1985.01.16_CEB_Minutes_WorkshopTOWN OF HIGHLAND BEACH, FLORIDA ! CODE ENFORCEMENT BOARD JANUARY 16, 1985 WORKSHOP MEETING 9.30 A.M. Chairman Robert Scholz called the Workshop Meeting of the Code Enforce- ment Board to order at 9:30 A.M. Other members present were Messrs. Donald Sherbondy, Robert Myers, John Chironna, Theodore Boepple, Alfred Novak, Andrew Bennardo (alt.l) and Edward J. Pearlstein (alt. 2). Also present were Town Manager Hugh D. Williams, Building Inspector Tony Abbate, Recording Secretary Anne Kowals and a few Town residents. Secretary Ellen Gerber was absent. Chairman Robert Scholz said this meeting was held, despite no business on the agenda, to give the members an opportunity to meet the new Town Manager - Hugh D. Williams. After introducing Mr. Williams to the Board Members, Chairman Scholz welcomed the Town Manager and requested that he address the members regarding his background. • Mr. Hugh D. Williams informed the Code Enforcement Board Members that he began his 'city management' career in Pennsylvania nineteen years ago. His last position in municipal government was in the Tampa area. The recording secretary read the minutes of the November 28, 1984, Workshop Meeting. Approval of these minutes was tabled until the Regular Meeting. Chairman Robert Scholz questioned Building Inspector Tony Abbate re- garding construction at the Casuarina site. Mr. Abbate reported that everything is proceeding nicely and he hasn't had any complaints from residents. With Fr. A. Chepanis' permission, the construction workers are using St. Lucy's parking lot. A discussion regarding deceleration lanes required by the DOT followed. Building Inspector Tony Abbate said the new deceleration lanes that were installed at the Coronado will also service Casuarina and the Clarendon. However, a 'swale' was left in the area. Upon request from Mr. Abbate, DOT issued a letter stating the 'swale' is in com- pliance with all safety factors and the Town of Highland Beach shall be held harmless should someone be injured because of the 'swale'. is The Board Members held a brief discussion regarding the Code Enforce- ment Board's suggestion to the Town Commission concerning seawalls and inspections. Having received no reply from the Town Commission, CODE ENFORCEMENT BOARD Workshop Meeting • January 16, 1985 Page 2 of 2 Building Inspector Tony Abbate said he understands the Code Enforce- ment Board will handle these matters as they did in the past. • 0 A lengthy discussion regarding cable television in Highland Beach followed. There seems to be much confusion regarding 'dishes' and proper installation of 'dishes'. Building Inspector Tony Abbate said a permit from the Building Department is required when a 'dish' is installed. A drawing must be submitted with the permit applica- tion. Mr. Robert Myers suggested this information be publicized to prevent any one from installing a 'dish' without permit. Town Manager Hugh Williams suggested this information be written up in the Mayor's Monthly Bulletin which is circulated among all High- land Beach residents. The Code Enforcement Board Workshop Meeting adjourned at 10:00 A.M. at which time Chairman Scholz requested a ten minute break.
