1987.04.15_CEB_Minutes_WorkshopTOWN OF HIGHLAND BEACH, FLORIDA • CODE ENFORCEMENT BOARD WORKSHOP MEETING - MINUTES APRIL 15, 1987 9:30 A.M. The Workshop Meeting of the Code Enforcement Board, Town of Highland Beach, Florida, was called to order in the Town Commission Chambers at Town Hall at 9:30 A.M. by Acting Chairman Novak. The Recording Secretary called the roll. Present were Messrs. A. Novak, T. Boepple, E. Pearlstein, J. Sieff, E. Snyder, J. Boulay and W. Paul. Also present were Code Enforcement Officer A. Abbate, Town Manager H. Williams, Town Attorney Steven Abrams, Recording Secretary A. Kowals and members of the general public. The Recording Secretary read the February 18, 1987 Code Enforcement Board Workshop Meeting Minutes. Approval of these Minutes was deferred to the Regular Meeting. Acting Chairman Novak welcomed William E. Paul who was appointed by the Town Commission to serve as a Regular Member on the Code Enforcement Board. The first order of business, said Acting Chairman Novak, would be the election of a Chairman. Dr. Sieff nominated Bill Paul Chairman of the Code Enforcement Board. Mr. Boepple seconded the nomination and added Mr. Paul is a former Town Commissioner who served several years on the Code Enforcement Board. All members were in favor of the nomination; Mr. Paul was unopposed. Acting Chairman Novak requested the newly elected Chairman take his appropriate chair and conduct the remainder of the Workshop Meeting. When Chairman Paul questioned the need to elect a member as Secretary of the Board (per the by-laws), members said that matter was discussed at previous meetings and it was unanimously decided that was unnecessary. Chairman Paul stated that at the Regular Meeting, the agenda drawn for the March 18th meeting will be followed and the Citations listed under New Business will again be postponed due to lack of adequate notice to the three violators who are being represented by the same attorney. Vice Chairman Novak said it was his understanding there was a fourth citation regarding an illegal structure on the roof of the Regency Highland. Town Attorney Abrams advised the Board that Attorney Marchbanks who is representing the violators is aware of this meeting; however, he was just notified of the hearing yesterday and had a conflict with the • hearing this morning. When Mr. Snyder questioned if the Chairman would want to call a Special Meeting or wait until the next Regular Meeting in May, Chairman Paul said he would wait until the May Meeting as this situation has existed since 1974. Chairman Paul asked what the consensus of the Board would v M •CODE ENFORCEMENT BOARD Workshop Meeting - Minutes April 15, 1987 Page 2 of 2 be regarding a delay of another month with adequate notice (at least a two week period of notice is necessary). Dr. Sieff stated his feelings were that the Board can wait an additional two weeks to handle these issues at the next Regular Meeting. When Town Manager Williams suggested the Board ask the Town Attorney what the proper time -frame for notification would be, Town Attorney Abrams said he is not sure there is a standard and he would like to look into the matter to see if there is anything in the Code that prescribes an exact time. Chairman Paul suggested adjourning this Workshop Meeting and beginning the Regular Meeting so that what the Board decides would be official.
