TOWN OF HIGHLAND BEACH, FLORIDA
CODE ENFORCEMENT BOARD
REGULAR MEETING - MINUTES
AUGUST 19. 1987
9: 30 A.M.
Members of the Code Enforcement Board, Town of Highland Beach, Florida,
agreed to dispense with the Workshop Meeting scheduled for this date at
9: 30 A.M.
Chairman Paul called the Regular Meeting of the Code Enforcement Board,
Town of Highland Beach, Florida to order at 9:30 A.M. in the Commission
Chambers at Town Hall.
The Recording Secretary called the roll. Present were W. Paul, T.
Boepple, E. Snyder and P. Perona. Absent were E. Pearlstein, J. Sieff
and J. Boulay.
Also present were Code Enforcement Officer B. Sutherland, Town Manager
H. Williams, Town Attorney S. Abrams and Recording Secretary A. Kowals.
Chairman Paul read the May 20, 1987 Workshop Meeting Minutes. The
Recording Secretary read the May 20, 1987 Regular Meeting Minutes. As
there were no corrections or additions to said Minutes, Mr. Boepple
•MOVED to approve the May 20, 1987 Workshop and Regular Meeting Minutes
as submitted. All members were in favor of the MOVE which was seconded
by Mr. Snyder.
Chairman Paul stated, without objection, he would move the election of a
Vice Chairman to a future meeting date due to the absence of several
Board Members. The Members present agreed.
OLD BUSINESS
Town Manager Williams informed the Board Members that former Code En-
forcement Officer A. Abbate retired in June therefore B. Sutherland is
now the Town's official Code Enforcement Officer.
NEW BUSINESS
At Chairman Paul's request, Code Enforcement Officer Sutherland briefly
reviewed the status of the ORDERS issued by the Board on April 29, 1987
to the Aeders, Morrisons, Morss and Weismans regarding modular
structures that were erected on the Regency Highland Condo roof. Mr.
Sutherland said the 90 day time frame allowed to correct the violations
expired; however, said violations still exist.
Upon inspecting the roof --top structures, continued Code Enforcement Of-
ficer Sutherland, he found the Weismans only have a canopy which shields
their stairwell to keep debris off the stairs and they are not in
•violation in the area in which the other resident/owners who erected the
modular structures (living quarters) are.

It was agreed that Town Attorney Abrams should send a letter to Attorney
L. Marchbanks who represented the resident/owners to apprise him of the
situation and request that he contact our Town Attorney or the Code
Enforcement Board will be compelled to act on the matter and levy fines
for the existing violations.
Chairman Paul directed the Recording Secretary to include the Regency
Highland matter and the election of a Vice Chairman on the agenda for
the next meeting of the Code Enforcement Board which is scheduled for
October 21, 1987 with the Workshop Meeting at 9:30 A.M. and the Regular
Meeting at 10:00 A.M.
The Members of the Code Enforcement Board observed a minute of silence
in memory of two Highland Beach residents who recently passed away.
Chairman Paul noted that former Vice Chairman A. Novak served the Code
Enforcement Board and the Town during his time of residence. And,
former Mayor L. Y. Horton also served the Town of Highland Beach for
many years.
Following proper MOTION by Mr. Boepple/Ms. Perona, Chairman Paul
