A meeting of the Financial Advisory Board was held at 10:00 a.m. on Monday July 14, 1986 at Town Hall. Those attending included members Richard Brunton, Ben Cohen and Reese James. Member Walter Peklenk was absent due to illness. Commission- er Grier and Town Manager Williams were also present throughout the meeting. The Minutes of the June 23, 1986 meeting were approved as written. The Chair read memoranda from the Police Department regarding wage changes and promotions. The Town Manager reviewed personnel changes that have occurred since the June 23, 1986 Meeting of the FAB and those that are scheduled to occur on or about the start of the new fiscal year October 1, 1986, such changes having been discussed with and concurred in by the FAB at a prior meeting. It was also noted that these changes had been reviewed with the Town Commission at a Special Meeting held May 19, 1986. The Town Manager then reviewed some preliminary data for the 1986/87 budget and it was especially noted that the following factors have a significant impact on the budget: - Sewer, Trash and Fire fees - The availability of firm costs of these items is dependent on data provided by the suppliers and is not yet available. - Uncertainty of firm data re gross, taxable, real estate values - Recent data from the County Assessor's Office suggest some error in the report. - Uncertainty of revenue sharing - This data too comes from the county and is not yet available. - Town Charter Millage cap at 5 Mills - While it is expected that the 86/87 budget will come in under this cap, it must be recognized,that the cap does exist. The Town Manager stated that he will have more complete data availa- ble prior to the next FAB meeting. Financial Advisory Board Meeting July 14, 1986 Page 2 of 2 The Town Manager reported that discussions with Centel Cable Company were still on -going and expects to have a further report for the next FAB meeting. The proposed ordinance re impact fees was discussed and will again be reviewed at a future FAB meeting. The meeting adjourned with the next meeting being set for Monday, July 28, 1986.
