2003.05.22_TC_Minutes_Specialr TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING SPECIAL WORKSHOP MEETING Thursday May 22 2003 9:30 A.M. Mayor Thomas J. Reid called the Special Workshop Meeting to order in Commission Chambers at 9:30 A.M., advising its purpose was as follows: (1) PRESENTATION BY LEONARD BELL, CHAIRMAN, LIBRARY STUDY COMMITTEE (2) DISCUSSION - re: LIBRARY DESIGN CRITERIA Town Clerk Doris Trinley called the roll. The Mayor and Commissioners John J. Sorrelli, Robert L. Lowe and Rachael Scala-Pistone were present. Vice Mayor Michael. W. Hill was absent. Town Manager Ben Saag, members of the Library Study Committee and the general public were also present. Town Attorney Thomas E. Sliney was absent. Leonard Bell introduced members of the Libra Study Committee, and then turned the ry presentation over to Vice Chairman James Neihoff. Judge Neihoff advised that the Library Study Committee had approached its work being mindful that the plans must meet the criteria of the State to be eligible for the already approved $500,000 grant, as well stay within the $2,000,000 million loan previously approved by referendum. Judge Neihoff also advised there were three (3) sets of plans which would be explained in detail by the architect later on in the meeting, i.e., one-story plans 1-A and 1-B, and a two-story plan. He noted that, after much deliberation, plan 1-A was being recommended by the Committee, having a larger community room and stack area than plan 1-B (both plans provide room for expansion); the two-story plan was not only cost prohibitive, but might cause the $500,00 grant to be negated. (A copy of Judge Neihoff s notes are attached to and made part of these Minutes.) Architect Peter Corrales then explained in detail the pertinent features of all three (3) plans and answered questions to the Commission's satisfaction. The Commission then invited audience comments; only one resident, Mattie Weiner of Bel Lido Island had questions, which were answered satisfactorily. Minutes of Town Commission Meeting May 22. 2003 Page 2 of 2 Discussion took place among the Commission members, resulting in a consensus to accept the Library Study Committee's recommendation of plan 1-A, and Mr. Corrales was directed to formalize its design. Town Manager Ben Saag referred to the project's timeline and stressed the importance of having the plans submitted to the State by September 2 in order to secure the $500,000 grant. Thei~eing no further business to come before the Commission at this time, the Special Workshop was adjourned by Mayor Reid at 10:35 A.M., upon MOTION by COMMISSIONER SORRELLI/COMMISSIONER LOWE. NOTE: (1) A COPY OF THE LIBRARY DESIGNS ESTIMATE, AS WELL AS THE DESIGN TIMELINE ARE ATTACHED TO AND MADE PART OF THESE MINUTES. (2) AS THE LIBRARY STUDY COMMITTEE'S WORK WAS COMPLETED, EACH OF THE COMMISSION MEMBERS EXPRESSED THEIR COMPLIMENTS AND GRATITUDE ON A JOB WELL DONE. HAVING SERVED THE TOWN IN EXEMPLARY FASHION OVER MANY YEARS, JUDGE JAMES NEIHOFF'S MOVING TO BOCA RATON SHORTLY WAS DULY NOTED; HE WAS APPLAUDED FOR HIS FINE CHARACTER AND THANKED FOR HIS TIME, EFFORT AND GOOD WORK BY THE COMMISSION AND AN APPRECIATIVE AUDIENCE. dmt APPR VE: '` °~ 1 Thomas J, Reid, Mayor Micha W.
