TOWN OF HIGHLAND BEACH, FLORIDA
CODE ENFORCEMENT BOARD
WORKSHOP MEETING
MARCH 19, 1986 9:30 A.M.
Chairman Robert F. Scholz called the Workshop Meeting of the Code En-
forcement Board, Town of Highland Beach, to order at 9:30 A.M.
Secretary/Vice Chairperson Gerber read the February 19, 1986 Workshop
Meeting Minutes. Approval of these minutes was held in abeyance until
the Regular Meeting.
A discussion regarding the De Joseph matter followed. Chairman Scholz
stated there was an omission on the ORDER issued to the De Josephs re-
garding the Remedy. The ORDER was to remove the brick parking spaces;
nothing indicated the area was to be sodded.
The ORDER, as written; was satisfied when the De Josephs removed the
bricks for the two illegal parking spaces, continued Chairman Scholz.
Code Enforcement Officer/Building Inspector Abbate explained that
• nature will take its course - the grass will grow in the bare spots.
They removed the bricks, they have complied with the ORDER, said
Mr. Abbate.
Town Attorney Sliney said the De Josephs felt the contractors should
have replaced what they removed. The Code Enforcement Board did what
it had to do - it got rid of the code violation, it should stay out
of the sodding.
Chairman Scholz said Citation #2254, under advisement for further con-
sideration of two extra parking spaces on the right-of-way was remedied
with the removal of the bricks and should be considered satisfied at
the Regular Meeting.
Code Enforcement Officer/Building Inspector Abbate stated the De Josephs
were allowed so many parking spaces at the time of their c/o. Addressing
the Town Attorney, Mr. Abbate questioned if the De Josephs could be
forced to remove cars parked on their own property.
Town Attorney Sliney said they can not have more parking spaces than
were indicated on the approved plans. If they constructed more parking
spaces than shown on the approved plans, continued Mr. Sliney, the Town
• would have to crack down where designated spaces are apparent.

Secretary/Vice Chairperson Gerber said the citation was satisfied and
that should be the end of it.
There is a parking problem throughout the city, said Secretary Gerber,
and all would have to be cited. If anyone obstructs an entrance for
emergency vehicles, they should be cited by our Police Department.
Mr. Novak said we speak of eight parking spaces - the parking area is
not marked - are we talking about the number of spaces or the number
of cars?
The Workshop Meeting adjourned at 10: .M.
