1993.11.10_PB_Minutes_RegularTOWN OF HIGHLAND BEACH PLANNING BOARD REGULAR MEETING - MINUTES Wednesday, November 10, 1993 9:30 A.M. Chairman Robert L. Lowe called the Regular Meeting to order in Com- mission Chambers at 9:30 A.M. Deputy Town Clerk Doris Trinley called the roll. Present were the Chairman, Vice Chairman, Leonard D. Bell and Regular Members James F. Morrill, William Maltz, Felix R. Goldenson, Domenic Marino and Michael W. Hill. Also present were Building Official Lee Leffingwell and Town Attorney Thomas E. Sliney. Town Manager Mary Ann Mariano was in the audience, as were members of the general public. Before addressing the agenda, the Chairman welcomed Michael W. Hill, who was recently appointed to the Board by the Town Commission. MINUTES Upon MOTION by MR. GOLDENSON/MR. MORRILL, the Minutes of the ,October 13, 1993 were unanimously approved. NEW BUSINESS As per Parameters set forth in Settlement Agreement, Preliminary Review of Plans Submitted by Tuscan -Harvey Homes, Inc, for Drexel Investments, Inc. (Owner) re Single Family Residences at the following addresses (Lots 76-77 East): (1) 3567 S. Ocean Blvd. (Parcel 1) (2) 3569 S. Ocean Blvd. (Parcel 2) (3) 3571 S. Ocean Blvd. (Parcel 3) (4) 3573 S. Ocean Blvd. (Parcel 4) (5) 3575 S. Ocean Blvd. (Parcel 5) The members had been given a brief summary by Attorney Sliney on the settlement terms of this agreement before the Meeting was called to order, and at this this time Chairman Lowe asked Building Official Leffingwell to explain the parameters of the plans that would be reviewed today. She noted there would be a 10' setback on the north and south sides of the project, with 'zero' lot lines inbetween the houses; a 5' setback between individual swimming pools was noted, as well as a 30' front setback. It was also determined that only five (5) houses would be built on the property, rather then the six (6) allowed for in the settlement agreement. Regarding the 'zero' lot lines, Attorney Sliney advised this was stipulated in the Settlement ���Agreement. i Planning Board Regular Meeting - Minutes d1hNovember 10, 1993 Page 2 of 3 NW Representing Tuscan -Harvey, Bill Kuntz next addressed the Board and presented an original conceptual rendering of the houses to be built. Included in his remarks were the following: .houses would be approximately 4200-4500 sq.ft. and would be built simultaneously. .all elevations will vary slightly. .3 floor plans would be used for 5 houses, i.e., 2 each would have the same plans, the fifth would be different. .each house would have its own driveway. .there would be 10' between the houses as per settlement agreement. .there would be no sales trailer involved in the project; rather a local real estate company would most likely be involved. The members then convened to review the plans, after which Building Official Leffingwell noted that should the members deem appropriate, the project could be given final approval at this time. Attorney Sliney concurred, saying all criteria for this portion of the settle- ment agreement had been met. The following MOTION was made by MR. MALTZ/MR. BELL: AS PER PARAMETERS SET FORTH IN SETTLEMENT AGREEMENT, THE PLANNING BOARD GIVES FINAL APPROVAL TO PLANS SUBMITTED BY TUSCAN-HARVEY HOMES, INC. FOR DREXEL INVESTMENTS, INC. (OWNER) FOR FIVE (5) SINGLE FAMILY HOMES TO BE BUILT ON LOTS 76-77 EAST AS FOLLOWS: (ALL BY MES DESIGN GROUP, ARCHITECTS) PARCEL #1, JOB #931836 DATED 9/13/93. PARCEL #2, JOB #931837 DATED 9/15/93 PARCEL #3, JOB #931834 DATED 9/10/93 PARCEL #4, JOB #931835 DATED 9/10/93 PARCEL #5, JOB #931838 DATED 9/15/93 MOTION met with unanimous favorable approval. OTHER For the record, Chairman Lowe acknowledged that Talent Bank Applicants oririam Zwick and John De Marco had attended today's meeting.
