FINANCIAL ADVISORY BOARD
Minutes of Regular Meeting
Monday, November 9, 1987 9:30 A M.
A meeting of the Financial Advisory Board was held at 9:30 a.m. on
Monday, November 9, 1987, at Town Hall.
Members present included: Richard Brunton, Ben Cohen, Grover
Ensley, and Reese James. Member Walter Peklenk was absent.
Mayor Betty Jean Stewart and Town Manager Hugh D. Williams were
also present throughout the meeting.
Following review and upon MOTION properly worded and seconded, the
Minutes of the October 26, 1987 Meeting were accepted and approved
as written.
Under "Correspondence", it was noted in the Town Commission
"Agenda Action Report" for it's November 3, 1987 meeting that "an
ordinance amending garbage charges was adopted." This item had
not previously been reviewed by the F.A.B. prior to adoption.
At this pointin the meeting and by invitation, Ms. Carolyn Long,
of Long and Associates, joined the meeting to assist the F.A.B. in
its' understanding of the recommendations contained in their
report.
An in-depth discussion of the Long Report then followed, during
which it was noted the absence of and the need for a quantative
report regarding the establishing of the classification and value
of each Town position. In view of the value of this additional
information, the Town Manager advised that he would proceed to
request this material from Long Associates, at a cost not to
exceed $350.00. The F.A.B. concurs and recommends favorable
action on this proposal.
Following further discussion and review with Ms. Long, the Town
Manager has agreed to develop specific proposals regarding the
Long Report for the F.A.B. meeting on November 16, 1987. The
F.A.B. does intend to complete its' review and recommendations of
this "Report" by December lst, providing the necessary data and
the Town Manager's proposals are available in a timely fashion.
The F.A.B. extended its' appreciation to Ms. Long for her time and
assistance and then, noting the time as 12 Noon, a MOTION was made
to adjourn, with the next meeting being scheduled for Monday,
November 16, 1987, at 9:30 a.m.

RE: POLICE DEPARTMENT
In a recent meeting with Town Mannager Williams, Police Chief
Cecere, Patrolmen Representative A. Wideletz and Police Ad-
visory Board Chairman Blum, we discussed the inequity of using
an .employee's hiring date as the anniversary date for annual
review.
We suggested once an employee receives a promotion into a new
job classification, the promotion date of the employee should
be used as the annual review date. Each succeeding promotion
would also use:the new date for annual review.
This suggestion was received favorably by all attending the
meeting and is passed on to you for your consideration in
establishing criteria for employee review.
