1986.01.27_FAB_Minutes_Regularr TOWN OF HIGHLAND BEACH, FLORIDA FINANCIAL ADVISORY BOARD January 27, 1986 10:00 A.M. A meeting of the Financial Advisory Board was held at Town Hall on Monday, January 27, 1986 at 10:00 a.m. Those attending included membrs Richard Brunton, Walter Peklenk, and Reese James. Member Ben Cohen was excused because of illness. Town Commissioner Grier and Town Manager Williams were also present throughout the meeting. The Minutes of the January 8, 1986 Meeting were approved as written. The following two subjects were then reviewed at the Commissioner's request: Auditors report for fiscal 1984/85 The report was reviewed on a page by page basis with only the following areas requiring comment: - Page 19 re Commitments and Contingencies: The FAB is concerned with the question of potential unfunded liability to the city of Delray Beach as it pertains to the agreement between Highland Beach and Delray Beach for the disposal of sewage from Highland Beach. Such agreement is now in challenge by Delray Beach and could, under higher court re- view, be the basis for a significantly higher liability than the present sewage charges are now providing. Note was made at the contract terms, length of contract and Town Attorney Sliney's court action to bring about a resolution of this matter. - Page 30, Item 1 - Review procedures re deferred Compensation Plan: The FAB discussed the auditor's comments and felt it should recommend to the Town Commission that the Town Attorney be asked for a legal opinion as to the elected officials responsibility and expo- sure re these funds. - Promotion of Jack Lee The Town Manager reviewed for the FAB the circumstances that prompted his action in promoting Mr. Lee as well as the wage adjustment that accompanied the promotion. The discussion then covered such items as Mr. Lee's qualifications, his performance and the fact that the FAB has already scheduled for review the Town's organiz- ational chart, the wage schedule and the fringe benefits. Minutes of the Financial Advisory Board January 27, 1986 Page Two of Two Although the FAB would have preferred that this action had been deferred until after the forthcoming review, the FAB is also aware of the circumstances that prompted the Town Manager to take such action as was taken. With the above in mind, the FAB recommends the following in this matter: 1. That the wage level of $26,884 be authorized. 2. That the grade and title of the position be left open pending the review as referred to earlier. 3. That Mr. Lee's next wage review not be held prior to December 1986, his employment date.
