1988.05.18_CEB_Minutes_WorkshopTOWN OF HIGHLAND BEACH, FLORIDA CODE ENFORCEMENT BOARD WORKSHOP MEETING - MINUTES Wednesday, May 18, 1988 9.30 A M. The Workshop Meeting of the Code Enforcement Board was called to order by Chairman William E. Paul at 9:30 a.m. on Wednesday, May 18, 1988, in the Town Commission Chambers at Town Hall. The Recording Secretary called the roll. Present were: Chairman William E. Paul, Vice Chairman Joseph Boulay, Lowell Blum, Theodore Boepple, Edward Pearlstein, and Joseph Sieff. Pamela Perona was absent. Also present were: Town Attorney Thomas E. Sliney, Building Official/Code Enforcement Officer Bruce Sutherland, Town Manager Mary Ann Mariano, Recording Secretary/Deputy Town Clerk Elizabeth L. Kolek, and members of the general public. OLD BUSINESS: CITATION NO. 2273 - Centel Cable Television has an order to comply within 60 days of April 20, 1988. No action can be taken at this time. NEW BUSINESS: CITATION NO. 2276 - Mr. David Hayes, Overgrown vegetation on lot. Town Code Chapter 15, Section 15-3. Building Official Bruce Sutherland stated that the lot was cleaned up on May 12, 1988 and is in complete compliance, with no further action necessary. CITATION NO. 2277 - Parker Highlands Condominium Association, Nuisance on private property, noise level. Town Code Sec. 17-2 and 17-3. Compressors and pumps at the South end of the building make noise that is beyond an acceptable level (next to a single family home). An accoustical fence, 6 feet high, is to be installed, with work to begin today, the Building Official stated. CITATION NO. 2278 - Highland Beach Drive Associates LTD., Swimming pools in front yards shall be concealed from view from public thoroughfares. Hedges should be 4 to 5 feet high. Town Code Sec. 5.2(b) (3) . Building Official Sutherland Stated that work is to begin today on the .• installation of the hedge. • CODE ENFORCEMENT BOARD - WORKSHOP MEETING MINUTES May 18, 1988 Page 2 of 2 CITATION NO. 2279 - Highland Beach Drive Associates LTD, Landscaping and concealing requirements, driveway shall be buffered by living hedge, minimum height 3 feet, Town Code Sec. 5.8(b). Building Official Sutherland stated work is to begin today on installing the hedge and feels assured the work will be completed. Town Attorney Sliney stated that the Building Official should specify a certain number of days for compliance. Town Manager Mariano stated that the 2nd notices will be sent after May 18 to the property owners where cuttings and debris is being deposited and accumulating, since it is the property owners responsibility. Town Manager Mariano stated that the Town is waiting to find out what the U. S. Army Corps of Engineers and the D.E.R. require of the property owners regarding the Broadview Property. No work is presently being done so they are not in violation. There being no further business to discuss, Chairman Paul adjourned the Workshop meeting at 9:50 a.m. APPROVED: William E.
