1987.12.07_FAB_Minutes_Regulara TOWN OF HIGHLAND BEACH, FLORIDA FINANCIAL ADVISORY BOARD MINUTES - REGULAR MEETING Monday, December 7, 1987 9.30 A M. A meeting of the Financial Advisory Board was held at 9:30 a.m. on Monday, December 7, 1987, at Town Hall. Members present included Richard Brunton, Ben Cohen, Grover Ensley, and Reese James. Mayor Betty Jean Stewart and Town Manager Hugh D. Williams were also present throughout the meeting. Following review and upon MOTION properly made and seconded, the minutes of the November 23, 1987 meeting were accepted and approved as written. The Chair noted that a vacancy now exists in the F.A.B. due to Mr. Peklenk's resignation. The "Board" then addressed the agenda items: LONG REPORT The remaining area of this report scheduled for review is the matter of job evaluations and proposed wage ranges for each position. To assist the F.A.B. in it's review, Long Associates were requested and agreed to provide the background data that was the basis for their recommendations. The job evaluations were made available and upon review were determined to follow the usual and accepted method for establishing the appropriate value for each position in the Town. It is the recommendation of the F.A.B. that this aspect of the report be accepted by the Town Commission. Unfortunately, the wage survey data has not been made available, however, following review of the "Long" proposed wage ranges, together with other independent wage date provided by the Town Manager, it is the recommendation of the F.A.B. that the "Long" proposed wage ranges be accepted subject to a maximum 40% range in each position. It is believed that this 40% range provides the adequate opportunity for employee financial growth. It is also recommended that the Town Manager conduct a bi-annual review of wages paid in comparable communities to assure that our wage ranges represent -the current market. 1986/87 BUDGET TRANSFER The Town Manager advised that his proposed policy for the timely management of budget variances would be available for the F.A.B. January 11, 1988 meeting. Financial Advisory Board -Regular Meeting Minutes November 23, 1987 Page 2 WATER RATES This matter received some preliminary discussion following which it was agreed that the Town Manager would have a definitive proposal for the next F.A.B. meeting.
