Mr. Firstenburg stated he has done only preliminary evaluations and they are not in any final form. He has looked at Boca Raton, Delray Beach and Boynton Beach. Mrs. Mariano suggested he look at a few small cities in the area for comparison since Highland Beach is a small town. Mr. Firstenburg noted he will only be looking at salaries, vacation time, sick leave and holidays. He further noted that preliminary findings are showing that Highland Beach is not excessive in any way. • LJ 0 FINANCIAL ADVISORY BOARD Regular Meeting - Minutes December 13, 1988 Page 3 of 3 The performance evaluations report prepared by Town Manager Mariano at the request of Mr. Brunton was discussed. Several philosophies regarding the bell curve were raised. Mr. Firstenburg will continue his study and this item will be discussed again at the next meeting. NEW BUSINESS: The expenditure and revenue portions of the October Financial Statement was reviewed by Mr. Novak. Mr. Novak noted the auditors are Coopers and Lybrand again this year, and the audit will be complete this week. The audit drafts will be ready for the next meeting and the Financial Advisory Board will review the drafts twice before finalizing. The next Regular Meeting of the Financial Advisory Board will be scheduled at a later date to ensure the audit report is available for that meeting.
