FINANCIAL ADVISORY BOARD
Minutes of Regular Meeting
Tuesday, October 13, 1987 9.30 A.M.
A meeting of the Financial Advisory Board was held at 9:30 A.M. on
Tuesday, October 13, 1987, at Town Hall.
Members present included Richard Brunton, Ben Cohen, Walter Peklenk and
Reese James. Member Grover Ensley was absent. Town Manager Hugh D.
Williams was also present throughout the meeting.
Upon MOTION properly made and seconded, the Minutes of the September 22,
1987 Meeting were approved as written.
The Financial Advisory Board is in receipt of a copy of a memorandum
from Mayor Stewart regarding the terms of employment of the newly
employed Chief Financial Officer for Highland Beach. Following
discussion re this matter, it was the sense of the Financial Advisory
Board that since this Board had not been involved in any aspects of this
employment, that it was not incumbent upon the Financial Advisory Board
to take any action regarding either the memo or the subject as a whole.
At the request of the Financial Advisory Board Members, it was decided
to review Town Resolution #477 dated August 6, 1985, which Resolution
establishes the Financial Advisory Board and the parameters of its
operation. During the discussion, it was noted that the single role of
the Financial Advisory Board is one of REVIEW and ADVISE the Town
Commission on matters of a financial nature; however, concerns were
expressed that the Town Commission may be expecting and assuming that
the Financial Advisory Board would involve in an in-depth study to
include research into the subject material. The Financial Advisory
Board does not consider this aspect to be included in its role. It is
the role of the Town Manager to initiate and develop the basis for his
proposals on all matters including those of a financial nature. It is
the role of the Financial Advisory Board to review and advise on such
proposals but it is the role of the Town Commission to approve, modify
or disapprove the Town Manager's proposals and thus the final
responsibility. This matter has received such review and discussion out
of concern that the Town Commission may be expecting more than Town
Resolution #477 provides and the Financial Advisory Board is intending
to provide.
The meeting then proceeded with the day's agenda:
- Employee Retirement Plan
The Town Manager's memos of 6/12, 8/12, 9/23 as well as
Town Resolution #517 dated October 6, 1987, regarding this
matter. It is the sense of the Financial Advisory Board
that, inasmuch as the Town Commission has taken final

action toward implementing this proposal, the Financial
Advisory Board will make no further comments on the
subject.
- Long Report
Minutes of prior Financial Advisory Board Meetings do
indicate that the Financial Advisory Board has reviewed
and accepted the concept as expressed in the Long Report;
however, the Financial Advisory Board has also gone on
record as requesting the "Raw Data" that formed the basis
for the recommendations contained in the "Report". The
Town Manager was again requested to make this data avail-
able for the Financial Advisory Board Review at an early
meeting. Concern also continues to be expressed over
the absence of job descriptions and point --weighting of
each town position as well as the total absence of the
Police Department participation in the study. It is
inconceivable to the Financial Advisory Board such a
situation could exist in carrying out a Town Commission
directed study of this importance.
The meeting adjourned at 12 noon with the next meeting being scheduled
for Monday, October 26, 1987 at 9:30 A. M.
