MINUTES OF TOWN COMMISSION MEETING
SPECIAL MEETING
Tuesday. September 16, 2003 4.00 P M
Mayor Thomas J. Reid called the Special Meeting to order in Commission Chambers at
4:00 P.M., advising its purpose was discussion and consideration of the Town's history
book -its cost, contract with author, marketing, and whether to sell it or give it as a gift.
Town Clerk Doris Trinley called the roll. The Mayor and Commissioners John J. Sorrelli
and Robert L. Lowe were present. Vice Mayor Michael W. Hill and Commissioner
Rachael Scala-Pistone were absent.
Town Attorney Larry Corman and Town Manager Ben Saag were also present, as was
the book's author, Sandy Simon.
After roll call, the Pledge of Allegiance was given.
• Mr. Simon presented his opinions on the number of copies to be ordered, cost,
marketing and sales. Members of the Commission then discussed at length the same
factors with the following conclusions:
.3,000 copies would be ordered by the Town; Mr. Simon would order
1,000 on his own.
.As property owners had already paid for the book through their taxes,
one copy would be a gift to each interested property owner, accomplished
in a similar fashion as voting, i.e., with proper identification,
the recipient's name would be highlighted in a Palm Beach County
tax roll book and he/she would receive his/her copy. If property is
owned by a Mr./Mrs. only one copy per household would be given.
If additional copies were required, it would be suggested that the
property owner make a donation, with all donation monies being turned over
to the Friends of the Library or a similar Town organization. In any
event it was the consensus that the Town not be in the sales or
marketing arena.
Following discussion, MOTION by COMMISSIONER LOWE/COMMISSIONER
SORRELLI, followed by unanimous roll call vote, called for the purchase of 3,000 copies
of the book to be given to property owners as a gift.

An additional MOTION by COMMISSIONER SORRELLI/COMMISSIONER LOWE,
followed by unanimous roll call vote, approved an $8,000 increase to the $12,000
budgeted for the book to cover its total cost (3,000 x $6.60 = $19,793).
A substantial discussion took place regarding the termination Mr. Simon's contract, which
he requested. It was the consensus that Mr. Corman would modify the contract, to all
parties' satisfaction, to accomplish this.
Mayor Reid suggested a change in the cover of the book, to reflect only Highland Beach;
however, it was not known if this could be accomplished because of time constraints
regarding ordering.
As to a reception to launch the book, Mr. Saag said he thought the idea ill-advised since
it was previously decided that the Town would not be involved with its sale or marketing;
should Mr. Simon wish to host such a reception, the Mayor would be available to sign
copies.
There being no further business to come before the Commission at this time, Mayor Reid
adjourned the Special Meeting at 5:00 P.M. upon MOTION by COMMISSIONER

attached hereto and made part of these Minutes.
