REGULAR MEETING - MINUTES
Monday, November 14, 1988 9 30 A.M.
A Regular Meeting of the Financial Advisory Board was called to order by
Chairman George Harbin at 9:30 A.M. on Monday, November 14, 1988 at Town
Hall.
Members present included Chairman Harbin, Fred Firstenburg, Richard
Brunton and Grover Ensley. Mr. Benjamin Cohen was absent.
Also present for the meeting was Town Manager Mary Ann Mariano, Chief
Accounting Officer Stanley Novak and Deputy Town Clerk Redawna Bavender.
The Regular Minutes of August 9, 1988 were approved as submitted. All
members voted AYE.
Correspondence:
Town Manager Mariano addressed the Board regarding the memorandum she
sent on October 4, 1988 regarding the water rate increase. The Town
Commission has requested that the Financial Advisory Board reevaluate
the water rate fee schedule in six months. The FAB noted they will
review this in the March -April time frame.
Mr. Firstenburg questioned the water and sewer rates for Holiday Inn.
Mr. Novak explained that for sewer rates, they are billed for direct
usage rather than a flat rate. For water rates, Holiday Inn is excluded
on the per unit charge. Town Manager Mariano and Mr. Novak will study
this situation and report to the FAB at their next meeting.
Old Business:
Town Manager Mariano reported that the FY 1988-89 Budget was adopted by
the Town Commission. All requirements have been met with the Department
of Revenue and all necessary forms have been filed with the State.
The FAB members complemented the Town Manager, and all others who
participated in the compilation of budget information, on the excellent
quality of the budget package.
Mr. Firstenburg questioned Town Manager Mariano regarding trash and
garbage rate increases. Town Manager Mariano replied those increases
come from County Sanitation and are within the guidelines of their
contract.
Town Manager Mariano reported attending a Solid Waste Authority meeting
recently where recycling was discussed and will continue to be discussed
during the next few months. The State requires Palm Beach County Solid
. Waste Authority to cut down on the waste brought to a landfill by 1993.
This recycling specifically deals with glass, aluminum, plastic and
newspaper.

New Business:
The Financial Advisory Board reviewed the September Financial Statement
noting it was the end of the year report for fiscal year 1987-88.
Long Report Evaluation:
It was noted that one Commissioner had questioned the appropriateness of
the 0-5% merit increase ranges whereupon the Town Commission asked the
FAB to reevaluate the Long Report. Mr. Firstenburg volunteered to
research salary ranges and merit ranges in surrounding cities.
It was also noted that the Town's fringe package should be evaluated to
assure its comparability with other agencies. Town Manager Mariano,
along with Mr. Novak, will prepare a study of various insurance packages
and possibilities. Town Manager Mariano is also considering preparing a
survey for the employees of the Town in order to evaluate what kind of
benefits employees are interested in.
Discussion re Members Notebooks:
Town Manager Mariano presented a draft of the Financial Advisory Board
Manual and explained it will be used primarily as a guideline for
• members and to educate new FAB Members. All other Town Boards are
currently preparing notebooks as well. The proposed manual was reviewed
with no changes being recommended by the FAB.
The next meeting of the Financial Advisory Board has been scheduled for
December 13, 1988 at 9:30 A.M. The election of officers will take place
during the meeting, as well as to discuss the status of the Audit report
and the preliminary status of those reports as noted above.
