1984.07.11_CEB_Minutes_Special0 TOWN OF HIGHLAND BEACH, FLORIDA CODE ENFORCEMENT BOARD July 11, 1984 Special Meeting 3.00 P.M. In the absence of Chairman Robert Scholz, Vice-chairman Robert Myers chaired the Special Meeting called by the Code Enforce- ment Board to hear a complaint, signed by Highland Beach Police Officer R. J. Corsino, against G. L. C. Construction. The meet- ing was called to order at 3:00 P.M. Other members present were Secretary Ellen Gerber, Messers. John Chironna, Alfred Novak and Theodore Boepple. Also present were Town Manager Elaine Roberts, Town Attorney David Friedman, Build- ing Inspector Tony Abbate, Police Officer R. J. Corsino, Gill Courchene and Recording Secretary Anne Kowals. Vice-chairman Myers called on Tony Abbate to present the case. The Building Inspector stated he warned the construction official not to remove any sand or landfill out of Town limits. Tony Abbate said that on June 30, 1984, Officer Corsino observed two is Construction trucks removing debris, sand and landfill from the G. L. C. Construction site. At this point, Mr. Myers requested Officer Corsino be sworn in and tell the Board Members exactly what happened. Officer Corsino said he observed the first truck filled with debris, sand and landfill leave the Town limits. A short time later, a smaller dump truck drove into the construction area and proceeded to fill up with debris, sand and landfill. Before the second truck could leave the Town limits, Officer Corsino issued Citation #$01155 in violation of Town Code Section 152 - 3. Vice-chairman Myers requested the gentleman representing G. L. C. Construction to step forward and be sworn in. Mr. Gill Courchene said he was the owner of G. L. C. Construction. He said Tony Abbate did warn him not to remove any sand or landfill out of Town limits, and it was not his intention to remove same from the site. Mr. Courchene stated they have improved the site by adding sand to the property. G. L. C. Construction was removing an old concrete wall; and, if there was any sand or landfill, it was very little. Mr. Courchene said he had tickets proving he had the debris moved to the dump. n • Code Enforcement Board Special Meeting July 11, 1984 Page 2 of 2 • After brief discussion, Ellen Gerber made a MOTION, seconded by Theodore Boepple, stating the citation was justified and any further violation on the site could result in a fine. All the Board Members agreed. Vice-chairman Myers stated the Board Members appreciate the Police Force taking necessary steps to issue the citation. Ellen Gerber moved to adjourn the Special Meeting. All the Members were in favor. Vice-chairman Robert Myers adjourned the meeting at 3:35 P.M.
